Article 10. To see if the Town will raise and appro- priate the sum of three hundred and fifty dollars ($350.00) for the use of 3rd. Company, 1st Battalion, 30th Infantry, Mass. State Guard; of which $150.00 is for the purchase of radio equipment and $200.00 for the purchase of other articles of equipment or supplies not issued by the State Quartermaster, but needed for the proper performance of its duties.


For the purchase of other articles of equipment or sup- plies. $200.00 raised and appropriated.


Article 11. To see if the Town will vote to raise and appropriate the sum of one hundred dollars for the pur- pose of maintaining shell fish Wardens at Allen's Harbor, Wychmere Harbor, Herring River and Pleasant Bay, and act fully thereon.


Accepted and adopted. $100.00 raised and appro- priated.


Article 12. To see if the Town will vote to erect and maintain one street light at the junction of Satucket Road and Quason Lane Harwichport, and act fully thereon.


Indefinitely postponed.


Article 13. To see if the Town will vote to maintain three street lights on East Harwich road, from the present light East to residence of Frank Votapka and raise and appropriate a sufficient sum of money for the same.


It was voted to maintain (2) street lights their loca- tion to be determined by the Selectmen, provided the equip- ment necessary to erect them is available. $35.60 raised and appropriated.


Article 14. To see if the town will vote to accept the provisions of Section 69, Chapter 152 of the General Laws, Ter. ed., as amended, providing for the payment of Work- men's Compensation to injured employees of the town.

Article 15. To see if the town will vote to raise and

appropriate a sufficient sum of money to continue the side- walk in West Harwich on the North side of the State Highway from the residence of Axel Farham to the drive- way of Orick Hall, and act fully thereon.


Accepted and adopted. $300.00 raised and appropriated.


Article 16. To see if the Town will vote to raise and appropriate a sum of money, not to exceed $2000.00 to be used in conjunction with other sums hereinafter sought, for the purpose of rip-rapping and filling the property of Charles E. LeBuff on Herring River in West Harwich, pro- viding the County will furnish and provide a like sum; and. the State will furnish and provide a sum not exceeding $4000.00, the whole amount raised and furnished to be used for the purpose aforesaid; and to act fully thereon.


Clenric Cahoon offered this motion :


"That the town raise and appropriate the sum of five hundred dollars, providing Charles E. LeBuff donate a like amount providing the County will raise one thousand dol- lars and the State two thousand dollars, the entire sum to be used in riprapping and filling the homestead of said LeBuff, on Herring River, West Harwich."


This motion was seconded after some interesting de- bate a rising vote was taken resulting in favor of motion, 40; opposed 34.


$500.00 raised and appropriated.


Article 17. To see if the Town will vote to accept the lay-out in accordance with a plan on file in the Town Clerk's Office, said lay-out being an extension of Shore Road lead- ing easterly, then Northerly parallel with Gray Neck Road, provided the land within the lay-out can be obtained from the owners without cost.


It was voted "That this article be accepted and adopted when proper bounds are set, showing a road of thirty feet wide on Land Court Plan to be filed with the Land Court and a deed be given to the Town of Harwich for said road."


Artice 18. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300.00) for the purpose of clearing, grading, and hardening with cinders or some other suitable material, Shore Road Exten- sion, so called.


Accepted and adopted. $300.00 raised and appropriated.

Article 19. To see if the Town will vote to provide steps at the foot of Quason Lane to give access to the beach at that point.


Accepted and adopted provided that it is determined by the Selectmen that the location of the steps be on prop- erty owned by the town.


Article 20. To see if the Town will vote to raise and appropriate the sum of fifteen hundred ($1500.00) dollars for Beach erosion to be used with any money that may be contributed by the State and County.


Accepted and adopted. $1,500.00 raised and appro- priated.


Article 21. To see if the Town will vote to raise and appropriate the sum of four hundred and fifty ($450.00) for the benefit of the Chase Library, West Harwich and act fully thereon.


