Report of Annual Town Meeting, February 7, 1921


Article 1. On motion voted that Alton P. Goss cast one ballot for John H. Paine for Moderator and he was declared elected and duly sworn.


Article 2. Motion Alton P. Goss voted pay Col- lector 21/2 % .


Article .3. Following tellers appointed: Barna- bas L. Taylor, Geo. W. Banspach, Cleon S. Crowell, Winslow B. Sawyer, Caleb Chase and Clarkson P. Bearse at ballot box.


The ballot box being duly examined and found empty and voting began at 9 o'clock, Miss Alexcena Berry being first voter.


On motion T. H. Nickerson when this meeting ad- journ it do so at 9 o'clock Tuesday morning. Voted.


The polls closed at 2:15 P. M. and the check lists, ballot box count and the ballots were found to agree' and the total number of votes cast was 523. Counting closed at 5 P. M. and the following result was an- nounced by Town Clerk: 384 Men, 139 Women.

Article 6. Motion Thomas H. Nickerson, "That the Treasurer, with the approval of the Selectmen, be, and hereby is, authorized to borrow money, from time to time, in anticipation of the revenue of the financial year beginning January 1, 1921, and to issue a note, or notes, therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year."


Article 7. Motion J. B. Atkins that a Committee be appointed, consisting of the Selectmen, School Com- mittee, Chairman Road Commissioners, Treasurer, Supt. Schools and one from each post office district as follows: H. C., J. K. Robbins; H. P., A. H. Matson; S. H., E. H. Sawyer; E. H., C. R. Clark; P. L., J. N. Atkins; W. H., William P. Barnes; N. H., A. P. Hall, to bring in appropriations for town expenses for the ensuing year. Moderator instructed this Committee to meet, during the noon hour and report at beginning of afternoon session. Article 7 laid on table.

Atkins make repairs including painting. Motion J. K. Robbins $3,000, $500 a year, not a vote. Motion J. K. Robbins to shingle at $1,000. Motion E. W. Eldredge make amount $1,500. Voted. Motion B. Cleveland Bassett put out on con- tract and specification and given to lowest bidder.


Article 17. Thomas H. Nickerson gave estimate $600 to $650. Walter Emery advised pressure tank system for the four toilets. E. W. Eldredge asked guarantee of $700 and Mr. Emery gave it and voted to raise and appropriate $700.


Article 18. T. H. Nickerson gave estimates $2,150. Motion Charles T. Chase. Voted indefinitely postponed.


Article 19. Indefinitely postponed on motion E. W. Eldredge.


Article 20. Charles E. Hamer of Road Commit- tee said the scope of the committee was too limited and on motion of Charles H. Hammond voted to add to the power of the committee to cover all road con- struction and repairs called for by all road articles. Motion Walter Emery voted $1,000 for the article.

Article 21. Motion Geo. M. Bush repair with cinders and appropriate $1,000. Motion Barnes voted to make amount $1,500 as far as it will go.

Hammond gave long account of the schools at Orleans and remarks by J. N. Atkins, Arthur F. Cahoon, J. B. Atkins, F. D. Underwood, E. H. Doane, Mrs. Helen Kurtz, C. E. Hamer, Supt. Williams, J. K. Robbins, Mrs. Mary Syl- via. Mr. Doane's motion was lost. Motion J. K. Rob- bins $25,000 for schools. Voted.


Mr. James S. Smyser asked for reconsideration of Article 15, relating to the Soldiers' Memorial, stating his reason that the woman war workers should be in- cluded in the memorial and suggested that some pub- lic improvement such as a road, hall or something of that sort in honor of the service men and women in place of a monument or tablet in the Park. Motion lost.

To either of the Constables of the Town of Harwich, in said County,


Greeting :-


In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall in said town, on Mon- day, February 6, 1922, at 8:30 o'clock in the forenoon to act on the following articles :-


Article 1. To choose a Moderator to act in said meet- ing.


Article 2. To determine the rate per cent to be paid the Tax Collector for the collection of the warrant of 1922.


Article 3. To choose on one ballot the following Town Officers and Committees :- Town Clerk and Treas- urer for one year; one Selectman and Overseer of the Poor for three years; three Herring Committee for one year; one Tax Collector for one year; two Auditors for one year; three Constables for one year; one Assessor for three years; one School Committee for three years ; one Road Commissioner for three years; one Trustee Brooks Library for three years; one Park Commissioner

Article 4. To choose all other necessary Town Of- ficers and Committees.
