ANNUAL TOWN MEETING WARRANT FEBRUARY 2, 1931


Barnstable, ss.


To either of the Constables of the Town of Harwich in said County


GREETINGS :-


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of said Town qualified to vote in Elections and Town affairs to Meet in Exchange Hall in said Town on Monday, Feb. 2nd., 1931, at Nine O'clock A. M., then and there to act on the following Articles :---


Article 1. To choose a Moderator to Act at said Meeting.


Article 2. To choose on one ballot the following Town Officers and Committees. Town Clerk, Town Treas- urer for one year; one Selectman, Overseer of Public Wel- fare and Board of Health, for three years; one Assessor for three years; three Herring Committee for one year; one School Committee for three years; three Constables for one year; one Trustee of Brooks Library, for three years; one Park Commissioner for three years.


Article 3. To choose all other necessary Town Offi- cers and Committees.


Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the currant financial year, and act fully thereon.


Article 5. To hear the report of all Town Officers and Committees for the year 1930.

Article 6. To see if the town will vote to raise and appropriate such sumas of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.


Article 7. To see if the Town will vote to Instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scollops within the Town limits as provided in Chap. 91, Section 85 and acts and amend- ments thereto of the revised laws of Massachusetts and to make any regulations in regard to such fisheries, as may be deemed expedient, and act fully thereon.


Article 8. To see if the Town will accept or re- ject as a Herring Brook the present outlet of Seamore Pond known as the Canal.


Article 9. To see if the Town will vote to reimburse the sum of $166.81 dollars to Joseph B. Atkins, Cyrenia B. Clark and Alice M. Cahoon, expended for the new addition to the so called Canal Bridge.


Article 10. To see if the town will vote to raise and appropriate the sum of $500. to harden with bituminous concrete (hot mix) the sidewalk at Harwichport, from Bank Street to Snow Inn road on the South side of the street and act fully thereon.


Article 11. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred ($500.) to be paid to the Cape Cod Hospital for the establishment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment in accordance with Section 74, of Chapter 111 of the General Laws, or take any action in relation thereto, and act full thereon.


Article 12. To see if the Town will vote to raise and appropriate the sum of Twenty-five hundred dollars to be used under the direction of the Selectmen for the promotion

of public recreation and amusement in the form of Base- ball in accordance with legislative acts of 1930, Chapter 12, Section 1.


Article 13. To see if the Town will vote to appro- priate a sum, not to exceed $3,000. with which to purchase land for a Town Landing at Wychmere Harbor.


Article 14. To see if the town will vote to raise and appropriate the sum of Forty-one Dollars to place street names on both sides of street signs and act fully thereon.


Article 15. To see if the Town will vote to raise and appropriate the sum of Two hundred dollars for the Dredg- ing of the enterance of Wychmere Harbor.


Article 16. To see if the Town will vote to raise and appropriate Three hundred Dollars for the purpose of pur- chasing a Snow Plow for Town use.


Article 17. To see if the Town will vote to transfer the Surplus War Bonus Account, standing on the Books, to the amount of $1081. 45 to some appropriation for which it can be used.


Article 18. To see if the Town will vote to recind the vote of the year of 1928 whereby it was voted $60. for land damage on new State road at South Harwich. $100. land damage B. F. Bee road Harwichport. $300. for Forest Patrol. $75. for Milk Inspector and $300. in year of 1929 for Kelley Lane Road Harwich, these amounts to be applied either to some appropriation for the year of 1931 or revert back to the Town Treasury.


Article 19. To see if the Town will vote to accept sections one, three, six and seven, and sections eleven to sixteen inclusive, of Chapter 142 G. L. and all amendments and additions thereto, said act being relative to the Super- vision of plumbing.


Article 20. To see if the Town will vote to raise and appropriate the sum of ($20.00) twenty dollars to furnish electricity for the beacon light on top of the Exchange building, and act fully thereon.

Article 21. To see if the Town will vote to raise and appropriate the sum of ($2,000.00) two thousand dollars for the collection and disposal of the garbage and refuse in the congested sections of the town of Harwich during June, July, August and September and act fully thereon.


Article 22. To see if the Town will vote to raise and appropriate a sum of money not to exceed ($1,000.00) one thousand dollars under the provisions of sub section 21 of Section 1 of Chapter 371 of the Acts of 1921 and any and all amendments thereof and additions thereto for the em- ploying of a nurse through the Harwich Visiting Nurse Association, Inc.


