Article 16. To see if the Town will vote to increase the wage for Town labor to Sixty ($.60) Cents per hour.

Article 17. To see if the Town will vote to raise and appropriate the sum of Fifty ($50.00) Dollars for the feed- ing and propagation of game within the Town limits and that a Committee of three be appointed by the chair to have charge of the work.

Article 18. To see what action the Town will take in regard to the Herring Fisheries for the year 1943.


It was voted to sell the herring privilege at this meet- ing to the highest bidder, with Selectman C. T. Chase as auctioneer. The fisheries were sold to Gershom D. Hall for $111.00


Article 19. To see if the Town will vote to raise and

appropriate the sum of Five Hundred ($500.00) Dollars for the purpose of keeping the beaches clean and for the care and repairs of the raft at the end of Bank Street and the floats at Wychmere Harbor, Harwich Port and at Round Cove, East Harwich and act fully thereon.

Article 20. To see if the Town will vote to reduce the number of elected Constables from three to one.


Indefinitely postponed.


Article 21. To see if the Town will vote to instruct the moderator to appoint a committee of five members to study ways and means of reducing the cost of street- lighting to the town, including the possible elimination of some lights, said committee to report its findings and re- commendations for the action of the next annual Town Meeting and act fully thereon.

Article 22. To see if the Town will vote to raise and appropriate a sum of money not to exceed Nineteen Hun- dred and Thirty-one ($1,931.00) Dollars or any part there- of, for the purpose of reimbursing Harold E. Stanwood for money expended in building a bulk-head and rip-rapping the bank at the end of Quason Lane at Harwich Port, and act fully thereon.

Article 23. To see if the Town will raise and appro- priate the sum of Two Hundred ($200.00) Dollars to lay out and build a Rifle Range in the basement of Exchange Hall for Harwich Co. 55, Mass. State Guard.

Article 24. To see if the Town will authorize the Selectmen to purchase a Sand Bank with land adjacent to same for the construction and maintenance of highways and other purposes for the Town of Harwich, and the sum of

Article 25. To see if the Town will vote to erect and maintain one street light on Main Street, North Harwich, opposite the residence of Mrs. Nellie Raneo Fortes, and act fully thereon.

Article 26. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400.00) Dollars for the purchase of a snow fence, and act fully thereon.

Article 27. To see if the Town will vote to raise and appropriate the sum of Eight Hundred ($800.00) Dollars to remodel and equip an available section of the old High School Building for use as a Cafeteria.

Article 28. To see if the Town will vote to raise and appropriate Three Thousand ($3,000.00) Dollars for operat- ing expenses of the cafeteria mentioned in the previous article, all receipts from the sale of lunches to be returned to the Town.

Article 29. To see if the Town will vote to raise and appropriate a sum of money not to exceed Sixteen Hun- dred ($1600.00) Dollars, under the provisions of sub Sec- tion 21, of Section 1 of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the employment of a nurse through the Harwich Visiting Nurse Association Inc.

Article 30. To see if the Town will vote to raise an.l appropriate a sum not to exceed One Thousand ($1,000.00) Dollars to be paid to the Cape Cod Hospital for the es- tablishment and maintenance of a free bed in the Hospital

Article 31. To see if the Town will vote to raise and appropriate the sum of Two Hundred ($200.00) Dollars to continue the work on Assessors' Maps, begun in 1942, and act fully thereon.

Between the discussion of Art. 7 and 8 Mr. James A. Price presented the following motion: "Resolved; that we, the voters of the town of Harwich, request the Select men to advise and authorize the Treasurer of the town to purshase $5,000.00 worth of War Bonds."


The Moderator entertained the resolution and the vot- ers accepted it unanimously and with strong emotion. It was agreed that $5,000 be taken from available funds -- otherwise from the "Free Cash".

FEBRUARY 7, 1944


THE COMMONWEALTHI OF MASSACHUSETTS


Barnstable, ss.


To either of the Constables of the Town of Harwich, in said County, Greetings :-


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of said Town qualified to vote in Elections and Town Af- fairs, to meet in Exchange Hall in said Town on Monday, February 7, 1944, at 9 A.M., then and there to act on the following articles :-


Polls will be open at 9 A.M. and may close at 4 P.M.


Article 1. To choose on one ballot the following Town Officers and Committees : Town Clerk, Town Treasurer, Collector of Taxes, for one year; one Selectman, Overseer of Public Welfare and Board of Health, for three years ; one Assessor for three years; three Herring Committee for one year ; one School Committee for three years : three Con- stables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years; one Park Commissioner for two years; Moderator for one year ; one Water Commissioner for three years ; Surveyor of High- ways for one year; one Cemetery Commissioner for three years.


Article 2. To choose all other Town Officers and Committees.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1. 1944. and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 4. To hear the report of all Town Officers and Committees for the year 1943.


Article 5. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.


Article 6. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the town limits as provided in Chapter 130. Section 57, as amended by Chapter 329 of the Acts of 1933 and to make any regula- tions in regard to such Fisheries as may be expedient, and act fully thereon.


