We have acquired for the Town a set of aerial photo- graphs (scale 400 feet to an inch) that covers the entire town. On these photographs we are assigning house numbers to every house that is visible and compiling a street index of the owners. This will be of great value to the assessors as it will account for every building in the town.
The proposed mapping program for next year is to plot the section adjoining Pleasant Bay (East Harwich) in detail as this is valuable property but in the other areas to plot the street lines, buildings and apparent property lines, and not to spend too much time on property lines of land of low value. This will give an accurate base to work on and as surveys and better deed descriptions become available they can be plotted with accuracy and in detail.
Town Ways
This year we have set the road bounds on the Town Way accepted last year and have made lay outs of 2 roads for the 1954 Town meeting.
1/ An extention of Long Pond Drive in Pleasant Lake, from the end of the 1952 layout to the land of Louis Fernandes.
2/ The widening and relocating of Pleasant Bay Road in East Harwich, from Route 137 to Route 28.
We also relocated the section of Bay Road in East Har- wich, between Route 39 and Church Street.

SURVEYS
Surveys and plans have been made for the following proposed Town Beaches.
2 in West Harwich
1/ Westerly of Pleasant Road
2/ Easterly of Earle Road
1 in Harwichport at the Camp Ground.
1/ in South Harwich extending from Deep Hole Road easterly to the Chatham line.
1 in Pleasant Lake on Long Pond.
A survey and plan is being made for the proposed recrea- tional grounds north of Brook Park in Harwich Center for this Town Meeting.
During the year we have assisted the Road Surveyor by defining the side lines of Town Ways and the Planning Board with Zoning Maps.

Report of The Herring Committee
The Herring Committee reports that the seining pool is completed as far as the appropriation allowed. The Herring rights were not sold and consequently the hatch was very good. The committee is in favor of the adoption of article 39 in the town warrant which will assure the town of more efficient supervision of the Herring Rights and a better care of our fisheries.

Report of The Board of Health
To the citizens of the Town of Harwich:
Present plans for maintaining the Town Dump call for a continuation of the open disposal, burning, and bulldozing. The Board feels that either an Incinerator type disposal or a Sanitary Land Fill would be impractical in view of the other, more urgent, needs of the Town. We can, however, apply the basic principles of these two methods to our open dump and arrive at a much-improved operation. With the aid of some rough landscaping, a more organized use of the bulldozer, less offensive burning hours, and removal of the cesspool disposal area to a more remote section of the Town, we hope to improve the appearance, reduce the opportunity for rats and flies, and bring about a more satisfactory arrangement with only a small increase in cost to the Town. It should be understood that there is no intention of cutting costs at the expense of the general health. In our study of the Town's refuse disposal problem we have given the matter of the public health our first consideration.
A greater effort should be made by the Townspeople to keep the roadsides free of rubbish. This past summer we made several appeals to this effect through the newspapers. We also arranged a clean-up campaign during which the Harwich Boy Scouts were most helpful. At different times men were employed to pick up the worst sections. Warning signs were posted to advise people of their responsibility, and periodic checks were made of the refuse trucks and their coverings. But any effort or plan to keep our roadsides looking respectable is of little value without the wholehearted co-operation of the residents. There are still a number of locations in the Town with inadequate sewage disposal facilities, and sections plagued by poor water supplies. We are continually attempting to better these situations to bring about a higher standard of health. During the year several nuisances were ordered removed including the old rest room at Brooks Park. Dangerous buildings were inspected and

two ordered torn down. Some unfit dwellings still remain inhabited. These will be closed as soon as the proper arrange- ments can be made. Financial assistance for premature babies was held to a minimum. Health grants were made available only in cases where dependent children were in danger of suffering. At present the Town has no Tuberculosis patients at the Barnstable County Sanitarium.

1953 Legislation:
Anyone occupying a room in a Hotel, Motel, Camp, Lodging House, etc. must register designating his true name. Whoever is in charge of the register must determine that all occupants are registered according to their true names.
Any food waste which is to be fed to swine must be heated to at least 212 degrees unless the swine is raised for the farmer's own use.
The Board is proud of the fine representation it has received this past year and wishes to thank all those con- nected with it for their co-operation and assistance. Follow- ing is the report of Dr. F. L. Moore.

Gentlemen:
The following is a brief narrative report of the activities of the personnel from the Barnstable County Health Depart- ment n the town of Harwich for the year 1953.
Contagious diseases were not prevalent in the Town during the year, and no cases of preventable diseases were reported. Immunization procedures carried out by this De- partment were confined to the giving of "booster" doses to school children who had been previously immunized against diphtheria and tetanus.
One Dental Hygienist has carried out the usual routine work for school children, which consisted of examination of the teeth, and the topical fluorine treatment. This work was confined to the age groups, seven, ten and thirteen.
Inspections of food handling establishments this year have been limited to some extent, since we had adopted the policy of concentrating our attention to new establishments, those under new ownership or operation, and those whose record had not been entirely satisfactory in the past .. We have found, that for the most part, the restaurants in Har- wich have been operated in a sanitary manner. As one item of evidence to support this statement, it may be noted that during the year 1953, we have examined a total of 77 swabs taken from utensils used in serving food and drink, and only 8 of these showed bacterial counts which were higher than reasonable standards.
We have examined the overnight camps licensed in the Town. Of the nine groups inspected, seven were connected with the public water supply. In looking over our records, we are of the opinion that there are seven groups of camps licensed as overnight that could not be properly classified as such.

Article 7. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90, Highway Maintenance, or take any action in relation thereon.
It was voted that $1,000.00 be transferred from unappropriated avail- able funds in the treasury to meet the Town's Share of the cost of Chap. 90 Highway Maintenance and that in addition the sum of $2,000.00 be transferred from unappropriated available funds in the Treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt to unappro- priated available funds in the Treasury.
Article 8. To see if the Town will vote to raise and appropriate a sum of money to be used with whatever State and County funds are available under Chap. 90, Road Construction and to act fully thereon.
The Town voted that the sum of $4,250.00 be transferred from un- appropriated available funds in the Treasury to meet the Town's share of the cost of Chap. 90, road construction and that in addition the sum of $12,750.00 be transferred from unappropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored upon receipt to unappropriated available funds in the Treasury.
Article 9. To see what action the Town will take in regard to the Herring Fisheries for the year 1953 and to act fully thereon.
It was voted that the herring fisheries rights be sold by the Herring Committee at public auction with an upset price of $800.00.
Article 10. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500.00) for Band Concerts to be given by the Chatham Band in Brooks Park in the summer of 1953.
Accepted and adopted. Voted to raise and appropriate the sum of $500.00.
