Report of Annual Town Meeting, February 2, 1920.
Article 1. On motion voted that Alton P. Goss cast one ballot for Charles E. Hamer for Moderator and he was de- clared elected and duly sworn.
Article 2. On motion of Alton P. Goss, voted to pay Tax Collector 21/2%.
Article 3. The following Tellers were appointed and duly sworn: Archilaus H. Matson, Ethan I. Bearse, Ernest I. Bassett, Maurice C. Eldredge, E. Harold Ellis, and Con- stable Laban Snow at the ballot box.
The ballot box being duly examined and found empty and voting commenced at 9 o'clock.
On motion of Alton P. Goss, voted that when this meet- ing adjourn it do so to 9 o'clock Tuesday.
The polls closed at 2 o'clock P. M. and the check lists, ballot box count and the ballots cast were found to agree and the total number was 344. Counting closed at 4 P. M. and the result, as announced by the Moderator, was as fol- lows :

Article 12. Motion Clenric H. Cahoon that the Town favors the landing to be laid out as article states. Voted.
Article 13. Motion W. S. Nickerson appropriate $500. Amdt. F. H. Nickerson make amount $1000. Gideon H. Freeman subscription $100. Samuel Small offered $10. Voted $500 if private subscription is $500.

Paine, that the Town raise and appropriate the sum of One Thousand dollars to build, with oil, Parallel St. in Harwich Centre, beginning at the Hotel Winslow and extending westerly toward the residence of Fred Chase as far as said sum of money will allow ; the same to be paid in two equal annual payments of $500 each and that the Treasurer, with the approval of the Selectmen, be authorized to issue the Town notes therefor, the first to be paid from tax levy of the current year, the second 1921.
Article 19. Motion J. H. Paine, that the Town appro- priate the sum of $2000 to be expended in new construc- tion, with oil, as far as possible on the road, beginning near the residence of Mrs. Emily F. Allen, in Harwichport, and extending westerly toward the Herring River lower bridge in West Harwich, to be paid for in payments of $500 year, and that the Treasurer be authorized, with the approval of the Selectmen, to issue the Town's note, or notes, therefor, the first to be paid out of the taxes of 1920, the second of the year 1921, the third of the year 1922 and the fourth of 1923.

To either of the Constables of the Town of Harwich, in said County,
Greeting :-
In the name of the Commonwealth of Massachusetts you are hereby directed to notify theinhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall, in said town, on Monday, February 7, 1921, at 8.30 o'clock in the forenoon, to act on the following articles :--
Article 1. To choose a Moderator to act in said meet- ing.
Artcile 2. To determine the rate per cent. to be paid the Tax Collector for the collection of the warrant of 1921.
Article 3. To choose on one ballot the following Town Officers and Committees :- Town Clerk and Treasurer for one year ; one Selectman and Overseer of the Poor for three years ; three Herring Committee' for one year; one Tax Col- lector for one year; two Auditors for one year; three Con- stables for one year; one Assessor for three years; one School Committee for three years; one Road Commissioner for three years; two Trustees Brooks Library for three years ; one Park Commissioner for three years.
Article 4. To choose all other necessary town officers and committees.

Article 5. To hear the report of all town officers and committees for the year 1920, and act fully thereon.
Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year, and act fully thereon.
Article 7. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.
Article 8. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops within the town limits, as provided in Chapter 91, Section 85, and Acts in amendments thereto, of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as may be deemed expedient, and act fully thereon.
Article 9. To see if the Town will vote to raise and appropriate a sum of money for, and to elect a Director for, the Cape Cod Farm Bureau as authorized by Sections 1 and 5, Chapter 273, Acts of the Massachusetts Legislature of 1918.
Article 10. To see if the Town will vote to appoint a committee, which committee shall report at some future town meeting, to consider'the matter of consolidation of schools, including a school building and equipment, and a location for the same, make an appropriation therefor, and act fully thereon.
Article 11. To see if the Town will authorize the Se- lectmen to appoint an Inspector of Wires for the Town of Harwich, and appropriate a sum of money to defray the ex- penses of the inspector.

