Report of Annual Town Meeting, Monday, Feb. 2, 1914.


Article 1. On motion W. Sears Nickerson, one ballot was cast by A. P. Goss for John H. Paine as Moderator, and he was declared elected and duly sworn.


Article 2. Voted to pay Tax Collector 2%.


Article 3. The following tellers were duly sworn; Emu- lous E. Hall, Willis B. Chase, Anthony E. Crowell, Uriel D. Phillips, Thomas S. Taylor, Nathan N. Bearse, Valner H. Bas- sett. The ballot box was duly examined and found empty and put in charge of Nathan N. Bearse, and voting com- menced at 8:50 a. m.


Motion W. Sears Nickerson, voted that when meeting adjourned it do so until 9 o'clock Tuesday, Feb. 3.


The polls were closed at 2:30 p. m., and the check lists, ballot-box register and the ballots cast were found to agree; the total number of votes was 376.

Article 6. Motion Thomas H. Nickerson, that the Town Treasurer, with the approval of the Selectmen, be and here- by is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1914, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Voted unanimously.


Article 7. Motion Clenrice H. Cahoon, Committee as follows: School Committee, Selectmen, Supt. Schools, Town Treasurer : Harwich Centre, Alphonse L. Weeks; Pleasant Lake, Joseph N. Atkins; North Harwich, Joseph H. Barstow ; West Harwich, Gustavus V. Crowell; Harwichport, Clarkson P. Bearse; South Harwich, George W. Nickerson; East Har- wich, Charles R. Clark; to meet after dinner and report at opening of afternoon session.


Article 8. Motion Elisha H. Bearse left to Selectmen.


Article 9. Motion Clenrice H. Cahoon unanimous vote to sell at auction.


Sold by Thomas H. Nickerson to Willis B. Chase, West Harwich at $1,275 per year for five years subject to condi- tions. C. H. Cahoon's motion That the Herring River Alewive Fishery in Harwich be sold by public auction at this time to the highest bidder by Thomas H. Nickerson for a term of 5 years under the same terms and conditions as

the same was previously sold to Samuel Small in Town meet- ing of February, 1909, with the additional conditions that the Herring Committee, acting jointly with the Fish and Game Commissioners of Massachusetts, shall establish ap- proved fishways on the said brook wherever in their discre- tion the same may be required in order to accommodate the interest of the owners of cranberry bogs thereon; also that a bond from the prospective lesees shall be required to insure. the safe performance of all the covenants in a lease to be- executed, said bond to be satisfactory to the Selectmen of Harwich, they to execute the lease in behalf of the Town.


Article 10. Motion Alphonse L. Weekes, that Article 10 be accepted and adopted and the road be hardened, as. recommended in the committee's report, and the sum of $2,300 be appropriated for the same, and that the Town Treasurer, with the approval of the Selectmen, be authorized to issue the town's notes for said sum of $2,300, payable in six annual payments, the first payment to be made in 1914.


Amendment by Joseph N. Atkins, road be built from Snow Inn to the State macadam road. Lost.


Amendment by Charles R. Clark, to appropriate $1,800, payable in five annual payments, first in 1914, to build road full length, provided $500 is contributed by private subscrip- tion. Voted by two-thirds vote.


Article 11. Motion Samuel Small, article be accepted and adopted and a committee of one familiar with the need of the roads in Ocean Grove be appointed by the Chair to have the supervision and act in conjunction with the Road Commissioner. Voted by two-thirds vote.

Article 12. Motion Ebenezer Weekes, accepted and adopted and $200 be appropriated. Vote unanimous.


Article 13. Motion Clenric H. Cahoon, indefinitely postponed.


Article 14. Motion J. Burleigh Atkins, that the town raise and appropriate the sum of $400 to top coat with oil that section of the macadam road on the Brewster road, so called, beginning at or near the residence of P. H. Cahoon in Pleasant Lake and thence extending north to a point at beginning of oil road near residence of J. B. Atkins.


Amendment by W. P. Hammersly, oiled entire length and $1,400 appropriated, was lost. Vote on J. B. Atkins' motion unanimous.


