Report of Annual Town Meeting Monday, Feb. 1, 1915.
Article 1. On motion voted that Alton P. Goss cast one ballot for Charles E. Hamer as Moderator and he was elected and being duly sworn took charge of the meeting.
Article 2. Voted to pay Tax Collector 11/2%.
Article 3. The following tellers were duly sworn: Chester T. Baker, Arthur Z. Nickerson, Thomas W. Ken- drick, S. A. Hayward, W. A. Eldredge and Herbert M. Crosby. Ballot box examined and found empty and put in charge of Chester T. Baker and voting commenced at 9 o'clock a. m.
Motion Thomas H. Nickerson voted that when meeting adjourned it do so until 9 o'clock Tuesday morning.
The polls were closed at 2.30 p. m. and the check lists, ballot box count and the ballots cast were found to agree and the total number of votes cast was found to be three hundred and forty-two.
The following is the result as announced by the Town Clerk at 5.30 p. m .:

GREETING :-
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at EXCHANGE HALL, in said town, on Monday, February 7, 1916, at 8.30 o'clock in the forenoon, then and there to act on the following articles :-
Article 1. To choose a Moderator to act in said meet- ing.
Article 2. To determine the rate of per cent. to be paid the Tax Collector for the collection of the warrant of 1916.
Article 3. To choose on one ballot the following Town Officers and Committees :- Town Clerk and Treasurer for one year; one Selectman and Overseer of Poor for three years ; three Herring Committee for one year; two Auditors for one year ; three Constables for one year; one Tax Collec- tor for one year; one Assessor for three years; one School Committee for three years ; one Road Commissioner for three years ; one Trustee of Brooks Library for three years; one Park Commissioner for three years. Shall Licenses be

granted for the sale of intoxicating liquors? Vote Yes or No.
Article 4. To choose all other necessary Town Officers and Committees.
Article 5. To hear the report of all Town Officers and Committees for the year 1915, and act fully thereon.
Article 6. To see if the Town will vote to authorize the Treasurer. with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Article 7. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.
Article 8. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs, and scallops within town limits as pro- vided in Chapter 91, Section 85, and Acts in amendment thereto of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as they may deem expedient, and act fully thereon.
Article 9. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to purchase a new piano for use in Exchange Hall, and act fully thereon. By request.
Article 10. To see if the Town will vote to accept the provisions of Chapter 128, of the General Acts of 1915, en-

titled "An act relative to the planting and cultivating of clams and quahaugs in the County of Barnstable," and act fully thereon.
Article 11. To see if the Town will vote to harden and improve with oil the road beginning in Harwich Center, at the termination of the oil road near the residence of William F. Crapo, thence extending easterly about one and one-third miles to the macadam road near the M. E. Church at South Harwich; and to determine in what manner the money shall be raised and payment thereof met, and act fully thereon.
Article 12. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden with oil or other suitable material one-half mile of the "Nathan Under- wood Road" so called, beginning at the "Nathan Under- wood corner," Harwich Centre, and extending southerly to the cross road near the residence of Jasper Small; and also one-half mile of said road beginning at a point opposite F. A. Small's store, Harwich Port, and extending northerly to a point opposite Mt. Pleasant Cemetery; and to determine in what manner the money shall be raised and the payments thereof met, and act fully thereon.
Article 13. To see if the Town will vote to raise and appropriate a sufficient sum of money to top coat with oil one mile of the Brewster macadam road, so called, beginning at the Exchange building in Harwich Centre, thence extend- ing north to the house of Nathan B. Walker, and to deter- mine after what manner said sum shall be raised and the payments thereof met.

Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden and improve with oil the road in South Harwich beginning at Abial Tay- lor's corner, so called, at the State highway, thence extend- ing northerly about one-half mile to the South Harwich rail- road station, and to determine how said sum shall be raised and the payments thereof met.
Article 15. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden and improve with oil the road beginning at the Shell Road, so called, to the Chatham line near the residence of the late C. C. Eldredge.
Article 16. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300) to harden with oil the road commencing at the residence of the late Baxter Kelley's and continuing south a distance of about eight hundred feet, and act fully thereon.
Article 17. To see if the Town will vote to raise and appropriate Seventy-five dollars ($75) to remove the trees and brush from the road commencing near the residence of the late Baxter Kelley's and continuing easterly to the bridge at Allen's Harbor.
Article 18. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden and improve with oil the road commencing at the State macadam road near the house of Caleb R. Kelley, extending southwest toward Herring River lower bridge. to connect with the oil road near the residence of the late Baxter D. Kelley, a dis-

tance of 3,250 feet, and determine in what manner the money shall be raised and the payment thereof met, and to act fully thereon.
Article 19. To see if the Town will vote to abolish Road Commissioners, and to act fully thereon.
Article 20. To see if the Town will vote to elect seven Road Surveyors, one for each School district, and act fully thereon.
Article 21. To see if the Town will vote to pay twenty- five cents per hour for horse, and twenty-five cents per hour for man. for labor on roads.
Article 22. To see if the Town will vote to authorize and direct the Board of Selectmen to draw orders for all labor on roads, after the bills for said labor have been ap- proved by the Road Commissioners, payable to the Town Clerk and Treasurer, he to disburse to the various laborers, receiving their receipt therefor, except in those cases of the Road Commissioner's personal services and disbursements, and also where he presents a written order from certain laborers.
Article 23. To see if the Town will vote to build one mile of oil road commencing at or near the residence of the late Caleb K. Allen, continuing toward the West Harwich lower bridge, so called, and determine in what way the pay- ment thereof shall be made.
Article 24. To see if the Town will vote to raise and appropriate a sum of money to harden or otherwise improve

and repair, with clay, or other suitable material, the road in that part of said Harwich, called East Harwich, beginning at the East Harwich Cemetery and thence extending north- westerly to the residence of Ephraim Eldredge, a distance of about one mile and one-half; and to determine in what man- ner the money shall be raised and the payment thereof met, and to act fully thereon.
Article 25. To see if the Town will vote to authorize the cutting down and removal of the public silver-leaf shade tree standing in the highway abreast of the residence of Harry H. Murphy in Harwich Centre. Said article is drawn in conformity with the provisions of Chapter 145, Section 3, of the Acts of 1915.
Article 26. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for the purpose of purchasing two spraying equipments similar to the one already owned by the town, and act fully thereon. By request.
