TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS Worcester, ss.
To either of the constables of the Town of Oakham, in the County of Worcester:
GREETINGS:
In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Oakham, qualified to vote in elections, and in town affairs to meet in the town hall, known as Memorial Hall, on Monday, the seventh day of March next at 12M at which time the polls will be opened and will be closed at 8 P.M.
Business meeting will open at 8 P.M., then and there to act on the following articles:
Article 1. To hear the annual reports of the several town officers and to act thereon.
Article 2. To choose one Selectman, one Assessor, one member of the School Committee, one Library Trustee and one member of the Cemetery Committee all for three year terms; a Collector of Taxes, Treasurer, Auditor, Tree War- den, six Constables, three Fence Viewers and a Moderator, for one year terms; and one Planning Board member for a five year term, all on one ballot.
Article 3. To choose all the necessary town officers and committees for the ensuing year not required to be elect- ed by ballot.
Article 4. To see if the town will vote to fix the sala- ries and compensation of all elective officers of the town as provided for by Section 108 Chapter 41 of the General Laws.
Article 5. To see what compensation the town will allow for men and equipment used in repairing highways and opening roads during the ensuing year.
Article 6. To see if the town will vote to raise and appropriate or appropriate from available funds in the treas-

ury such sums of money as are necessary to pay salaries, ex- penses and outlays of the several town departments for the ensuing year.
Article 7. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow during the current fiscal year, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the town, giving the note or notes of the town therefor, these notes to be paid from the revenue of said fiscal year.
Article 8 .. To see if the town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for Chapter 81 Highway Maintenance or take any action relative thereto.
Article 9. To see if the town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for Chapter 90 Highway Maintenance or take any action relative thereto.
Article 10. To see if the town will vote to raise and appropriate or appropriate from available funds in the treas- ury a sum of money for the improvement of Spencer and New Braintree Roads under Chapter 90 Highway Construc- tion ,or take any action relative thereto.
Article 11. To see if the town will vote to appropriate the sum of $1,000 from the Overlay Surplus for the purposes of a Reserve Fund or take any action relative thereto.
Article 12. To see if the town will vote to transfer the sum of $1500 or any other amount from the Highway Mach- inery Fund to the Highway Machinery Account or take any action relative thereto.
Article 13. To see if the town will vote to authorize and instruct the Board of Assessors to appropriate the sum of $5,000 or any other amount from available funds in the treasury for the purpose of reducing the tax levy for the current year or take any action relative thereto.
Article 14. To see if the town will vote to accept any trust funds which may be left to the town for the care of cemeteries or for any other purpose.

Article 15. To hear the report of the Oakham Bicen- tennial Celebration Committee and to act thereon.
Article 16. To see if the town will vote to create a Board of Health, separate and distinct from all existing boards and committees or take any action relative thereto.
Article 17. To see if the town will vote to request the Board of Health to draw up a set of By-Laws to include rules and regulations governing the use of the town dump, design standards for the installation of septic tanks and drainage fields and any other health problems, existing, or foreseeable, or take any action relative thereto.
Article 18. To see if the town will vote to make the following amendment to the Town By-Laws, or take any action relative thereto.
CHAPTER VI Budget and Finance Committee
There shall be a Budget & Finance Committee consist- ing of six legal voters of the Town who shall be appointed by the moderator as hereinafter provided. No elected or appointed town officer or town employee shall be eligible to serve on said committee.
The moderator of the town meeting, when this by-law is adopted, shall, within thirty days after such by-law be- comes effective, appoint two members of said committee for terms of one year, two members for terms of two years, and two members for terms of three years. At each annual Town Meeting thereafter the moderator thereof shall appoint two members of said committee for terms of three years. The term of office of said members shall commence immediately upon qualification and shall expire at the close or final adjournment of the annual town meeting at which their suc- cessors are appointed. Said committee shall choose its own officers, shall serve without pay, and shall cause to be kept a true record of its proceedings.
Whenever any vacancy shall occur in said committee by resignation, removal from town, death, failing to qualify or otherwise, said vacancy shall be filled by said committee; and if any member is absent from five consecutive meetings, except in case of illness, said committee shall consider his position vacant and proceed to fill same. The term of office

of all persons chosen as aforesaid to fill vacancies shall expire at the close or final adjournment of the annual town meet- ing next succeeding said vacancy and, at said annual meet- ing, the moderator thereof shall appoint a successor to fill the unexpired term of each member whose office has been vacated in the same manner as the original appointment.
To this committee shall be referred all articles in any warrant for a town meeting hereafter issued. The select- men, after drawing any warrant for a town meeting shall transmit immediately a copy thereof to each member of the Budget & Finance Committee and said committee shall con- sider all such articles. A public hearing may be held upon all articles unless a public hearing by some other tribunal is required by law and a notice of such hearing shall be given by posting a copy thereof in at least four public places in the town. After due consideration of the subject matter in such articles, said committee shall report thereon to the town meeting such recommendations as it deems best for the inte- rest of the town.
It shall be the duty of the Budget and Finance Com- mittee annually to consider the expenditures of previous years and the estimated requirements for the ensuing year of the several boards, officers and committees of the town as prepared by them in such form and detail as may be prescribed by said committee. Said commit- tee shall add to said statement of expenditures and esti- mates another column giving the amounts which, in its opinion, should be appropriated for the ensuing year and shall further add thereto, such explanations and suggestions relating to the proposed appropriations as it may deem expe- dient and report thereon as provided in Section 4.
It shall be the duty of the Budget and Finance Commit- tee to make an annual report of its doings with the recom- mendations relative to financial matters to be printed with the annual reports of the other town officers.
Article 19. To see if the town will vote to instruct the Moderator, and/or the Selectmen to issue the call for the Discussion Meeting, the Caucus, and the Annual Town Meeting, in the above sequence. The motion "to instruct" shall include: "and instruct the Selectmen to have in the hands of the voters at said Discussion Meeting a mimeo-

graphed copy of the articles to be presented at the Annual Town Meeting," or take any action relative thereto.
Article 20. To see if the town will vote to raise and appropriate a sum of money to make further improvements to Wright Park or take any action relative thereto.
And you are required to serve this warrant by posting attested copies in at least three public places in said town seven days at least before the time of holding said meeting.
Hereof fail not and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of holding meeting as aforesaid.
