TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either of the constables of the Town of Oakham, in the County of Worcester:


GREETINGS:


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Oakham, qualified to vote in elections, and in town affairs to meet in the town hall, known as Memorial Hall, on Monday, the second day of March next at 12M at which time the polls will be opened and will be closed at 8 P.M.


Business meeting will open at 8 P.M., then and there to act on the following articles :


Article 1. To hear the annual reports of the several town officers and to act thereon.


Article 2. To choose on Selectman, one Assessor, one member of the School Committee, one Library Trustee and one member of the Cemetery Committee, all for three year terms; one member of the Cemetery Committee, a Collector of Taxes, Treasurer, Auditor. Tree Warden, six Constables. three Fence Viewers and a Moderator, for one year terms; and one Planning Board Member for a five year term, all on one ballot.


Article 3. To choose all the necessary town officers and committees for the ensuing year not required to be elected by ballot.


Article 4. To see if the town will vote to fix the salaries ond compensation of all elective officers of the town as provided by Section 108 of Chapter 41 of the General Laws as amended; 1. Town Clerk, 3 Selectmen, 3 Assessors, 3 School Committee members, 3 Library Trustees, 3 Ceme- tery Committee members, 1 Moderator, 1 Tax Collector, 1 Treasurer and 1 Auditor, and to raise and appropriate a sum of money therefor.

Article 5. To see what compensation the town will allow for men and equipment used in repairing highways and opening roads for the ensuing year.


Article 6. To see if the town will raise and appropri- ate a sum of money to bond its Treasurer, Collector, Town Clerk and their assistants.


Article 7. To see if the town will vote to raise and appropriate or transfer from available funds in the treasury such sums of money as are necessary to pay charges, ex- penses and outlays of the several town departments for the ensuing year.


Article 8. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow during the current fiscal year, in anticipation of the revenue of said year such sums of money as may be necessary for the current expenses of the town, giving the note or notes of the town therefore, these notes to be paid from the revenue of said fiiancial year.


Article 9. To see if the town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money for Chapter 81 Highway Mainte- nance or take any action relative thereto.


Article 10. To see if the town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money for Chapter 90 Highway Mainte- nance or take any action relative thereto.


Article 11. To see if the town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money for the improvement of Spencer and New Braintree Roads under Chapter 90 Highway Con- struction or take any action relative thereto.


Article 12. To see if the town will vote to raise and appropriate the sum of $50.00 or any amount for the Oak- ham Civilian Defense Organization or take any action rela- tice thereto.


Article 13. To see if the town will vote to raise and appropriate the sum of $800 or any other amount to be used to pay the accrued interest due during the fiscal year on its Oustanding Funded and Fixed debts and on any temporary loans which may be necessary during the year, or take any action relative thereto.

Article 14. To see if the town will vote to raise and appropriate a sum of money to be used to pay the notes of the town coming due during the fiscal year, or take any action relative thereto.


Article 15. To see if the town will vote to raise and apropriate the sum of $400 or any other amount to com- plete the repairs and improvements to Henry Wright Ball Park, or take any action relative thereto.


Article 16. To see if the town will vote to appropri- ate the sum of $1,000 or any other amount from the Over- lay Surplus for the purposes of a Reserve Fund, or take any action relative thereto.


Article 17. To see if the town will vote to transfer the sum of $1500.00 or any other amount from the High- way Machinery Fund to the Highway Machinery Account, or take any action relative thereto.


Article 18. To see if the town will vote to authorize and instruct the Assessors to take the sum of $5,000 or any other amount from available funds in the treasury for the purpose of reducing the tax levy for the current year, or take any action relative thereto.


Article 19. To see if the town will vote to accept any trust funds which may be left to the town for the care of cemeteries or for any other purpose.


Article 20. To see if the town will vote to adopt a set of rules governing the use of the town dump and raise and appropriate a sum of money for the enforcement of said rules, or take any action relative thereto.


Article 21. To see if the town will vote to establish a committee to make preparations for the observation of the town's Bicentennial Anniversary in 1962 or take any action relative thereto.


Article 22. To see if the town will vote to make the folowing amendment to the Town By-Laws, or take any action relative thereto:

Board of Appeals


Section 1


A Board of Apepals is hereby established in accordance with the provisions of Chapter 41, Section 81Z, of the Gen- eral Laws, consisting of three members to be appointed by the Board of Selectmen, one for a term of three (3) years, one for a term of two (2) years and one for a term of one (1) year and thereafter one to be appointed each year for a term of three years.


And you are directed to serve this warrant by posting attested copies in at least three public places in said town, seven days at least before time of holding said meeting.


Hereof fail not and make due return of this warrant, with your doings thereon to the Town Clerk, at the time and place of holding meeting as aforesaid.