Article 15. Motion J. N. Atkins, that the town raise and appropriate the sum of $800 to harden with oil the road beginning at the Bank building in Harwich Centre to the Shell road, said sum to be paid in two annual payments of $400 each, and that the Town Treasurer be authorized, with the approval of the Selectmen, to issue the town's notes therefor, the first to become payable in one year, and the second to become payable in two years. Voted by two-thirds vote.


Article 16. Motion Clarkson P. Bearse, article be ac- cepted and adopted and that $250 be appropriated to estab- lish and construct a town landing at Wychmere Harbor, as recommended by committee and under the direction of the Selectmen. Voted two-thirds vote.


Article 17. Motion by Charles T. Chase, that the sum of $3,500 be raised and appropriated to harden with oil the

road beginning at the parsonage corner in Harwich Centre and extending to Sisson's Corner, said sum to be paid in five equal annual instalments beginning with the current year, the road to be suitably graded, hardened and rolled and the oil to be put on not less than 15 feet wide and not less than two gallons to the square yard, by the layer method, the construction to be under the supervision of the Road Commissioners and the Selectmen. Voted by two- thirds vote.


Article 18. Motion W. Sears Nickerson that $500 be raised and appropriated to harden with oil the road called for in this article provided $150 be raised by private citizens. Voted by over two-thirds vote.


Article 19. Motion W. Sears Nickerson that the sum of $1,500 be raised and appropriated to complete with oil the road in East Harwich from Nathan Nickerson Corner to M. E. Church, said sum to be paid in three annual consecu- tive installments of $500 each. beginning with. the current year. Voted unanimously.


Article 20. Motion Charles R. Clark be left in hands of Selectmen and Town stand the expense. Voted two-thirds vote.


Article 21. Motion Charles R. Clark accepted and adopted.


Article 22. Motion W. Sears Nickerson accepted and adopted.


Article 23. Motion W. S. Nickerson to accept and adopt. Lost. Motion Alphonso L. Weeks to adjourn. Voice vote doubted and adjourned by rising vote.

After Article 19 a resolution offered by Ralph W. Doane was adopted.


Resolved that our Selectmen be instructed to place in the Town warrant for 1915 all articles pertaining to improve- ments on oil or macadam roads so that said articles shall come before any article for a new road, also that they be placed in order of date of construction.

Town Meeting Warrant, 1915


BARNSTABLE SS.


To either of the Constables of the Town of Harwich, in said County,


GREETING :-


In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at EXCHANGE HALL, in said town, on Monday, February 1, 1915, at 8.30 o'clock in the forenoon, then and there to act on the following articles :-


Article 1. To choose a Moderator to act in said meet- ing.


Article 2. To determine the rate of per cent. to be paid the Tax Collector for the collection of the warrant of 1915.


Article 3. To choose on one ballot the following Town Officers and Committees: Town Clerk and Treasurer for one year; one Selectman and Overseer of Poor for three years; three Herring Committee for one year; two Auditors. for one year; three Constables for one year; one Tax Col- lector for one year; one Assessor for three years; two members of the School Committee, one for three years, one for two years; one Road Commissioner for three years; one Trustee of Brooks Library for three years; one Park Com- missioner for three years. Shall Licenses be granted for the sale of intoxicating liquors ? Vote Yes or No.

Article 4. To choose all other necessary Town Officers and Committees.


Article 5. To hear the report of all Town Officers and Committees for the year 1914, and act fully thereon.


Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Article 7. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.


Article 8. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops within town limits, as provided in Chapter 91, Section 85, and Acts in amendment thereto, of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as they may deem expedient. and act fully thereon.


Article 9. To see if the Town will vote to increase the salary of the Town Treasurer to $300, and act fully thereon.


Article 10. To see if the Town will vote to raise and appropriate a sufficient sum of money to move the town lock-up from its present location to the Exchange Building.


Article 11. To see if the Town will vote to pass the following By-Law or Ordinance, and authorize the Selectmen to take proper steps to make the same of legal effect as

required by Statute: "No person shall be allowed to sell or peddle any goods, wares or merchandise, on any thorough- fare or sidewalk adjacent to any public park within the limits of the town during any public or private celebration held in or upon any such park."
