Report of SEWER COMMISSIONERS
To the Citizens of the Town of Southbridge :
The Board of Sewer Commissioners is pleased to re- port that during the year 1940 it was able to keep within its appropriation for the year.
During 1940 the Board issued 36 permits to connect drains from dwellings into the town Sewage System.
During 1940 the sewers here have been extended a distance of 615 feet on Charlton St., a (W. P. A.) proj- ect. Park St., 272 feet and Paige Hill a (W. P. A.) project 650 feet. (The latter is not completed at the time of this report.
For the past few years, the Dept. of Public Health has repeatedly advocated to the Board of Sewer Com- missioners the necessity for re-newing the sewage dis- posal plant because of the fact that it is inadequate for the present and future needs of the Town.
Shortly after our annual town meeting of March 4, 1940 the Commissioners received a letter dated March 7 from the Commissioners of Public Health relative to the sewage treatment works of the town of Southbridge -saying :
("The over-all efficiency of this plant has been about the same as last year. It is understood that late in the year consideration was being given to employing an engineer for the purpose of designing more modern sewage treatment works as has been recommended by the Department. Unless adequate sewage treatment works are provided and the over- flow of sewage prevented, the Department of Public

Health should proceed against the town under the provisions of Chapter 83 of the General Laws.")
Shortly after receipt of the March 7th letter, the Board took steps to have this project started. At a spe- cial town meeting in April a Special Committee was ap- pointed to study plans for the proposed plant and to get engineering advice and estimates. It is the Sewer Com- missioners earnest hope that in the near future the Citi- zens of Southbridge will see fit to take definite steps to bring about the construction of a new sewage disposal plant which will solve one of our most urgent health problems and comply with the State Dept. of Public Health's request to correct this situation.

I hereby submit the report of the Department of Weights & Measures, for the year 1940.
During 1940 we have purchased for the Town a valu- able piece of equipment. An electric pump and measure for testing Tank Trucks. It has in many ways proven itself very essential, and helpful to both the dealer and consumer.
At present our Department of Weights & Measures is as well equipped as any Town of the same population.

Report of Selectmen
To The Voters of Southbridge:
The following is a report of the activities of the Board of Selectmen for the past year.
The Town Hall, sorely in need of repairs received attention first. Outside masonry was completely repoint- ed, the roof and tower repaired which should put the Town Hall in good condition for a number of years to come. The Auditorium stage was remodeled, new curtain and proscinium arch installed. Repainting of the audi- torium and main halls was accomplished at a minimum cost with soldiers relief and welfare help. The rear of the Town Hall grounds was resurfaced for parking spaces which will accommodate 35 cars. With such a good start in renovating our Town Hall we hope that this work will be kept up and further improvements continued.
New Hydrants and water mains were installed in several sections of Southbridge and more will be installed in the near future on Lebanon Hill as well as Sandersdale.
W. P. A. Projects were all of a constructive nature. Paige Hill and North Woodstock sewers were completed. Storm Drains were built on Charlton, Randolph and Foster Streets. Sidewalks were constructed on Charlton, Morris and at Mill and River Streets a bad corner was eliminated.
Under the supervision of the Engineering Depart- ment Poor Farm Hill Road was constructed. Eastford Road Drain was continued to Elm & Eastford Road. Coombs Street Sidewalk was finished. A retaining wall was built on Taft St. Nuisance Brook was continued and drains were built on Breakneck Hill Road, Brick Row, Harding Court, Proulx Ave. & Wall St.

Dresser Hill Road was finished to the point of sur- facing under direction of the Mass. Public Works, Chap- ter 90.
Cole Park lumber has been sold and the Cemetery lot cleaned. Wood sold for cash plus that given to various Town Departments and cord wood distributed to Soldiers Relief and Welfare recipients is valued at more than $8200.00 with a total cost to the Town of $6300.00.
The Street Lighting situation received special at- tention this year. With the cooperation of Police Chief Brault, and the Worcester County Electric Company, many dangerous corners and crossings were made safer for pedestrians by changing 60 c. p. to 250 c. p. lamps. The slight increase in cost is more than compensated for by the additional protection to our citizens.
The Board's appointment of an Insurance Commit- tee comprising William W. Crawford, John G. Clark and Joseph E. Desrosier was of added importance to Southbridge. Their report after a thorough study of lo- cal conditions is valuable to the citizens and if properly followed will mean a real saving in Insurance cost reduc- tion on Town Property.
