WYCHMERE HARBOR.


It has been generally understood that further improve- ment would be made to complete the work commenced at Wychmere harbor in the year 1899, by the Mass. Land and Harbor Commission. Owing to the changing conditions such work has been deferred, with the assurance that further improvement will be made in the near future, when its practical nature can be determined. During the heavy southerly gale, the breach made in the Stone Jetty, at its

junction with the beach, was fully reported to the engineer department, and they can be expected to attend to this matter when the proper season arrives.

In aiding the work of State Highway construction, com- menced in our town by the Massachusetts Highway Com- mission, during the year of 1899. It was voted at the Annual Town Meeting, held Feb. 5, 1900, to raise the sum of one thousand dollars, and the same under conditions was made available in the hands of the Selectmen for the purpose of State Highway construction.


To this amount the sum of $1,000 was added by the generous offer of one of our most esteemed summer resi- dents, Mr. Caleb Chase, who has always manifested a great interest in all matters pertaining to the welfare and improve- ment of his native town. With this amount added the sum of $2,000 was in hand for highway construction. A hearing was obtained before the Hon. Highway Commission, and after due deliberation said commission allotted the sum of $2,800 for the construction of macadam road in Harwich, and it was agreed upon by the Board of Selectmen, that the sum placed at their discretion, should in addition to the amount allotted by the Commission, be used for macadam highway construction in our town.


By direction of said Commission a layout was made, beginning at the east end of the Iron Bridge, Herring river, extending in an easterly direction, and ending at a point near the residence of the late Albert Snow, near Sisson's

corner so called. Under the vote of the town the right of contract was waived, and Wm. F. Crapo's bid for construc- tion was accepted by the Commission. When the work was nearing a successful completion, the Commission voted an extension, and about 700 feet in length was added to Mr. Crapo's contract, which carried the work to an end, near the residence of Capt. Joshua Doane, a distance of about 5,400 feet from the Iron Bridge.


At a special Town Meeting held July 24, 1900, it was voted to raise the sum of $2,000, to be used for additional highway construction, if conditions would warrant the same.


Under date of Aug. 25, 1900, arrangements were made whereby one mile of State highway was allotted to Harwich by the Highway Commission, the Selectmen agreeing to add the money placed at their disposal. in payments as the work progressed. The first amount of work, under last allotment, was a layout of 2,400 feet of construction, J. Fletcher Doane of Chatham, contracting for the same. Since this work has commenced, an extension has been granted to present layout, that will carry the work well along towards the end of the mile agreed upon by the Commission. To date, there has been laid out in length of macadam road, commencing at the Dennis line, about 2 1-2 miles, a part of which now is in process of construction.


When said work is done the cost to the town has been as follows :


First allotment-From Dennis Line to Iron Bridge, a distance of about 3,600 feet. Expense paid in full from State appropriation under an allotment of $3,800.


Second allotment-From Iron Bridge to residence of Joshua Doane, was paid on account of town, $2,000; on third allotment of one mile-when completed-will be paid $2,000, making the sum total expended on part of town,

$4,000. Amount contributed, $1,000; making a net cost to town of $3,000.


An article has been incorporated in the warrant drawn for the annual town meeting to be held Feb. 4th, 1901, to see what action the town will take about further highway con- struction during the coming season. It is reasonable to ex- pect that the work the Commission has already begun in view of making a continuous line from Hyannis to Chatham, and possibly beyond, under the present system will, at some time, be completed.


The question of this road system being continued depends upon yearly legislation, and, in dealing with this highway matter, observation shows that the most assistance is given in highway construction by the Commission to towns that are inclined to help themselves.
