ANNUAL TOWN MEETING WARRANT


FEBRUARY 4, 1929


To either of the Constables of the Town of Harwich,


GREETINGS :-


In the name of the Commonwealth of Massa- chusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and Town affairs to meet in the Exchange Hall, in said town, on Monday, February 4, 1929 at nine o'clock a. m. there and then to act on the fol- lowing articles :-


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To elect on one ballot the following town officers and committees :- Town Clerk and Town Treasurer for one year; one Selectman and Overseer of Public Welfare for three years; one Assessor for three years; three Herring Committee for one year; one School Committee for three years; three Constables for one year ; one Trustee of Brooks Library for three years; one Park Commissioner for three years.


Article 3. To choose all other necessary Town Officers and Committees.


Article 4. To hear the report of all Town Offi- cers and Committees.

Article 5. To see if the Town will vote to au- thorize the Town Treasurer with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year and act fully thereon.


Article 6. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year and act thereon.


Article 7. To see if the Town will vote to in- struct its Selectmen to control, regulate and prohibit the taking of eels,, clams, quahaugs and scallops with in the town limits, as provided in Chapter 91, section 85, and acts and amendments thereto of the revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as may be deemed ex- pedient and act fully thereon.


Article 8. To see if the Town will vote to raise and appropriate a sum not to exceed five hundred ($500.00) to be paid to the Cape Cod Hospital for the establishment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treat- ment, in accordance with section 74, of Chapter 3 of the General Laws, or take any action in relation thereto and act fully thereon.


Article 9. To see if the Town will vote to appoint a Town Director for the Cape Cod extension service.

Article 10. To see if the Town will vote to au- thorize the Boards that have during the year 1928

appointed one of its members to another town office or position to continue this practice to May 1, 1929, as authorized by Chapter 371 of the Acts of 1928.


Article 11. To see if the Town will vote to appoint a Budget Committee-this committee to consist of three members. The duty of this com- mittee is to confer with the Selectmen, School Com- mittee and other Town Officers in connection with the ordinary expenses of the Town. To consider each article in the annual warrant and to make their recommendations. This committees report to be printed in the annual town report. By request.


Article 12. To see if the Town will vote to maintain street lights on Sisson road beginning at the corner of Forest St., and continuing west to the corner of South Street. To raise and appropriate a sufficient sum of money to defray the expense of same.


Article 13. To see if the Town will vote to maintain (4) four street lights on Gorham Road- beginning at Bank Street and extending east, and make an appropriation for the same.


Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money to maintain (2) two electric street lights on Mansion Street, and four (4) electric street lights on Smith Street, West Harwich and act fully thereon.


Article 15. To see if the Town will vote to install and maintain two (2) electric street lights on Willow Street, beginning at Belmont Ave., and ex- tending westerly. Poles are already in position and to make an appropriation therefor.

Article 16. To see if the Town will vote to erect and maintain (6) six street lights on Bank Street, Harwich Port, from the State Highway south and make an appropriation therefor and act fully thereon.


Article 17. To see if the Town will vote to maintain four (4) electric street lights on Doan Road Harwich Port, to make an appropriation therefor and act fully thereon.


Article 18. To see what action the Town will take in relation to the leasing or disposal of the Herring fishery in said Town and act fully theron.


Article 10. To see if the Town will vote to make a Town ordinance whereby no special town meeting can be held without a quorum of (200) voters present and act fully thereon.


Article 20. To see if the Town will vote to discontinue the town dump in Harwich Center, lo- cated west of Pleasant Lake Ave., and near the premises of the late Zebina Ellis.


Article 21. To see if the Town will vote to accept the road known as Kelley Lane, beginning near the residence of James Roderick and extending to the stone bound near the brook as laid out or relocated by the Selectmen, and make an appro- priation of a sufficient amount to cover the cost of the expense of this work and land damage and act fully thereon.
