REPORT FROM THE BOARD OF SELECTMEN
To the People of Mendon:
This past year has seen a marked increase in the various activi- ties in which the Board is engaged in carrying out their assigned duties. The gradual transition which is taking place in this Town from strictly a rural to a suburban area, naturally brings with it the added increase of work to all departments of our Town. The con- tinued increase of such activity may well predicate some future changes in order that more complete and effective coverage can be given to special areas of our present responsibilities.
One of the first changes which may soon become a reality, is the appointment of a clerical assistant who may at first be hired on a part-time basis. The existence of more Town Officers within the past few years and the increase of activity in all areas of Town Government, makes this a matter of pressing concern. In addition to serving a useful need for the various Town Committees and Officers, this appointment would also serve the purpose of acquaint- ing a new employee with all the affairs of our Town. Under present conditions, this information rests with one person, our Welfare Agent and Town Accountant who also acts as the General Clerk. In executing her primary duties as Welfare Agent and Town Accountant, limited time remains in which to cover other clerical work.
Secondly, as you all are aware of, the Board of Selectmen act as the Administrative Group in regard to the issuance of permits in all matters pertaining to our zoning laws. In 1963, the Board issued 36 building permits of which 20 were for new construction and 16 for alteration and additions. Each permit requires the further issuance of a sewage permit, with the necessary inspections made in compliance with our health regulations. The continuation of such activity may result in the recommendation of the appointment of a Building Inspector and a separate Board of Health. In addition to relieving the Board of the burden of these activities, the appoint- ment or election of such officials would allow the application of more time to these important functions.

It is the concensus of the Board that Mendon will witness a continued, orderly and increased activity of new building construc- tion. The interests of the Town would be better served by such appointments as suggested in the foregoing paragraphs.
In conformance with the Code of Ethics Law, the Board re- quested and received conflict of interest disclosures from all Town Officials. These were promptly classified accordingly, and submit- ted to the Attorney General for his review and approval.
In accordance with Article 14 of the 1963 Town Warrant, the Board appointed a committee of 4 residents to serve on the Housing Authority. During the January Special Town Meeting, a report was made of their progress and their plans in establishing a low-rent housing unit for the elderly.
During 1963, the Board of Selectmen held special progress meetings with all the major function groups of the Town in an effort to establish a closer communication and a better understanding of the operation of the Town. Recommendations were made to several committees where it was felt it would be in the interest of our Town. The Board will continue to hold these meetings in order to establish close relationships among the various groups and thus a more effective Town Government.
The Board wishes to extend its gratitude for the interest shown by many of our citizens in our Town Affairs and solicits their continued interest as we move forward toward new goals and objectives.

60 TOWN WARRANT 1963
Pursuant to the foregoing warrant published in the 1962 Annual Town Report, one hundred and fifty-eight qualified voters cast their ballot at the Town Hall the fourth day of March, 1963. The polls were opened at nine o'clock A.M. after the Town Clerk called the meeting to order. It was voted to waive the reading of the entire Warrant.
The following Election workers appeared and were assigned to their various duties by Warden Anna Mae Wood.

Police Chief William D. Rondeau served as Police Officer on duty. The ballot box was inspected and shown to be empty. Fol- lowing this procedure, the polls were declared open.
The polls were closed at eight o'clock P.M. with 156 votes cast. Mr. Kenneth Morgan reported for duty as a counter for the tally of the votes. Results were announced at eight thirty-five P.M. after which it was voted to adjourn until Friday night, March 8, 1963 at seven o'clock P.M.