Accepted and adopted. $450.00 raised and appropriated.


Article 22. To see if the Town will vote to raise and appropriate the sum of six hundred ($600.00) dollars for the benefit of the Harwichport Library Association.


Accepted and adopted. $600.00 raised and appropriated.


Article 23. To see if the Town will vote to raise and appropriate the sum of three thousand dollars for the pur- pose of renovating and changing the Town Offices, so they will be more convenient, more modern and up to date, and to act fully thereon.


Accepted and voted to renovate the present offices. $1,000.00 raised and appropriated.


Article 24, To see if the town will vote to buy fifteen thousand dollars ($15,000) of U. S. Government war bonds, the money to be taken from the surplus.


Accepted the Finance report or recommendation "that the town invest $15,000.00 of its surplus funds in U. S. Gov- ernment War Savings Bonds, Series G, the income from said bonds to be credited to surplus funds."


Article 25. To see if the Town will vote to accept the provisions of Sections 22 to 26 inclusive of Chapter 114 of the General Laws, Ter. ed., and all acts and ammend- ments thereto, pertaining to the powers, duties and author- ity of the Cemetery commissioners, and to act fully thereon.

Article 26. To see if the Town will vote to raise and appropriate the sum of Two thousand ($2000.00) dollars providing the State and County will contribute a like amount for the purpose of building a new Bridge in place of the so called Allen's Harbor Bridge on Lower County Road, and to act fully thereon.


It was voted "That the town appropriate $1,000.00 under this article provided the County will contribute $1.000.00 and the State $2,000.00.


Article 27. To see if the Town will vote to raise and appropriate the sum of two hundred fifty dollars ($250.00) for the purpose of building a substantial raft or float to be located off the Town owned beach at the end of Bank street, Harwichport, and act fully thereon.


Accepted and adopted. $250.00 raised and appropri- ated.


Article 28. To see if the Town will vote to raise and appropriate a sum of money not to exceed sixteen hundred ($1600.) dollars, under the provision of sub-section 21 of Section 1 of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the employ- ment of a nurse through the Harwich Visiting Nurse As- sociation, Inc.


Accepted and adopted. $1,600.00 raised and appro- priated.


Article 29. To see if the Town will vote to raise and appropriate the sum of seven hundred ($700.00) dollars to continue the work on Assessors Maps begun in 1942 and act fully thereon.


Accepted and adopted. $700.00 raised and appropri- ated.


Article 30. To see if the town will vote to expend the refunded dog tax for 1943, for the support of Brooks Free Library.


Accepted and adopted.


Article 31. To see if the town will vote to raise and appropriate the sum of fifteen hundred ($1500.00) dollars to clean and paint the elevated tank on Kildee Hill, and act fully thereon.


Accepted and adopted. $1,500.00 raised and appro- priated.

Article 32. To see if the town will install or build a floor or foundation to the cement flume, as built by the W.P.A. at the outlet of Long Pond. The present work is lacking any provision for a gate or other control.


The Finance Committee recommends that the appro- priation under this article, be spent under the supervision of the Herring Committee. $1,000.00 raised and appro- priated.


Article 33. To see if the Town will vote to raise and appropriate the sum of fifty ($50.00) dollars for the feed- ing and propagation of game within the Town limits and that a Committee of three be appointed by the chair to have charge of the work.


Accepted and adopted. Committee: Wiliam R. Orton, Ralph W. Doane and Charles H. Taylor.


Article 34. To see what action the Town will take in regard to the Herring Fisheries for the year 1944.


Under vote of Howard C. Cahoon and amended by Joshua A. Nickerson the meeting voted "That the herring fisheries rights for 1944 be sold at public auction, to the highest bidder after proper notice at a time and place set by the Herring Committee.


Article 35. To see if the Town will vote to raise and appropriate the sum of four hundred dollars ($400.) for the purpose of keeping the beaches clean and for the care and repairs of the floats at Wychmere Harbor, Harwichport and at Round Cove, East Harwich and act fully thereon.


