Under existing conditions, the schools are in as good working shape as one may expect. The increasing numbers of Portuguese children attending the schools furnish complex problems, some of which should be solved very soon. For an example, the schools of Harwich Centre and Pleasant Lake are crowded, and the school-rooms at these places will soon be too Nniall to accommodate the pupils. Again, there are some reasons, in no wise connected with race or color, why Portuguese children should have a preliminary training by themselves. On entering school, many of them cannot use the English lan- guage. Such being so, the other children lose part of the teacher's care and attention that otherwise and on the grounds of equality, belongs to them. The school committee, therefore, suggests that the time is ripe to maintain a school building a little north of the Harwich depot at a point about equally dis- tant from the large Portuguese settlements where the Portuguese children may be taught until they are able to enter a grade above the primary. The school committee has caused to be inserted into the town warrant an article to enable our citizens to take action on this matter.

Superintendent's Report.
TO THE SCHOOL COMMITTEE OF HARWICH :
Gentlemen :- Following is my fourth annual report of the condition of your schools.
I call your attention, and the attention of the townspeople, to the table of Statistics printed elsewhere, to be read as a part of this report. It will be interesting to note that while the en- rollment for the year is one less than that of the preceding year, and the percentage of attendance is less by one per cent., the average membership increased by eight, and average attendance by three. The showing is gratifying, when we consider the severe winter of 1903-4, the scarlet fever cases at East Harwich and the Port, the measles at West Harwich, and the infectious disease that appeared amongst the Portuguese pupils, as con- tributing causes for absence. For these reasons the number of half-day absences exceeds last year's by 2315. Had the primary schools been open during the month of January, as was custom- ary until last year, the excess of half-day absences would have been much greater. It seems to be a wise innovation to open the primaries earlier in the fall and give them a month's vaca- tion in midwinter.
I wish the parents could see clearly the necessity of prompt and continuous attendance at school. Not only does a lax and shiftless attention to the details of school work result from per- sistent tardiness and frequent absence, but a vicious habit of un- concern for the well-doing of any task is engrafted upon the character to paralyze the efforts of the child throughout all his life. It is the habit of being prompt that counts. And the very
