REPORT OF MACADAM ROAD CONSTRUCTION FOR THE YEAR 1902.


The town of Harwich at its annual meeting on February 4, 1902, voted : That the Town Treasurer be authorized, with the approval of the Selectmen, to borrow the sum of $10,000, or such part thereof as shall to the Selectmen seem advisable, to be used by them in making a deal with the State Highway Commissioners to extend the State Highway from Harwichport to, or near, the Chatham line; and the balance thereof to be used by the Selectmen in macadamizing

the road leading from Harwichport to Harwich depot, after a sufficient part of the said balance is used in macadamizing 500 feet of the road at Pleasant Lake, between the house lots of John H. Atkins and the late Eben Eldredge.


Agreeable to the above vote the Selectmen conferred with the State Highway Commissioners and made the following agreement :


The State Highway Commissioners agreed, on their part, to complete the State Highway from Harwichport to the Chatham line, building two miles during the year of 1902, and to complete the remainder of said macadam road to Chatham line during the year of 1903. And they further agreed to furnish, free of cost to the town of Harwich, an engineer to have charge of all macadam roads that should be built in said town during the years of 1902 and 1903. Also to furnish, free of cost to the town, (except for transpor- tation) a steam roller to be used in the construction of the macadam roads at Harwich Center and Pleasant Lake, and to survey the road from Harwichport to Chatham line, and the roads at Harwich Center and Pleasant Lake ; provided the town of Harwich would contribute the sum of $3600.


The Selectmen having agreed to the above propositions from the State Highway Commissioners, invited proposals for the construction of the Pleasant Lake and Harwich Center roads. Several bids were received, and as the bids of Uriel D. Phillips, Charles H. Taylor and David A. Eldredge were the lowest, the contract for constructing the above roads was awarded to them. After completing the 500 feet of inacadam road at Pleasant Lake, and construct- ing the macadam road from Harwich depot to the residence of Chester Snow, it was found that the amount of money appropriated at the annual town meeting had been exhausted. The selectmen, desiring to obtain the wish of the town in

relation to continuing the road to its present terminus, called a special town meeting, for the purpose of the town's making an additional appropriation to complete said road. The meeting, after listening to the report of the selectmen, voted an additional sum of $800, making the total cost of the Pleasant Lake and Harwich Center macadam roads $7,377 24.

MASSACHUSETTS STATE HIGHWAY CONSTRUCTION


FROM HARWICHPORT TO CHATHAM. Allotment, $3,600 00.


In relation to the construction of macadam road by the State at Harwichport, the State Highway Commissioners have failed to comply with the agreement as made to the Selectmen, having built less than one mile of road during the year of 1902.


The Selectmen have therefore only paid to the State the sum of $1,800, reserving the balance of the $3,600 to be paid at the completion of the road to the Chatham line, which has again been assured will be done during the year 1903.


Summary of macadam road construction of the present year under the provisions of the vote adopted in the annual town meeting of Feb. 3 and 4, 1902, is as follows :

During the year Slaughter House licenses have been issued to the following named persons living in Harwich Centre : Fred W. & Watson B. Baker, Everett L. Ellis, Nathan B. Walker.


For the killing of horses, etc., under provisions of chapter 124, Acts of 1901, licenses were granted to the following named persons : Freeman W. Cahoon, Harwich Centre ; George W. Ellis, Harwich Centre; Nathan B. Walker, Harwich Centre; Albert G. Parker, North Harwich.


Appointment was made of John A. Baker to serve as Inspector of Animals and Provisions under the usual conditions.
