TOWN WARRANT


THE COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either of the constables of the Town of Oakham, in the County of Worcester.


GREETINGS:


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Oakham, qualified to vote in elections, and in town affairs to meet in the town hall, known as Memorial Hall on Monday, the fourth day of March next at 12 M. at which time the polls will be opened and will be closed at 8 P.M.


Business meeting will open at 8 P.M., then and there to act on the following articles.


Article 1. To hear the annual report of the several town officers and to act thereon.


Article 2. To choose one Selectman, one Assessor, one member of the School Committee, one Library Trustee, one member of the Cemetery Committee, all for three year terms; a Collector of Taxes, Treasurer, Auditor, Tree War- den, six Constables, three Fence Viewers and a Moderator, for one year terms, all on one ballot.


Article 3. To choose all the necessary town officers and committees for the ensuing year not required to be elected by ballot.


Article 4. To see if the town will vote to fix the salaries and compensation of all elective officers of the town as pro- vided by Section 108 of Chapter 41 of the General Laws as amended: 1 Town Clerk, 3 Selectmen, 3 Assessors, 3 School Committee members, 3 Library Trustees, 3 Cemetery Com- mittee members, 1 Moderator, 1 Tax Collector, 1 Treasurer, 1 Auditor and to raise and appropriate a sum of money therefor.


Article 5. To see what compensation the town will allow for men and equipment used in repairing highways and opening roads for the ensuing year.


Article 6. To see if the Town will raise and appropriate

a sum of money to bond their Treasurer, Collector, Town Clerk and their assistants.


Article 7. To see if the Town will vote to raise and appropriate or transfer from available funds such sums of money as are necessary to pay charges, expenses and outlays of the several town departments for the ensuing year.


Article 8. To see if the Town will authorize the treas- urer, with the approval of the selectmen, to borrow during the current fiscal year, in anticipation of the revenue of said year, such sums of money as may be necessary for the cur- rent expenses of the town, giving the note or notes of the town therefor, these notes to be paid from revenues of said financial year.


Article 9. To see if the Town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for Chapter 81 Highway Maintenance, or take any action relative thereto.


Article 10. To see if the Town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for Chapter 90 Highway Maintenance, or take any action relative thereto.


Article 11. To see if the Town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for the improvement of South and Spencer Roads under Chapter 90 Highway Construction, or take any action relative thereto.


Article 12. To see if the Town will vote to raise and appropriate the sum of $600 or any other amount for use to make certain improvements to Stone Road or take any action relative thereto.


Article 13. To see if the Town will vote to raise and appropriate the sum of $50.00 or any other amount for the Oakham Civilian Defense Organization or take any action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate a sum of money to be used to pay the notes of the Town coming due during the fiscal year, or take any action relative thereto.


Article 15. To see if the Town will vote to raise and appropriate the sum of $450,0 or any other amount to be used to pay the accrued interest due during the fiscal year on its

outstanding Funded and Fixed debt, and on any temporary loans which may be necessary during the year, or take any action relative thereto.


Article 16. To see if the Town will vote to raise and ap- propriate the sum of $500.00 or any other amount for use to make repairs and improvements to Henry Wright Ball Park, or take any action relative thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of $600.00 or any other amount for use to paint the Town Clock and the clock deck, or take any action relative thereto.


Article 18. To see if the Town will vote to appropriate the sum of $1000 or any other amount from the Overlay Sur- plus for the purposes of a Reserve Fund or take any action relative thereto.


Article 19. To see if the Town will vote to appropriate from available funds in the treasury the sum of $7,684.77 or any other sum less than this amount for the permanent repair of Barre Road from Maple Street to Adams Road or take any action relative thereto.


Article 20. To see if the Town will vote to transfer the sum of $2000 or any other amount from the Highway Machinery Fund to the Highway Machinery Account, or take any action relative thereto.


Article 21. To see if the Town will vote to authorize and direct the Assessors to take the sum of $8000 or any other amount from available funds for the purpose of reduc- ing the tax levy for the current year, or take any action relative thereto.


Article 22. To see if the Town will vote to accept any trust funds that may be left for the care of the cemeteries or any other purposes.


Article 23. To hear the report of the committee ap- pointed to investigate the possibilities of adopting zoning regulations and to act thereon.


Article 24. To see if the Town will vote to give the Board of Selectmen authority to appoint one of its mem- bers Chief of Police, and to set the rate of pay for said work or take any action relative thereto.


Article 25. To see if the Town will vote to appropriate the sum of $50.00 from the Cemetery Sale of Lots Account

for use by the Cemetery Committee for providing new lots, or take any action relative thereto


And you are directed to serve this warrant by posting attested copies in at least three public places in said town, seven days at least before time of holding said meeting.


Hereof fail not and make due return of this warrant, with your doings thereon to the Town Clerk, at the time and place of holding meeting as aforesaid.