Article 23. To see if the Town will vote to construct a bituminous concrete sidewalk on the west side of Bank street, in Harwichport, between Main street and Miles street, raise and appropriate a sufficient sum of money therefor and act fully thereon.


Article 24. To see if the Town will appropriate the sum of ($600.00) Six Hundred Dollars for the purpose of continuing the hardening with Bituminus Concrete, the side walk on the North side of Main street, Harwich Port to the west as far as the appropriation goes and act fully thereon.


Article 25. To see if the Town will vote to instruct the Board of Selectmen to grant a license, or vote an ex- pression of sentiment in favor of said Board of Selectmen granting a license, providing the Dept. of Public Safety of the Commonwealth of Massachusetts approves in writing the entertainment, or picture shows, for which said license is sought, to Carl Myshrall, or the proprietor of the Modern Theatre in Harwichport, to conduct moving pictures, or "talkies" so-called, one or both, on Sundays during a period of the year from June 1st to October 1st, to establish a license fee should the same be proper or legal; and to other- wise act fully thereon, this article contemplating an existing petition in writing already pending before said Board made by said Myshrall.

Article 26. To see if the Town will vote to instruct the Selectmen, to petetion the Legislature, to establish and maintain a Water supply System, and to borrow money therefor, not to exceed Two Hundred Fifty Thousand Dol- lars ($250,000.00) or take any action thereon.


Article 27. To see if the Town will vote to raise and appropriate the sum of Twelve Thousand Dollars ($12,000.) for the re-construction of Sisson road so called, this work to come under Chap. 90 of the General Laws whereby the State appropriates $12,000. the County $6,000., and the Town $12,000., and act fully thereon.


Article 28. To see if the Town will vote to raise and appropriate the sum of $1,200. for the construction of a Side Walk in West Harwich of the same Material as used last year, beginning at the Iron Bridge and going Easterly as far as the money will go.


Article 29. To see if the Town will vote to appro- priate the sum ($300.00) three hundred dollars for the bene- fit of the Harwich Port Library Association.


Article 30. To see if the Town will vote to appro- priate the sum of Three Hundred ($300.00) Dollars for the benefit of the Chase Library, West Harwich.


Article 31. To see if the Town will vote to instruct the Town officials and purchasing agents to buy from citizens of the Town of Harwich all materials and supplies so far as possible.


Article 32. To see if the Town will vote to raise and appropriate the sum of Three Hundred Ninety-two Dollars and six cents for Mosquito Control for the Year of 1930, under Chap. 379, Acts of 1930.


Article 33. To see if the Town will vote to raise and appropriate the sum of thirteen hundred ninety-two dollars and six cents for Mosquito control for the year of 1931 under Chap. 379, Acts of 1930 or any amendment there to.

Article 34. To see if the Town will appropriate a sum of money to establish and maintain Three Electric lights along the south end of Forrest Street.


Article 35. To see if the Town will vote to install and maintain one electric light at the intersection of Ayer Lane and Satucket Road, Ayer Lane.


Article 36. To see if the Town will vote the sum of $41.00 to maintain four electric lights, starting at the corner of Pine Street, across Park Street to Ocean Ave. for twelve months in year.


Article 37. To see if the Town will vote to furnish and maintain electric lighting on the main Highway, begin- ning at a point at or near Post Office square, South Har- wich, and continuing to a point at the intersection of said Highway and the old Highway.


Article 38. To see if the Town will vote to erect and maintain Three Electric Street lights on Oak Street between the residence of Mrs. Small and Jacob Phillips, and raise and appropriate a sufficient sum of money for the same.


Article 39. To see if the Town will vote to erect and maintain Two electric street lights on Orleans road so called between the residences of the late William Crapo and Isaiah Kelley, and raise and appropriate a sufficient sum of money for the same.


Article 40. To see if the Town will vote to raise and appropriate a sufficient sum of money to install and main- tain Street lights on Chase Street, West Harwich.


Article 41. To see if the Town will vote to install and maintain Five Street lights on the Great Western road North Harwich, beginning at Depot road and extending Easterly to the residence of William S. Kennedys, and to raise and appropriate a sufficient sum of Money to defray the expense of the same.

Article 42. To see if the Town will vote to establish and maintain electric Street lights on Freeman Street, be- ginning at the Charles Burgess residence, (formerly Mr. J. Frank Small's Corner) to the residence of Clarkson P. Bearse.


Article 43. To see if the Town will vote to erect and maintain five electric Street lights on Lower County road Harwichport, beginning at the residence of Mrs. E. Allen Bassett and continueing westerly to the present light and to raise and appropriate a sufficient sum of money for the same.
