85 CEMETERY TRUST FUNDS


In 1902 the first Cemetery Trust Fund of $200 for the Mary Janes lot was accepted, the Town voting to pay 2% interest on same which was done until 1923.


In 1904 the Town voted to accept Cemetery Trust Funds and pay 4% interest which was done until 1923 with exception of the Mary Janes lot which was con- tinued at 2% .


All Cemetery Trust Funds were deposited in one lump sum in the Cape Cod Five Cent Savings Bank until April, 1923, when the Town Treasurer withdrew them and re-invested them in same Institution, taking out a separate Bank Book for each Fund.


The unexpended interest due each lot was computed, the Selectmen drew an order for $77.65 to balance in- terest withdrawn but not expended, and that with un- expended interest in Savings Bank was apportioned to the different Lots in such amounts as were due them. Some lots having a considerable amount unexpended, while others had none.


Beginning with May 1, 1923 it is the purpose of the Town to allow each Cemetery Trust Fund to stand by itself. The interest on each fund to be paid out yearly or allowed to accrue for future use as may be judged best. From this date, May 1, 1923 the 4% arrangement will be discontinued to conform with present laws in re- gard to trust funds, and each fund will benefit to exact amount of revenue from investment-neither more nor less.

TOWN PUMP TRUST FUND


A clause in the will of Benjamin D. Eldredge reads : "To the Town of Harwich the sum of Two Hundred Dollars, the income thereof to be used to keep in repair the pump located at the corner of Market and Main Streets in Harwich Center in order that said pump may continue to furnish water for man and beast in the years to come as it has in the years past."


In acordance with the above the Executors paid to the Town Treasurer the sum of $200, who has invested the amount by depositing it in the Cape Cod Five Cent Savings Bank, Book No. 20466, on April 4, 1923 as a Town Trust Fund for purpose stated.

Article 5. To see if the Town will vote to author- ize the Treasurer with the approval of the Selectmen to borrow money in anticipation of the revenue of the cur- rent financial year, and act fully thereon.


Voted that the Town Treasurer with the approval of the Selectmen be, and hereby is, authorized to bor- row money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1923, and to issue a note or notes therefor payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 6. To see if the Town will vote to raise and appropriate such sums of money as may be neces- sary to defray town expenses for the ensuing year, and act fully thereon.


On motion of Clarkson P. Bearse that a committee be appointed to prepare an estimate of appropriations it was so voted. Committee: Selectmen, Town Treas- urer, Road Commissioners, Chairman Road Commit- tee, School Committee, Supt. Schools, Clenric H. Ca- hoon, Clarkson P. Bearse, Henry T. Cobb, George W. Banspach, James M. Moody, Chas. D. Holmes, Darius Weeks.


Article 7. Voted that Selectmen be instructed to control, regulate and prohibit the taking of eels, clams,

quahaugs, and scallops and make such regulations as may be deemed expedient.


Article 8. To hear the report of the Committee appointed to procure a Soldier's Memorial.


Committee reported that they had made investi- gation as to form and location suitable for Memorial. Center Church having voted to allow Memorial to be placed on Church lawn it was voted that the vote passed by previous town meeting in regard to location, be re- scinded and that Memorial be erected on Center Church lawn. Yes, 49. No, 3.


Article 9. To hear the report of the Committee on the possibility of establishing a Town Forest.


Committe report not favorable and it was voted to indefinitely postpone.


Article 10. To hear the report of the Committee appointed to get estimates on electric light wiring for the Exchange.


Committee reported and it was voted that $1,500.00 be appropriated for wiring and that a committee of three be appointed to superintend the work, to serve without pay. Clenric H. Cahoon, Arthur F. Cahoon, John F. Wood, appointed.


Article 11. Voted that $1,000 be appropriated to paint Exchange Building.


Article 12. Voted that an Inspector of Wiring be appointed at a salary of $50.00.

Article 13. To see if the Town will vote to ex- empt from taxation for five years any new manufac- turing business that will come to Harwich. (By re- quest.) Indefinitely postponed.


Article 14. To see if the Town will vote to ma- cadamize or harden the road leading from the Baptist church, West Harwich, to the Hotel Belmont, and act fully thereon.


Voted to appropriate $350.00, amount to be taken from General Appropriation for roads.


Article 15. To see if the Town will accept the road as laid out by the Selectmen known as Dodd Lane, leading from the south county road to the shore.


Indefinitely postponed.


Article 16. To see if the Town will vote to raise and appropriate sufficient sum of money for electric lights on Main street, West Harwich, and act fully thereon.


Voted $300.00; any unexpended balance to go to general appropriation for street lights.


Article 17. Appropriated $1,000.00 for painting school houses and for installation of septic tank at Harwich Port school house.


Article 18. Appropriated $300.00 for electric street lights from Oak street to the "Eagle", so called.

Article 23. Voted to appropriate $300.00 to re- pair, rebuild or reconstruct the road from Exchange Building to Railroad Bridge at Harwich Depot.


Article 24. Voted to appropriate $6,000.00 for this road project from Main Street, Harwich Port, via Bank Street to Brewster line, provided the State will make a similar appropriation.

Article 44. Shall the Town petition for the in- stallation of an accounting system by the Common- wealth? (This question is submitted under the pro- visions of Chapter 516, Acts of 1922.)


This question was placed on the ballot where it rightfully belonged, by the Town Clerk, and decided in the affirmative by a vote of 180 yes to 88 no.


After some discussion it was voted to delay for- warding petition for one year.


Article 45. Voted to appoint a committee to in- vestigate condition of schools, school buildings and school accommodations. Committee: Superintendent Schools, School Committee, John H. Paine, Fred L.
