Report of Annual Town Meeting Monday, February 3, 1919.
Article 1. On motion voted that Alton P. Goss cast one ballot for Charles E. Hamer for Moderator and he was declared elected and duly sworn.
Article 2. On motion, voted to pay collector 2 per cent. Article 3. The following Tellers were duly sworn : Herbert R. Cahoon, Bernard J. Kelley, Laban Snow.
The ballot box being duly examined and found empty was put in charge of Constable Laban Snow and voting commenced at 9 o'clock.
On motion of Alton P. Goss voted that when this meet- ing adjourned it do so to 9 o'clock Tuesday A. M.
The polls were closed at 9 o'clock P. M. and the check lists, ballot box count and the ballots cast were found to agree and the total number of votes was 393. Counting closed at 4 P. M. and the result announced by the Town Clerk was as follows :

Nick- erson, "That the Town Treasurer, with the approval of the Selectmen, be, and hereby is, authorized to borrow money, from time to time, in anticipation of the revenue of the financial year beginning January 1, 1919, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year."
Article 9. Motion Thomas H. Nickerson, "I move that the sum of three hundred dollars ($300) be raised and appro- priated for the purpose of appropriately observing the home coming of the Harwich boys who have served in the United States service in the great world war, for the erection of a suitable memorial or other proper observance, and that a committee of ten be appointed by the Moderator to arrange and carry out all the details incident to this plan. Voted, and committee as follows : Selectmen; South Harwich, Darius Weekes; Harwich Centre, Arthur F. Cahoon; East Harwich, A. Elmer Crowell; Pleasant Lake, J. B. Atkins ; West Harwich, John T. Wood; North Harwich, H. N. Crosby ; Harwichport, W. Sears Nickerson.
Article 10. Left to Park Commissioners.
Article 11. Motion Charles H. Hammond, voted $200 to maintain four lights at Harwich Centre.
Article 12. Motion W. P. Barnes, voted be sold for five years ; expenses first four years paid by buyer. Motion C. R. Clark, each family privileged to purchase one barrel at $1.00. None for peddling. Thomas H. Nickerson, auctioneer. Sold to C. E. Wilbur for $1,900 per year. Payment due

Article 20. Motion Henry M. Small, that the Town appropriate the sum of $2,000 to be expended in new con- struction, with oil, as far as possible on the road in Harwich Centre beginning near the residence of William F. Crapo and extending East towards South Harwich, to be paid for in payments of Five Hundred Dollars per year and that the Treasurer be authorized, with the approval of the Selectmen, to issue the Town's note or notes therefor. The first to be paid out of taxes of the year 1919, the second, of the year 1920, the third, of the year 1921, and the fourth, of the year 1922. Voted unanimous.

Town Meeting Warrant, 1920
Barnstable, ss.
To either of the Constables of the Town of Harwich, in said County,
Greeting :-
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall, in said town, on Monday, February 2, 1920, at 8.30 o'clock in the forenoon, then and there to act on the following articles :-
Article 1. To choose a Moderator to act in said meet- ing.
Article 2. To determine the rate per cent to be paid the Tax Collector for the collection of the warrant of 1920.
Article 3. To choose on one ballot the following Town Officers and Committees :- Town Clerk and Treasurer for one year. One Selectman and Overseer of the Poor for three years. Three Herring Committee for one year. One Tax Collector for one year. Two Auditors for one year. Three Constables for one year. One Assessor for three years. One School Committee for three years. One Road Commissioner for three years. One Trustee of Brooks Library for three years. One Park Commissioner for three years.
Article 4. To choose all other necessary Town Officers and Committees.

Article 5. To hear the report of all Town Officers and Committees for the year 1919, and act fully thereon.
Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year, and act fully thereon.
Article 7. To see if the Town will vote to raise and ap- propriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.
Article 8. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops within the town limits, as provided in Chapter 91, Section 85, and acts in amendments thereto of the Revised Laws of Massachusetts and to make any regulations in regard to such fisheries as they may deem expedient, and act fully thereon.
Article 9. To see if the Town will vote to raise and ap- propriate a sum of money for and to elect a Director for the Cape Cod Farm Bureau as authorized by Sections 1 and 5, Chapter 273, Acts of Massachusetts Legislature of 1918.