Article 12. To see if the Town will vote to establish ~a Board of Trustees of cemetery lots, elect or appoint mem- bers thereof, and act fully thereon.
Article 13. Tho see if the Town will vote to accept the Town Landing at Herring River, West Harwich, as laid out by the Selectmen, and act fully thereon.
Article. 14. To see if the Town will vote to accept the road near Allen's Harbor, leading west from land of Kate M. Schweitering, as laid out by the Selectmen, and act fully thereon.
Artcile 15. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect a suitable memorial in memory of the men of Harwich, who served in wars in defense of their country, and act fully thereon.
Article 16. To see if the Town will vote to raise and appropriate a sufficient sum of money to shingle, paint, and make other repairs, to the Exchange Building, and act fully thereon.
Article 17. To see if the Town will vote to raise and appropriate a sufficient sum of money to repair the toilets in the dressing rooms of Exchange Hall and put the same in a usuable condition.
Article 18. To see if the Town will vote to raise and appropriate a sum of money sufficient to install electric lights in Exchange Hall, and act fully thereon.
·Article 19. To see if the Town will vote to raise and appropriate a sufficient sum of money to maintain electric street lights on the avenues of Ocean Grove, Harwich Point, and act fully thereon.
Article 20. To see if the Town will vote to raise and appropriate a sufficient sum of money to oil the macadam road in West Harwich, known as the Depot Road, from the

Dennis line to the Main street, near the West Harwich church, and act fully thereon.
Article 21. To see if the Town will re-appropriate the $2000 for the road leading from near Mrs. Emily Allen's house towards the West Harwich lower bridge, to be raised and appropriated under the same conditions as last year and expended as per that understanding.
Article 22. To see if the Town will vote to repair and top-coat with oil the oil road beginning near the Harwich Depot and extending toward North Harwich as far as the residence of the late Henry Phillips, and appropriate a suf- ficient sum of money therefor.
Article 23. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden with cinders the Robert Kelley Road, so called, leading from the Belmont Road to the road leading from the church to the Belmont, and act fully thereon.
Article 24. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden and im- prove with cinders, or other suitable material, the road in South Harwich beginning at the State road near the resi- dence of the late Josiah Eldredge, and extending about one- half a mile, as far as the residence of Mr. Winslow B. Sawyer, near the Bay Shore, and act fully thereon.
Article 25. To see if the Town will vote to re-appro- priate the sum of Five Hundred Dollars ($500) unexpended in 1920, for use on the South Harwich oil road, and act fully thereon.
Article 26. To see if the Town will vote to appro- priate a sufficient sum of money to harden and improve the road in South Harwich leading from the residence of. Annie W. Julien to the beach, and act fully thereon.

Article 27. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars to maintain electric lights on Parallel street, Harwich Centre.
Article 28. To see if the Town will vote to raise and appropriate a sufficient sum of money to maintain electric street lights on Bank street, and act fully thereon.
Article 29. To see if the Town will vote to raise and appropriate a sufficient sum of money to top-coat with oil the road in Harwich Centre leading from the Bank corner to the residence of the late William F. Crapo, and act fully thereon.
Article 30. To see if the Town will vote to raise and appropriate a sufficient sum of money to top-coat with oil the road in Harwich Port leading from near residence of Clarkson P. Bearse to Snow Inn, and act fully thereon.
Article 31. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars to repair with oil the part of the shell road, so called, beginning at the bottom of Renie's Hill, thence easterly to the oil road, an approximate distance of one thousand feet, and act fully thereon.
Article 32. To see what action the Town will vote to take with reference to establishing wages for town em- ployees, and act fully thereon.
And you are directed to serve this Warrant by posting attested copies thereof, one in each posto ffice in said town, seven days at least before the time of holding said meeting.
The polls will be opened at 9 o'clock a. m., on Monday, February 7th, 1921, and may be closed at 2 o'clock p. m.
Hereof, fail not, and make due returns of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
