TOWN MEETING WARRANT, 1928
Barnstable, S. S.
To either of the Constables of the Town of Harwich,
GREETINGS :-
In the name of the Commonwealth of Massa- chusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet at the Exchange Hall in said town, on Monday, February 6, 1928 at 9:00 o'clock A. M., then and there to act on the fol- lowing articles :-
Article 1. To choose a Moderator to act at said meeting.
Article 2. To choose on one ballot the fol- lowing Town Officers and Committees :- Town Clerk and Treasurer for one year; one Selectman and Overseer of Public Welfare for three years; one Assessor for three years; three Herring Committee for one year; one School Committee for three years; three Constables for one year ; one Trustee of Brooks Library for three years; one Park Commissioner for three years.
Article 3. To choose all other necessary town officers and committees.
Article 4. To hear the report of all town offi- cers and committees.

Article 5. To see if the town will vote to au- thorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year, and act fully thereon.
Article 6. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray, town expenses for the ensuing year, and act fully thereon.
Article 7. To see if the town will vote to in- struct its selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops, within the town limits as provided in Chapter 91, Section 85, and acts and amendments thereto, of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as may be deemed expedient, and act fully thereon.
Article 8. To see if the town will vote to au- thorize the selectmen to sell the oil wagon; this wagon is out of date now, and is not being used.
Article 9. To see if the town will vote to au- thorize the selectmen to apply Ten Thousand Dollars ($10,000.00) of the surplus in the Town Treasury towards reducing the tax levy the year 1928, and take any action in relation thereto, and act fully thereon.
Article 10. To see what action the town will take in regard to the unexpended appropriations of 1927 and previous years still standing on the books.
Article 11. To see if the town will vote to appoint a committee to investigate the advisability of establishing a town forest. Said committee to report at the next regular town meeting.

Article 12. To see if the town will vote to raise and appropriate a sum of $300.00 for a forest patrol. Said sum to be expended at the discretion of the Selectmen.
Article 13. To see if the town will vote to raise and appropriate a sum not to exceed five hun- dred dollars ($500.00) to be paid to the Cape Cod Hospital for the establishment and maintenance of a free bed in the Hospital for the care and treat- ment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment, in accordance with Section 74, of Chapter 3, of the General Laws, or take any action in relation thereto, and act fully thereon.
Article 14. To see if the town will vote to maintain 3 electric street lights on Bay View road, Harwich Port, location of said lights to be decided by the Selectmen, and act fully thereon.
Article 15. To see if the town will vote to maintain electric lights on Belmont road, West Har- wich, beginning at the State highway and extending southerly six lights, and act fully thereon.
Article 16. To see if the town will vote to maintain electric street lights on Sisson road, so- called, beginning at the schoolhouse corner, and ex- tending west to the State highway, and to raise and appropriate a sufficient sum of money to defray the cost of same.
Article 17. To see if the town will vote to maintain electric street lights on Pleasant street, Harwich Port, beginning at Cross street and extend- ing 4 lights east to Bank street and 5 lights west to Forest street, and act fully thereon.

Article 18. To see if the town will vote to maintain electric street lights on Pilgrim Road, Har- wich Port, appropriate a sufficient sum of money therefor, and act fully thereon.
Article 19. To see if the town will vote to accept the road known as Woodlawn road, Harwich Port, as laid out, beginning at Bank street, south, and extending easterly to Bay View road, make an appropriation therefor, and act fully thereon.
Article 20. To see if the town will vote to instruct the Selectmen to lay out a road beginning at the northerly end of the approach to the over- head Railroad Bridge, thence northwesterly to a junction with Kelley Lane, near the residence of Manuel Roderick, and appropriate the sum of three hundred dollars ($300.00) therefor.
Article 21. To see if the town will vote to place an electric light on top of the tower of Ex- change Building and make an appropriation there- for, and act fully thereon.
Article 22. To see if the town will vote to raise and appropriate the sum of six thousand dol- lars ($6,000) to come under Chapter 90 of the General Laws, whereby the State contributes twelve thousand dollars, the County six thousand dollars, and the town $6,000 to improve and reconstruct the Lower County road, beginning at the State Highway, Harwich Port, and extending westerly toward Her- ring River, and act fully thereon.
Article 23. To see if the town will vote to raise and appropriate $7,400 to come under the provision of Chapter 81, Section 26, of the Acts of 1922, to secure an equal allotment from the State, and act fully thereon.

Article 24. To see if the town will vote to raise and appropriate the sum of $300 to finish Gorham road with cinders from where left off last year.
Article 25. To see if the town will vote to maintain 4 electric street lights on Oak street, be- tween the residence of Clenric H. Cahoon, and that of Jacob Phillips, and raise and appropriate a suffi- cient sum of money for the same.
Article 26. To see if the town will vote to raise and appropriate a sufficient sum of money to light by electricity Depot road in West Harwich beginning at the State highway and extending to the Dennis line, and act fully thereon.
Article 27. To see if the town will vote to let the use of Exchange Hall, in Harwich, for the use of any local Veterans organization for any Veterans activities, at half the price usually charged for the same, and that said Veterans have the use of said hall on Memorial Day and Armistice Day free of charge.
Article 28. To see if the town will vote to raise and appropriate the sum of one hundred dollars ($100) to be expended under the supervi- sion of the American Legion Post, for the marking of all Veterans graves of all wars, and for the proper observance of Memorial and Armistice Days.
Article 29. To see if the town will vote to change Ayer Lane road, from Flake Yard road to the beach, from twenty-five feet to six feet wide, for a distance of about ninety feet; said road now ends at bluff with a drop of about twenty feet and is dangerous to automobile traffic.

Article 30. To see if the town will vote to pay the School Committee a salary of one hundred and fifty dollars ($150.) per year.
Article 31. To see if the town will vote to raise and appropriate a sum of money not exceeding one thousand dollars ($1,000) under the provision of sub. Section 21 of Section 1, of Chapter 371, of the Acts of 1921, and any and all amendments there- of and addition thereto, for the employing of a Nurse through the Harwich Visiting Nurse Association, Inc.
Article 32. To see if the town will vote to repair the sidewalks on Main street, Harwich Centre, beginning at Bank street and continuing westerly, with crushed stone, and appropriate $300. for the same. The same to be under the supervision of the Supt. of Streets.
Article 33. To see if the town will vote to maintain an electric light over the street, on Ex- change corner, and appropriate a sufficient sum of money for the same.
Article 34. To see if the town will vote to raise and appropriate the sum of $125.00 for the purpose of settlement with Benjamin H. Ellis for injuries, damage and services, caused by an acci- dent which occurred on South County road near Allen's Harbor Bridge, and act fully thereon.
Article 35. To see if the town will vote to authorize the Selectmen to procure a suitable num- ber of kerosene lamps, or lights, and have the same installed in the Exchange Hall or building, to be available in case of any emergency when the electric lights are out of commission, and to make an appro- priation to meet the expense therefor.
