To the Selectmen :-
I have the honor to submit the following brief report covering the work done on the roads in town for the year 1920.
As soon as I was appointed to take charge of the roads, directly after the town meeting in February, I attempted to find men in the different sections of the town who would aid me in carrying out the work to be done this year. This was done as a result of the general opinion expressed at town meeting favoring the old method of distriet highway sur- veyors. As the town had voted the sum of $75. per mile of road in order that it might get $50. per mile from the state, and the state required that all this money be spent under the direction of its engineers, who refused to deal with district highway surveyors, it was necessary that one man be given

full control of all the roads. It was conceded however, that he might have working foremen in each section of the town who would have actual charge of the work and at the same time be under the nominal control of one man.
It seemed to be impossible to find these men for all sec- tions however, probably because labor was so short that few were willing to give any time to the roads. However, Mr. H. C. Pomeroy has had charge of all the work on the north mountain road, Mr. F. D. Hubbard on the Plain road, Mr. Philip Hepburn on the meadow roads, excepting the macadam road, and Mr. Carlton Gunn a large share of the work on the roads in the north end of the town. If it had not been for these men the road money would not have been completely spent before the end of the yar. It was my intention to have active charge only of the macadam roads but as it proved to be impossible to find others to do the work on some of the roads, it was necessary for me to take charge of other roads also.
At times it seemed as though a large amount of the avail- able money would remain unspent at the end of the year; when teams were available men were not to be hired at any price and when a few men could have been hired teams were all busy at other work. For this reason a large percentage of the road funds were spent in the fall when they should have been spent in the spring, in order that people might have had the benefit of the improvements during the summer when the travel is heaviest. However the funds were finally all spent where it had been planned by the state engineer with one exception. Originally it was the intention that the section of road north of R. A. Goodyear's, where the mud is always deep in the spring should be fixed in the same manner that Middle Lane, out to the garage, was repaired. As it got to be so late before this section could be begun it was decided that it would be better to gravel other sections of road where excavation was unnecessary, leaving this place to be fixed at another time.

Snow removal had to come under a special appropriation, as the act of the legislature, under which the general road work was done, did not allow payment under this head. Due to the heavy snowstorms of January, February and March nearly $600. had to be spent in trying to keep the roads and sidewalks passable.
A special appropriation of $1600. was made for resurfac- ing the macadam road from the center north. Under this appropriation the Lane Construction Co. was engaged to scarify and reshape the old surface, then add two inches of new stone and roll. The price for the new stone was $3.50 per ton delivered and rolled, which was and still is a very reasonable amount. A little mistake in the length of the road, which was discovered some time after the Lane Co. was given the work, resulted in a higher cost to the town than was an- ticipated when the appropriation was made. The tarvia, which was applied to the rolled surface, was obtained at a price of $.181/2 per gallon delivered and applied, a price somewhat below any price since then. This road has not proved entirely satisfactory but after another application of tarvia, which should come in the spring, I think the road will last for some years more.

To either of the Constables of the Town of Sunderland, in the County of Franklin, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Town, on Monday, February 6, 1922 at ten o'clock in the forenoon, then and there to act on the following articles :-
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To choose all necessary town officers for the ensuing year.
ART. 3. To hear the annual reports of the town officers and special committees, and act thereon.
ART. 4. To appropriate such sums of money as may be necessary to defray town charges for the ensuing year or to pay town debt and interest.
ART. 5. To determine the manner of repairing the highways, townways and bridges.
ART. 6. To see if the town will appropriate money for the transportation of scholars to the schools in town or High schools out of town.
ART. 7. To fix the time when the taxes shall be paid and pass any vote in regard to interest.

ART. 8. To see if the town will authorize the treasurer to borrow money in anticipation of revenue, with the approval of the Selectmen, for the uses of the town, and give notes of the town therefor.
ART. 9. To appropriate money for the superintendent of schools and to pay the school committee for their services.
ART. 10. To appropriate money for the salaries of the several town officers.
ART. 11. To see if the town will authorize the school committee to draw orders on the town treasurer monthly, for its full proportion of the salary of the school superintendent.
ART. 12. To see if the town will appropriate a sum of money for the support of the Public Library.
ART. 13. To see if the town will take any action in re- gard to opening the town drains, and appropriate a sum of money for this purpose.
ART. 14. To see if the town will appropriate a sum of money for the medical inspection of the schools.
ART. 15. To see if the town will appropriate a sum of money to furnish street lights for the ensuing year.
ART. 16. To see if the town will appropriate $100.00 to be paid to the Trustees for County Aid to Agriculture, in accordance with the provisions of and for the purposes of Chap. 273, Acts 1918, or for the support of demonstration work under the direction of the agent or instructors of the Trustees, on land owned by the town or any resident thereof, or pass any vote or votes in relation thereto.
ART. 17. To see if the town will choose a director in accordance with the provisions of Chap. 273, Acts 1918, Sec. 1 at this meeting, to serve for the term of one year.
ART. 18. To see if the town will appropriate a sum of money for the observance of Memorial Day.

ART. 19. To see if the town will accept the provisions of Chap. 155, Acts 1918 in regard to the manner of caring for the roads.
ART. 20. To see if the town will appropriate the sum of $300.00 for a School Nurse, in accordance with Chap. 357, Acts of 1921, or appropriate any other sum in connection therewith.
ART. 21. To see if the town will take any action in re- gard to repairing the road leading to Riverside Cemetery, and appropriate a sum of money for the same.
ART. 22. To see if the town will take any action in re- gard to needed repairs on the Library Building, and appro- priate a sum of money for the same.
ART. 23. To see if the town will accept Chap. 136, Sec. 7 & 8, of the General Laws, in regard to the sale of certain articles on the Lord's Day.
ART. 24. To see if the town will appropriate a sum of money to finish painting the cemetery fence.
ART. 25. To see if the town will vote to collect a certain sum, as an entrance fee, from all persons who may make con- nections with the sewer in the future.
ART. 26. To see what action the voters will take in re- gard to conducting their business according to Standard Time for the ensuing year.
And you are directed to serve this Warrant by posting up attested copies thereof at the Post Office and at the guide post at Plumtrees, seven days at least before the time of holding said meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
