REMARKS.
The number of births entered upon record the past year is forty-two, being four in excess of the previous year. Twenty-six female and sixteen male children are embraced in the number recorded. One name is withheld from the foregoing tabulated statement of births in accordance with the requirements of Chapter 444, Section 27 of the Acts of 1897. Twelve births occurred among the Portuguese population.
Parents are becoming aware of the importance of having their children named before the first week in January, consequently they have shown commendable promptness the past year in so doing, as only three ommissions are shown in the list.
Thirty-three marriages were solemnized in town the past year. In only thirteen instances both of the parties marry- ing were residents of Harwich. As the law requires all marriages to be recorded in the town where the rites are performed it will be noticed that nine couples are recorded where neither of the contracting parties were residents of this town. The names of those having power and authority to join the parties in wedlock, and the number of marriage rites performed by each, are given as follows : Rev. Mr. Snow, 9; Rev. Mr. Smith, 9; Rev. Mr. Washburn, 9; Rev. Messrs. Docking, Ford, Phillips and Gammons, one each ; J. H. Paine, Justice of the Peace, 2. The age of the oldest groom given is 68 years ; oldest bride, 54 years ; youngest groom, 19 years ; youngest bride, 18 years.
The number of deaths being forty-eight, falls below that of last year. Out of the total number recorded thirty are males. The age of the oldest male person is 94 years and the oldest female 91 years. Heart disease is the prevailing cause of death.
TOWN RECORDS.
During the past year the Clerk has caused the three volumes containing the records of births, deaths fand mar- riages from 1848 to 1896, bound in a substantial manner by

J. L. Fairbanks & Co., of Boston. All the books of record in the Town Clerk's office are now in good condition as re- gards binding, excepting the first and second volumes. They are in their original covers of sheepskin and it is thought best at present to keep them as they are now, more for objects of curiosity than for books of reference, as correct and substantial copies thereof have been made and are in use by the public for examination, transcription and reference. An index is, however, needed to the copy of the first volume and no doubt the Commissioner of Public Records will order one made at his next tour of inspection at this office. From nearly every state in the Union people are tracing their ancestry to old Harwich and her records are often consulted by them, personally and by letter.

BARNSTABLE SS.
To EITHER OF THE CONSTABLES OF THE TOWN OF HARWICH, IN SAID COUNTY, GREETING :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall, in said Harwich, on Monday, the Seventh day of February next, at nine o'clock in the fore- noon, then and there to act on the following articles :
ARTICLE 1. To choose a Moderator to preside at said meeting.
ARTICLE 2. To determine the rate per cent. to be paid the Tax Collectors for collecting the taxes for the ensuing year, and act fully thereon.
ARTICLE 3. To choose a Town Clerk, a Town Treasurer, three Selectmen, three Assessors of Taxes, three Overseers of the Poor, one School Committee, two Collectors of Taxes, one Road Commissioner, one or more Constables, one or more Auditors, one or more Herring Committee, and all other necessary town officers and committees.
ARTICLE 4. Shall licenses be granted for the sale of intoxicating liquors ? Vote yes or no.
ARTICLE 5. To see it the Town will vote to revoke the acceptance of Sections 74, 75, 76 and 77 of Chap. 27 of the Public Statutes, whereby the present system of Road Com- missioners was established, and abolish the same.
ARTICLE 6. To see if the Town will vote to choose one or more Surveyors of Highways.

ARTICLE 7. To hear the reports of the several town officers and committees, and act fully thereon.
ARTICLE 8. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriations for the same.
ARTICLE 9. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money in anticipation of taxes, and act fully thereon.
ARTICLE 10. To see if the Town will raise and appro- priate $1000, or any part thereof, to pay the balance on the note given by the town in 1894, and held by the Cape Cod Five Cents Savings Bank.
ARTICLE 11. To see if the Town will vote to appoint a committee to consider the purchase of the Exchange Build- ing, or to report some plan to provide some permanent place for future town meetings, and make their report at the next annual town meeting.
ARTICLE 12. To see if the Town will accept the list of Jurors as prepared by the Selectmen.
ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars for the Suppression of Crime.
ARTICLE 14. To see if the Town will raise and appropri- ate the sum of $25, to be paid Emulous A. Cahoon for his services in stoning up and filling the Herring River where it passes through his homestead. (By Emulous A. Cahoon and 16 others.)
ARTICLE 15. To see if the Town will vote to purchase a road machine, or roller, one or both, and to raise money and make a sufficient appropriation for the same.
ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of Fifty (50) Dollars to be expended for the observance of Memorial Day under the direction of Frank D. Hammond Post, 141, G. A. R., and act fully thereon. (By request.)
ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars to be ex- pended at the direction of Emulous Small, Agent, in the interest of the public health and preservation of the shell fisheries of said pond, and a harbor of refuge for yachts and fishing boats, and to act fully thereon. ARTICLE 18. To see if the town will vote to sell the old school-building at Harwich Port and to take the necessary steps for transferring the same.
ARTICLE 19. To see if the Town will vote to raise and appropriate One Hundred Dollars to help build a front fence to the North Harwich Cemetery.
ARTICLE 20). To see if the Town will vote to harden the road leading from the Dennis line, by Frank Tripp's cottage, to the East shore road ; to raise sufficient money to defray the expenses therefor, and make an appropriation for the same.
ARTICLE 21. To see if the Town will vote to straighten the road in Harwich Port leading from the Main road near the dwelling of Albert Bartlett, to the road near the dwelling of Ezekiel Nickerson, so as to meet the road leading by said Nickerson's dwelling to the north, and raise money and make an appropriation for the same.
ARTICLE 22. To see if the Town will vote to contract with the State for the construction of a State Highway, or leave the same for the State to contract in case a mile of road is allotted to this town.
ARTICLE 23. To see if the Town will vote to appropriate the dog tax for the benefit of the Broadbrook's Free Libra- ry, and act fully thereon. (By request. )
And you are directed to serve this Warrant by posting up attested copies thereof, one at each post office in said town, fourteen days at least before the time for holding said meeting. The polls will open at nine o'clock A. M. and may close at 1 o'clock P. M. Hereof, fail not, and make due returns of this Warrant, with your doings there- on, to the Town Clerk, at the time and place of meeting aforesaid.
