The Park Commissioners do not consider it advisable to make improvement in the park by making any radical changes, and it is a matter of doubt if any practical work could be done that is desirable and would serve to add much to the natural beauty of that part of the park which was so carefully considered and improved by members of the Brooks family many years ago.

Report of Brooks Library Trustees


At the Annual Meeting on February 8, 1910, the town voted to accept as a gift from the Brooks Library Associa- tion the real estate known as the Brooks Block Property, and including books, statuary, and all other personal prop- erty therein belonging to the said association, to be held and supported as a free public library under the provisions of the Statutes of the Commonwealth in this behalf made and provided. At the same meeting the town elected three li- brary trustees, as follows: Messrs. Asa L. Jones for three years. Theo. B. Baker, two years, and Charles H. Ham- mond, one year. Pursuant to this vote and · election, on April 7, 1910, the Brooks Library Association transferred through its chairman, A. L. Weekes, Esq., to the duly elected trustees for the town, in the presence of the board of selectmen and a number of citizens, the property as here- tofore described. An investigation of its condition by the trustees showed the property to be as described to the town at the time of its acceptance of the gift. Careful super- vision has been given to necessary repairs, and, barring the fact that the roof is in urgent need of shingling, the build- ing is in good condition. Reasonable economy on the part of the town in the care of its public property would suggest the necessity of an appropriation at the coming Annual Meeting to remedy this defect.

Thanks are due to those who have shown their interest in the library by the presentation of books and magazines. An effort has been made to secure not only readable and proper books of fiction, but to place upon the shelves such books as are, and will be, of use in our schools, and the trustees are pleased to report that pupils are availing them- selves of this privilege. That the benefits of this library may accrue to every person in this town, to whom they be- long by right, there should be established a system of effi- cient rural delivery, and the trustees respectfully recom- mend that such appropriation be made as will provide for this necessity.

REPORT OF THE TRUSTEES OF THE CALEB CHASE FUND, SO-CALLED.


In accordance with the votes passed at the annual town meeting held in February, 1910, your trustees secured from the town the $10,000.00 known as the Chase Fund. and afterwards, on March 28, 1910, loaned the money back to the town, taking the town's note therefor with interest at 4% per annum, payable semi-annually. Upon this note there has been interest paid amounting to $200, which your trustees turned over to the. Overseers of the Poor, taking their receipt therefor. The remaining interest comes due in February next.

Town Meeting Warrant, 1911


BARNSTABLE, SS.


To either of the Constables of the Town of Harwich, in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall, Harwich, in said town, on Monday, February 6, 1911, at 9 o'clock in the forenoon, then and there to act on the following articles :


Article 1. To choose a Moderator.


Article 2. To determine the rate per cent. to be paid the Tax Collector for the ensuing year, and act fully thereon.


Article 3. To choose on one ballot the following Town Officers and Committees for the term of one year : Town Clerk and Treasurer, three Selectmen, Overseers of the Poor, and Board of Health, one Assessor for three years, three Herring Committee, two Auditors, three Constables, one Tax Collector for the term of one year, one School Committee for the term of three years, one Road Commissioner for the term of three years, one Park Commissioner for the term of three years, one Trustee for Brooks Library for the term of three years. Shall licenses be granted for the sale of intoxicating liquors ? Vote Yes or No.


Article 4. To choose all other necessary Town Officers and Committees, and act fully thereon.


Article 5. To hear the report of all Town Officers and Committees for the year 1910, and act fully thereon.

Article 6. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money in anticipation of taxes for the ensuing year, and act fully thereon.


Article 7. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.


Article 8. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs, Oysters and Scallops within the town limits, as provided in Chapter 91, Section 85, and acts in amendment thereto, of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as they deem expedient, and act fully thereon.


Article 9. To see if the town will vote to repair or build the lower bridge on Herring River and appropriate a sum of money for the same, and determine in what manner the said money shall be raised for the same.


Article 10. To see if the town will vote to raise and appropriate the sum of five hundred dollars for the im- provement of Wychmere Harbor, at Harwichport, provided the State will furnish and use five thousand dollars for that purpose.


Article 11. To see if the town will vote to accept as a gift all avenues and private ways that were laid out and controlled by the stockholders of the Ocean Grove Associa- tion at Harwichport, Mass., (plan of avenues and private ways on record at Barnstable), providing the stockholders of said Association will give the town a deed of the same, and act fully thereon.

Article 12. To see if the town will vote to empower, authorize and direct the School Committee to provide trans- portation for certain pupils residing in the town, attending the Harwich High School, and to raise and appropriate a sufficient sum of money therefor, and act fully thereon.


Article 13. To know if the town will vote to raise and appropriate the sum of one hundred dollars for the purpose of building in part a fence around the Old Burying Ground, near the East Harwich Methodist Meeting House, in East Harwich, and act fully thereon.


Article 14. To see if the town will vote to raise and appropriate the sum of one hundred and fifty dollars to build a piece of stone and iron fence at North Harwich Cemetery.


Article 15. To see if the town will vote to raise and appropriate a sufficient sum of money to harden and improve with oil, four miles of road in said town, designated as fol- lows: One mile of the Brewster road, so-called, beginning at the terminus of the macadam construction on said road, at or near the residence of Nathan B. Walker, and thence continuing north; also, one mile of the main road running through the village of East Harwich, beginning at a point on said road at a point known as Nathan Nickerson's cor- ner, thence continuing southerly through said village; also one mile of road through the village of North Harwich, beginning at the location of N. Y., N. H. & H. R. R. Com- pany, near the North Harwich Station, and thence con- tinuing northerly over said road, through said village to the Four Corners, so-called, and thence easterly over said road, over the Herring Brook, toward Harwich Center; also, one mile of road, beginning at the junction of the

macadam construction in Harwich Center, near the Congre- gational Church Parsonage, and the road leading by the Harwich Almshouse, to West Harwich, thence southerly and westerly over said road, and to determine in what manner the money shall be raised and the payment thereof met, and to act fully thereon.


Article 16. To see if the town will vote to construct a road laid out by the Road Commissioners, beginning near the residence of the late Braddock G. Phillips, to connect with another road near the shore.


Article 17. To see if the town will vote to accept and allow the lay-out of the road in South Harwich opposite the residence of George Doane, southerly and southeasterly to land belonging to Wm. P. Neil, as appears by plan and records on file in the Town Clerk's office of said Harwich, and to make an appropriation therefor, and act fully thereon.


Article 18. To see if the town will vote to appropriate the sum of one thousand dollars to be used in connection with a like sum contributed by subscription, to erect a Soldiers' and Sailors' Monument to the memory of the Har- wich soldiers and sailors of the great Civil War of 1861-65, and act fully thereon.


Article 19. To see if the town will vote to sell grants in Herring River for shell-fisheries, and said grantees to improve grants each year, and act fully thereon.


Article 20. To see if the town will instruct the Select- men to so arrange the warrant for the annual town meeting for 1912 that the town's business, or that portion relating to Report of Town Officers, at least, shall be acted on before election of officers.

Article 21. To see if the town will vote to instruct the Board of Assessors for the year 1911, to insert in the next annual Town Report the names of all persons and amounts wholly and partially exempt from taxation.
