SCHOOL REPORT.


TO THE TOWN OF ARLINGTON :


The Common Schools are the only means of education within the Town. It contains no Private School ; and with few exceptions, the children of its inhabitants are placed for instruction in the Schools which not merely in obedience to law, but far in advance of its require- ment, you have freely, liberally and wisely established.


The Committee to whom the office of supervision has been confided, recognize in their trust, a direct and personal responsibility to every citi- zen, not only in the disbursement of the public money to which he has contributed, but in the graver duty of seeing that the children, sent into the Schools, shall not fail to receive the education which is their due, and which is the guaranty of their future usefulness.


The progress and condition of the Schools in the year now ended, dis- close no sign that they have suffered detriment or decline. As it has not been for the Committee, however, to assume the entire duty of adminis- tration, so it is not for them to claim the credit of successful fulfilment. It is to faithful and competent teachers that the labor, thought, and untir- ing interest have been transferred, by which School system has been shaped, method of instruction well applied, and education secured in orderly and harmonious development.


The Town is familiar with the graded plan, upon which, for several years the Schools have been arranged. No modification of the plan has been made since the last Report of the Committee, and indeed for years to come the general plan may remain unaltered, although the probable changes in population may soon require a re-distribution of pupils among

the Schools, and a re-districting of the Town, with a view to convenience and the equalization of numbers.


HIGH SCHOOL.


The High School, voluntarily established while the Town was below the limit of statute liability, is now sustained in conformity to law. By anticipating the legal requirement, opportunity was gained for an early organization of the School ; and many favorable influences were secured by the timely and free act of the Town; which might have been lost if it had waited for the time when its duty would have been compulsory. From its opening, to the first of June last, the School was in the hands of Mr. Thompson, as its master. With what clear faculty the School was organized, with what judgment it was directed, with what learning and skill it was quickened into diligent and enthusiastic study, we have had proof in the improvement of its members in scholarship and refinement. The success of the teacher confirmed the reputation which has commanded for him a conspicuous and important position in the field of education.


The work of his hands remains, a School which will well compare with the best of its grade, and in which our children can receive the same in- struction which is afforded in the Schools standing next in rank to our best colleges.


The graduating class numbered thirteen ; a class unusually large in proportion to the size of the School. The exercises of the day of gradu- ation were of great merit. Of this class, one member entered Harvard University, the first youth ever fitted for college in the Public Schools of this Town. In justice to his instructors as well as to himself, it should be said, that at the College examination for admission, he stood in the first rank of candidates, and was accepted without conditions. Two young women of the class are at the State Normal School in Salem, pursuing their studies for the profession of teachers.


Misses Dana and Goodrich, the excellent Assistants at the High School, resigned at the end of the School year.


A class of seventeen from the Grammar School, well prepared, were admitted at the annual examination in July. The per centage of correct

answers at this examination was higher than that attained by any previous class ; a fact showing the good effect of the High School, as a point towards which the subordinate grades may direct their studies with definite aim.


The School well maintains its character in the hands of Mr. Henry C. Ide, as Master, and Miss Mary M. Melcher, as Assistant.


GRAMMAR AND SUB-GRAMMAR SCHOOLS.


There is some inequality in the size of the two Grammar Schools, while the Sub-Grammar Schools, nearly equal in numbers, show some disparity in the grading. The Russell Schools keep their classes full for most part during the year, while the Cutter Schools arc found with dimin- ished numbers at certain seasons. In accounting for this, we find, occa- sionally, good reason in some necessity which withdraws children from School for labor, and at the same time an insufficient reason in what seems . a habit of absence when no such necessity exists. The good management of all these Schools is manifested in their uniform improvement.


The Russell Sub-Grammar, which formerly existed in two divisions, is now a single School, under one teacher.


Mr. Bradford, an able teacher, has had charge of the Cutter Grammar, for the year, and has lately resigned.


Miss Eliza Simmons a most valuable and faithful teacher, who, for more than seven years taught in the Cutter Schools, has also resigned. .


Miss L. A. Porter, of the Russell Sub-Grammar resigned at the close of the first term, after a year of most satisfactory service.


INTERMEDIATE AND PRIMARY SCHOOLS,


It has been difficult to pursue uniform grades in these Schools, but an approximation has been madc. The large number of pupils in the Rus- sell District has rendered necessary a sub-division, by which there is in that District an addition of two Schools. Still the counterpart of these may be found in the classes of the other Districts, where, for example, two classes appear in one School, which in the more populous District are

expanded into two Schools. This sub-division must be made from time to time, as the number of School children increases.


These Schools are in good condition in the three Districts.


There has been an unusual change of teachers during this year.


Sudden death deprived us of one of the best and most faithful of them, who at the hour of rest from her labor, entered upon the rest eternal.


Miss Gragg and Miss Maynard, her successor, have resigned from. the East Primary, and Miss French from the Cutter Primary. All these were teachers of marked merit.


The Committee have this year changed the terms, so that at present there are four instead of three terms, as formerly. This has been thought advisable, inasmuch as in the old Term of fifteen weeks, teachers and scholars became exhausted, often beyond the point of recuperation after such vacation as could be reasonably assigned. With the same number of School weeks arranged in shorter terms, it is believed that this trouble may be avoided. By this change, the Annual Examinations are postponed to the close of the Term which ends with April.


The Town has, from year to year, at the suggestion of the Committee, authorized the appointment of a Superintendent of Schools. This author- ity was granted as usual at the last annual meeting. The member of the present Committee, who had served as Superintendent for several years, did not care again to assume the duty, and no one occurring to the Com- mittee as the right person, to be selected for the office, it has not been filled. Still the Committee are clear that it is in every way important that the station should be occupied. The compensation hitherto has been small, amounting to the inadequate sum formerly paid to the Committee, and by them relinquished. The present Committee and undoubtedly future Committees would gladly waive all compensation, could they but secure the assistance of a competent Superintendent of Schools. It will be well for the Town to determine whether by some increase of the salary, some person may not be found fitted for the duty, whose services can be secured.


There is no system of School inspection in this Commonwealth which comes under the control of the State. The whole duty of inspection is

entrusted to local School Committees. These may be faithful or unfaith- ful. The chief trouble-as they are commonly made up mainly of men interested in education, indeed, but engaged in engrossing employments, . is, that there can be no continued and daily oversight of Schools ; nor when difficulty arises can they always be ready to escape from other engage- ments and give attention to the wants of the Schools. They cannot for the same reason follow up changes and improvements in modes of instruc- tion, and watch the course of educational matters so as to secure for their Schools in season the benefit of the best current methods. As an ad- visory Board their services can be of great value, and with a Superin- tendent, the whole means of School inspection would be measurably com- plete. The subject of superintendence is submitted to the Town as wor- thy of consideration.


With confidence every year renewed and confirmed, that the Town will generously sustain its Public Schools, and promote their excellence, we commend to you again this great cause of Public Education.