Article 7. To see if the town will vote to transfer from surplus revenue or available funds a sum not in excess of twenty thousand dollars, ($20,000), for the purpose of re- ducing the 1944 tax rate and act fully thereon.


Article 8. To see if the Town will vote to raise and appropriate a sufficient sum of money to defray the ex- penses of Harwich Ration Board and to act fully thereon.


Article 9. To see if the Town will vote to raise and appropriate a sufficient sum of money for the use of Har- wich Post No. 292 American Legion in the proper obser- vance of Memorial Day and Armistice Day ond other proper patriotic purposes.


Article 10. To see if the Town will raise and appro- priate the sum of three hundred and fifty dollars ($350.00) for the use of 3rd. Company, 1st Battalion: 30th Infantry, Mass. State Guard; of which $150.00 is for the purchase of radio equipment and $200.00 for the purchase of other articles of equipment or supplies not issued by the State Quartermaster, but needed for the proper performance of its duties.


Article 11. To see if the Town will vote to raise and appropriate the sum of one hundred dollars for the pur- pose of maintaining shell fish Wardens at Allen's Harbor, Wychmere Harbor, Herring River and Pleasant Bay, and act fully thereon.

Article 12. To see if the Town will vote to erect and maintain one street light at the junction of Satucket Road and Quason Lane Harwichport, and act fully thereon.


Article 13. To see if the Town will vote to maintain three street lights on East Harwich road, from the present light East to residence of Frank Votapka and raise and appropriate a sufficient sum of money for the same.


Article 14. To see if the town will vote to accept the provisions of Section 69, Chapter 152 of the General Laws, Ter. ed., as amended, providing for the payment of Work- men's Compensation to injured employees of the town.


Article 15. To see if the town will vote to raise and appropriate a sufficient sum of money to continue the side- walk in West Harwich on the North side of the State Highway from the residence of Axel Farham to the drive- way of Orick Hall, and act fully thereon.


Article 16. To see if the Town will vote to raise and appropriate a sum of money, not to exceed $2000.00 to be used in conjunction with other sums hereinafter sought, for the purpose of rip-rapping and filling the property of Charles E. LeBuff on Herring River in West Harwich, pro- viding the County will furnish and provide a like sum; and the State will furnish and provide a sum not exceeding $4000.00, the whole amount raised and furnished to be used for the purpose aforesaid; and to act fully thereon.


Article 17. To see if the Town will vote to accept the lay-out in accordance with a plan on file in the Town Clerk's Office, said lay-out being an extension of Shore Road lead- ing easterly, then Northerly parallel with Gray Neck Road, provided the land within the lay-out can be obtained from the owners without cost.


Artice 18. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300.00) for the purpose of clearing, grading, and hardening with cinders or some other suitable material, Shore Road Exten- sion, so called.


Article 19. To see if the Town will vote to provide steps at the foot of Quason Lane to give access to the beach at that point.

Article 20. To see if the Town will vote to raise and appropriate the sum of fifteen hundred ($1500.00) dollars for Beach erosion to be used with any money that may be contributed by the State and County.


Article 21. To see if the Town will vote to raise and appropriate the sum of four hundred and fifty ($450.00) for the benefit of the Chase Library, West Harwich and act fully thereon.


Article 22. To see if the Town will vote to raise and appropriate the sum of six hundred ($600.00) dollars for the benefit of the Harwichport Library Association.


Article 23. To see if the Town will vote to raise and appropriate the sum of three thousand dollars for the pur- pose of renovating and changing the Town Offices, so they will be more convenient, more modern and up to date, and to act fully thereon.


Article 24. To see if the town will vote to buy fifteen thousand dollars ($15,000) of U. S. Government war bonds, the money to be taken from the surplus.


Article 25. To see if the Town will vote to accept the provisions of Sections 22 to 26 inclusive of Chapter 114 of the General Laws, Ter. ed., and all acts and ammend- ments thereto, pertaining to the powers, duties and author- ity of the Cemetery commissioners, and to act fully thereon.


Article 26. To see if the Town will vote to raise and appropriate the sum of Two thousand ($2000.00) dollars providing the State and County will contribute a like amount for the purpose of building a new Bridge in place of the so called Allen's Harbor Bridge on Lower County Road, and to act fully thereon.


Article 27. To see if the Town will vote to raise and appropriate the sum of two hundred fifty dollars ($250.00) for the purpose of building a substantial raft or float to be located off the Town owned beach at the end of Bank street, Harwichport, and act fully thereon.


Article 28. To see if the Town will vote to raise and appropriate a sum of money not to exceed sixteen hundred ($1600.) dollars, under the provision of sub-section 21 of

Section 1 of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the employ- ment of a nurse through the Harwich Visiting Nurse As- sociation, Inc.


Article 29. To see if the Town will vote to raise and appropriate the sum of seven hundred ($700.00) dollars to continue the work on Assessors Maps begun in 1942 and act fully thereon.
