Record of Annual Town Meeting February 5, 1912.
Article 1. Number of votes cast 162-103 for John H. Paine. 59 for Ralph W. Doane; John H. Paine declared elected and being duly sworn, took charge of the meeting.
Article 2. Motion Samuel Small to pay tax collector 1 1/2 %, voted by rising vote, 74 to 22.
Article 3. Motion Charles R. Clark voted to accept and adopt without debate or criticism.
Article 4. Motion W. Sears Nickerson, "That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of taxes of the present year, to an amount not exceeding in the aggregate $15,000 and to issue a note or notes therefor payable within one year; any debt or debts incurred under this vote to be paid from the taxes of the present year." Voted.
Article 5. On motion voted that chair appoint Com- mittee, one from each P. O. District, Selectmen, School Com- mittee and one Road Commissioner.
Motion Clenric H. Cahoon voted Committee be instructed to report after noon hour and that further action on this article be deferred until that time.
Article 6. Motion John H. Drum accepted and adopted.
Article 7. Motion John P. Nickerson accepted and adopted.

Article 8. Motion Arthur F. Cahoon, "That the Town authorize the School Committee to establish a Department of Agriculture aided and approved by the State as provided by law, Acts 1911, and that the sum of $1,500 be raised and appropriated by the Town for said purpose." Voted.
Article 9. Motion. J. P. Nickerson laid on table.
Article 10. Motion A. L. Weeks, "That the sum of $3,500 be raised and appropriated to harden and improve with oil the main road running through the village of East Harwich, beginning at a point on said road known as Nathan Nickerson's corner, thence continuing southerly through said village to the East Harwich church and that the Town Treasurer be authorized, with the approval of the Selectmen, to borrow said sum of $3,500, and to pay such indebtedness in seven equal annual payments of $500 each and to issue the Town notes in conformity therewith according to the laws made and provided for in Chapter 27 of the revised laws of Massachusetts and acts and amendments thereto." Amendment by W. J. Nickerson, that first payment be from tax levy of. 1912.

Article 11. Motion Clenric H. Cahoon, "That the Town build the Brewster-Harwich road by the layer oil and sand method and that the Selectmen be authorized and directed to construct same under the supervision of the Massachusetts Highway Commission, that the Town further raise and ap- propriate the sum of $3,000 for the aforesaid purpose and that the Town Treasurer be authorized and instructed, with

the approval of the Selectmen, to borrow said amount and to issue the notes of the Town therefor, one payable from taxes of 1912 for $500, one for year 1913, one for year 1914. one for 1915, one for 1916 and one for 1917 each for $500 and all of the foregoing upon the condition that the Massa- chusetts Highway Commission will donate the sum of $1,000 or more to be used in conjunction with the amount raised by the Town and all for the purpose aforesaid." Voted by rising vote 201 to nothing.

Article 21 .- Motion James C. Baker article be accepted and adopted. Amendment by Clenric H. Cahoon "and that the Treasurer, with the approval of the Selectmen be author- ized to borrow said sum of $2,000 and to issue the town notes therefor for the amount of $500 each, the first paid from taxes of 1912, second taxes 1913, third taxes 1914, and fourth taxes 1915, each note for the sum of $500."

zens of Harwich for the purpose of planting and cultivation of quahaugs in the waters and flats of Pleasant Bay, subject to the following restrictions and regulations : That all grants shall begin at a point at the lowest ebb tide and shall not extend into a depth of water above three feet.
That said grants shall not be made for a term exceed- ing five years; that individual grants shall not include more than one-half acre; that no grants shall be made of one-half of the shore, flats and waters of said bay, and that any and all grants shall be made in conformity with the statute law in this behalf made and provided and particularly under the Acts of 1909, chapter 469, sections 1 to 9 inclusive."' Voted by rising vote, 71 to 0.