Accepted and adopted. $400.00 raised and appropriated.


Article 36. To see if the town will vote to raise and appropriate a sum not to exceed One Thousand ($1000.00) dollars to be paid to the Cape Cod Hospital for the estab- lishment and maintenance of a free bed in the Hospital for care and treatment of persons certified by the Select- men to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter 111 of the General Laws, or take any action in relation thereto, and act fully thereon.


The following motion presented by Henry F. Smith was accepted and adopted "That the town raise and appro- priate the sum of $1,000.00 dollars to be paid to the trus- tees of the Cape Cod Hospital for the establishment and

maintenance of a free bed in the hospital for care and treatment of persons certified by the Selectmen to be resi- dents of the town and unable to pay for such care and treatment in accordance with Section 74 of Chapter 111 of the General Laws and that unused balance remaining at the end of the fiscal year, shall remain in the hands of the Directors of the Cape Cod Hospital to be used to defray general expenses of the Hospital. $1,000.00 raised and appropriated.


As the meeting was about to adjourn, the Moderator entertained the request from Harry B. Albro and asked the meeting to stand in silent prayer for a brief period as a visible sign of its deference and deepest regard for those of the town who have gone to fight and die for the pre- servation of the form of government under which we live and thrive.


The meeting was dismissed at 12:45 o'clock P.M.

Special Town Meeting


OCTOBER 6, 1944


Article 1. To see if the Town will vote to transfer a sum of money from surplus revenue to a special account entitled "Hurricane Repairs" said money to be used to repair hurricane damage of town Property and to act fully thereon.


It was voted "That the sum of ten thousand dollars be transferred from surplus revenue to the account 'Hur- ricane Damage'."


Article 2. To see if the Town will vote to transfer a sum of money from surplus revenue to the Aid to Depen- dent Children Account and to act fully thereon.


It was voted "That the sum of $500.00 be transferred from surplus revenue to the aid of Dependent Children Account.

AUDITOR'S REPORT

Sir :


In accordance with your instructions, I have made an audit of the books and accounts of the town of Harwich for the year ending December 31, 1943, and submit the following report thereon :


The records of financial transactions of the several departments receiving or paying out money for the town or committing bills for collection were examined, checked, and verified by comparison with the reports of the town treasurer.


A balance sheet showing the financial condition of the town on December 31, 1943, was prepared and is appended to this report. This balance sheet indicates that the finan- cial condition of the town is very good.


The town accountant's ledger for general accounts was incomplete and it was necessary to compile such accounts in order to ascertain the financial condition of the town as of December 31, 1943.


The appropriation accounts kept by the accountant were analyzed and it was necessary to check all payments in order to locate numerous clerical errors and to bring the ledger into balance.


In checking the appropriation accounts, it was noted that the 1943 appropriation for the fire department, voted by the town for $3,500, was set up by the accountant at $4,000, and that a police department pay-roll in the sum of $31.57 was charged in error to the "Miscellaneous" appropriation. These errors were corrected, with the result that the fire and police department appropriations showed overdrafts of $135.70 and $31.57, respectively, at the close of 1943.


It is essential that the accountant's ledger be kept accurately and up-to-date, so that correct information

may at all times be available relative to the condition of the town.


The weekly treasury warrants prepared by the town accountant and approved by the selectmen should be writ- ten in ink or typewritten.


The books and accounts of the town treasurer were examined and checked in detail. The cash book was footed throughout, the recorded receipts were analyzed and compared with the departmental records of payments to the treasurer and with other sources from which money was paid into the town treasury, while the payments were compared with the selectmen's warrants authorizing the disbursement of town funds.


The treasurer's cash balance on February 19, 1944, was proved by actual count of cash in the office and by reconciliation of the bank balances with statements fur- nished by the bank in which town funds are deposited.
