TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either of the constables of the Town of Oakham, in the County of Worcester:


GREETINGS:


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Oakham, qualified to vote in elections, and in town affairs to meet in the town hall, known as Memo- rial Hall, on Monday, the third day of March next at 12M at which time the polls will be opened and will be closed at 8 P.M.


Business meeting will open at 8 P.M., then and there to act on the following articles.


Article 1. To hear the annual reports of the several town officers and to act thereon.


Article 2. To choose one Selectman, one Assessor, one member of the School Committee, one Library Trustee and one member of the Cemetery Committee, all for three year terms; a Collector of Taxes, Treasurer, Auditor, Tree Warden, six Constables, three Fence Viewers and a Mode- rator, for one year terms; and five Planning Board Mem- bers, one for a term of five years, one for a term of four years, one for a term of three years, one for a term of two years and one for a term of one year, all on one ballot.


Article 3. To choose all the necessary town officers and committees for the ensuing year not required to be elected by ballot.


Article 4. To see if the town will vote to fix the sala- ries and compensation of all elective officers of the town as provided by Section 108 of Chapter 41 of the General Laws as amended; 1 Town Clerk, 3 Selectmen, 3 Assessors, 3 School Committee members, 3 Library Trustees, 3 Ceme- tery Committee members, 1 Moderator, 1 Tax Collector, 1 Treasurer and 1 Auditor, and to raise and appropriate a sum of money therefor.

Article 5. To see what compensation the town will allow for men and equipment used in repairing highways and opening roads for the ensuing year.


Article 6. To see if the town will raise and appropriate a sum of money to bond its Treasurer, Collector, Town Clerk and their assistants.


Article 7. To see if the town will vote to raise and appropriate or transfer from available funds in the treas- ury such sums of money as are necessary to pay charges, expenses and outlays of the several town departments for the ensuing year.


Article 8. To see if the town will authorize the treas- urer, with the approval of the selectmen, to borrow during the current fiscal year, in anticipation of the revenue of said year such sums of money as may be necessary for the cur- rent expenses of the town, giving the note or notes of the town therefor, these notes to be paid from the revenue of said financial year.


Article 9. To see if the town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for Chapter 81 Highway Maintenance, or take any action relative thereto.


Article 10. To see if the town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money for Chapter 90 Highway Main- tenance or take any action relative thereto.


Article 11. To see if the town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money for the improvement of South and Spencer Roads, under Chapter 90 Highway Con- struction or take any action relative thereto.


Article 12. To see if the town will vote to raise and appropriate the sum of $50.00 or any other amount for the Oakham Civilian Defense Organization or take any action relative thereto.


Article 13. To see if the town will vote to raise and appropriate the sum of $550 or any other amount to be used to pay the accrued interest due during the fiscal year on its Outstanding Funded and Fixed debts and on any tem- porary debts which may be necessary during the year, or take any action relative thereto.

Article 14. To see if the town will vote to raise and appropriate a sum of money to be used to pay the notes of the town coming due during the fiscal year, or take any action relative thereto.


Article 15. To see if the town will vote to raise and appropriate the sum of $400 or any other amount for use to make repairs and improvements to Henry Wright Ball Park, or take any action relative thereto.


Article 16. To see if the town will vote to appropriate the sum of $1,000 or any other amount from the Overlay Surplus for the purposes of a Reserve Fund, or take any action relative thereto


Article 17. To see if the town will vote to transfer the sum of $2,000 or any other amount from the Highway Mach- inery Fund to the Highway Machinery Account, or take any action relative thereto.


Article 18. To see if the town will vote to authorize and direct the Assessors to take the sum of $8,000 or any other amount from available funds in the treasury for the purpose of reducing the tax levy for the current year, or take any action relative thereto.


Article 19. To see if the town will vote to accept any trust funds which may be left for the care of the cemeteries or any other purposes.


Article 20. To see if the town will vote to establish a police department under the provisions of Chapter 41 Section 97 of the General Laws as amended, or take any action relative thereto.


Article 21. To see if the town will vote to give the Board of Selectmen authority to appoint one of its members Chief of Police, and to set the rate of pay for said work, or take any action relative thereto.


Article 22. To see if the town will vote to accept as a Town way in accordance with the provisions of Chapter 82,. Section 22 of the General Laws, that certain alteration or relocation of Robinson road as laid out by the Board of Selectmen and recorded with the Town Clerk and author- ize the Selectmen to take any land within said way by emi- nent domain and appropriate such sums of money as may be necessary for land damages or take any action relative thereto.

Article 23. To see if the Town will raise and appro- priate the sum of $500 to be used to make improvements to Lupa Road or take any action relative thereto.


And you are directed to serve this warrant by posting attested copies in at least three public places in said town, seven days at least before time of holding said meeting.


Hereof, fail not and make due return of this warrant, with your doings thereon to the Town Clerk, at the time and place of holding meeting as aforesaid.
