At the regular monthly meeting of the Board of Overseers of the Poor held on this date, the Annual Report for 1880, as prepared by the clerk, was adopted by the Board; and he was instructed to present the same to the City Council, with the request that it be printed at an early date, and that this Board be furnished with five hundred copies for their use and dis- tribution.

BOARD OF OVERSEERS OF THE POOR.


Gentlemen of The City Council :


The close of another financial year calls upon us to give an account of our stewardship, which we herewith accordingly present in its several divisions.


CITY RELIEF DEPARTMENT.


The total number of families having applied for and received aid during the year, is seven hundred and twenty-nine, com- prising twelve hundred and thirty-two males, and twelve hundred and twenty-four females, or two thousand four hundred and fifty-six persons.


Of these, four hundred and ninety-six families, consisting of eight hundred and twenty-one males, and eight hundred and seven females, or sixteen hundred and twenty-eight persons, have legal pauper settlements in this city or elsewhere; and two hundred and thirty-three families, consisting of four hun- dred and eleven males, and four hundred and seventeen females, or eight hundred and twenty-eight persons, were State Paupers, or had no known settlement.

The whole number having a legal pauper settlement, who have received full support for the whole or a part of the year, is one hundred and fifty-seven ; one hundred and two males and fifty- five females.


The number provided for at the several Insane Hospitals, during the year, has been forty-one; twenty-six males and fifteen females.


Four persons brought into the State by the various lines of communication with other states, have been returned on the several roads by which they came, in accordance with Chapter LXXI, Sec. 25 of the General Statutes.


Thirty-one State Paupers have been sent to the State Alms- house at Tewksbury, after having been aided here to a greater or less extent.


Ninety-eight heads of families, consisting of two hundred and thirty-six males, and two hundred and fourteen females, or four hundred and fifty persons having a legal settlement in other cities and towns, but living here, have been aided here during the year, in accordance with the wishes or instructions of the Overseers of the Poor of the several places where they have their settlement.


In providing for the cases above mentioned by the depart- ment for Temporary Aid, at the office of the Clerk of the Board, there have been drawn two thousand five hundred and fifty-nine orders, on various persons for the following neces- saries :-

CITY ALMSHOUSE DEPARTMENT.


There have been supported at the City Farm, for a greater or less part of the year, seventy-five males and thirty-eight females, or one hundred and thirteen persons, almost all of whom are either aged or infirm, bodily or mentally.


In accordance with our recommendation of last year, that the almshouse should be enlarged, an appropriation of $8,200.00 was made for that purpose, and, under the direction of the Com- mittee on Public Buildings of the City Council, and Superin- tendent of Public Buildings of the City, an additional wing 61 feet long and 31 feet wide, three stories high, containing eighteen rooms for occupation by the inmates, besides two dining-rooms, two pantries and three bath-rooms, the enlargement of the kitchen and laundry, and a cellar under the whole, giving accom- modation long needed, has been constructed, in a plain but substantial manner and style corresponding with the main building.


But as no provision was made for heating the same, we have been unable to avail ourselves of it, so far as the the inmates' rooms are concerned, and they are still unoccupied, although we are providing for many persons elsewhere, who could prob- ably be as well, and more economically, cared for at our own institution.


Your attention is therefore earnestly called to our request of the two past years that a suitable arrangement be made for heating the whole establishment by steam, and for the same rea- sons urged at those times, viz :- convenience, safety and economy. We again respectfully ask for the same, your favorable consid- eration.


All the other buildings are in first-class condition, and, with a single exception, serve well the purpose for which they were intended. But our experience with the small pox, during the early part of the year, again demonstrated that the small build- ing set apart for hospital use, is entirely inadequate to the requirements of a city as large as ours, and we respectfully sug-

gest that more ample provisions be made without delay, the same being placed in some more suitable location, and, as we now have a Board of Health, they be put in charge of the same, and this Board relieved of what is not a part of their proper duty under the laws now in force in regard to contagious and infectious diseases.


On Thursday, Oct. 28th, the annual inspection of the estab- lishment was made by the full Board, assisted by all the mem- bers of the City Council, and heads of departments, with invited guests from the state department, and other cities, and many favorable comments were made in reference to the general appearance of the whole establishment.


As there is a full supply of water in the seven-acre pond, not only for use, but for power to drive a fire pump, it was sug- gested as desirable that one should be added, as it could be done at but trifling cost in comparison to its value. We there- fore recommend one being put in.


The recommendation in former reports that the out-lying lots of land belonging to the farm, and which were not needed, be disposed of, has, during the present year, resulted in the sale of the wood lot near Harlow's Mills, and the wood and sprout land on the north side of the Holden and Shrewsbury turnpike in Shrewsbury, thereby confining the lines of the farm within the highways, which now nearly surround it, The land sold comprised about forty acres, and the proceeds of the sale were turned into the sinking-fund of the city debt.


A new road has been built by the town of Shrewsbury across that part of the farm near the turnpike, in place of what was called "the old sand road," and a new and substantial fence constructed ; all of which has much improved the general appearance of that vicinity, while the travel that way has been greatly facilitated.


The old dam on the brook near the end of this road, is still in a dilapidated condition, and if allowed to remain so, may, ultimately, result in a dispute as to the right of flowage of the pond of twenty-two acres ; and as it could easily be repaired at comparatively trivial cost, and thereby more than quadruple our

water supply, as well as largely increase the water power ; we recommend the matter to your favorable consideration.


The road in front of the almshouse buildings has been graded, straightened and repaired ; the old walls removed and used in other places, and the whole line enclosed with a barbed wire fence, thereby giving a uniformity in fencing material, and a much more finished appearance.


The same system of pasturing the swine during the summer months, mentioned in former reports, has been pursued this year, and with the same favorable results to both swine and land ; the former have thereby been kept free from disease, and the latter improved to a greater degree than could be done by any other method.


The products of the farm have been equal to those of any former year, and from the liberal amount of dressing obtained from the piggery, and the amount of "noseing" done on the ground by the pigs in those locations where they have been pas- tured, the land has been put in condition for obtaining from it the best results hereafter.


On Thursday, Nov. 18th, 1880, the Board of Overseers of the Poor, together with the Board of Assessors, and assistants, met at the City Almshouse for the purpose of making the annual appraisal, and after a careful performance of their labors by the several committees, the following returns were made :-

The Board then discussed the general condition of the estab- lishment, and pronounced it all satisfactory, except the new wing recently added to the main building, which, from lack of heating apparatus, cannot be used until one is supplied; and they instructed the Clerk to request the City Council to make an appropriation for furnishing and putting in a steam boiler and pipes sufficient to heat the whole building.
