At the town meeting held March 5, 1883, under Article XXV., of the warrant, "To see if the town will accept in trust the 'Soldiers' Monument Fund,' so called, elect a trus- tee or trustees for the management of the same, or take any other action thereon," the following resolutions were unani- mously adopted, to wit : ----


Resolved, That the town accept the "Soldiers' Monument Fund," so called, the same to be held by the town in trust, to be appropriated and expended by said town at such time and in such manner as at a legal town meeting it shall determine, to and for the erection of a monument, or providing other suitable memorial in honor of the patriotism of those citizens of said town who lost their lives in military service in the war of the Rebellion.


Resolved, That the town treasurer for the time being, and his successor in office be, and hereby is appointed and elected as trus- tee for the care and management of said fund.


Resolved, That said fund shall be kept as a separate fund to be known as the " Soldiers' Memorial Fund," and said trustee is hereby instructed to report in writing annually at the March meeting the amount of said fund, and the manner of its in- vestment.

REPORT OF TRUSTEE OF SOLDIERS' MEMORIAL FUND.


In accordance with the foregoing resolutions the fund was transferred to the town treasurer on the twenty-seventh day of March, 1883. It consisted of deposits in the Arlington Five Cents Savings Bank, as follows :-

Which, together with the accumulated interest, amounted at the time of the transfer to $1,655.62. The fund is still deposited in the Arlington Five Cents Savings Bank, and, with interest added to Jan. 1, 1885, amounts to seventeen hundred and ninety-two dollars and four cents ($1,792.04). This is the second annual report made to the town.

WATER COMMISSIONERS' REPORT.


In accordance with previous custom and requirement, we herewith present our annual report. For a detailed account of what has been done the past year, and the condition of the finances, we refer you to the report of the Treasurer, Regis- trar, and Superintendent, accompanying this.


The supply at the reservoir has been ample through the season, and we think the quality of the water is improved. We think that the reservoir should be enclosed by a suitable fence, and recommend that at the next annual meeting the town make an appropriation for the same ; and believing that the consumer should pay a fair and equitable sum for the use of water, we would again recommend the adoption of a schedule of water rates that was prepared by a special com- mittee, and has once been presented, repeating, that by such a change, the consumer would pay no more than is charged in other towns, and the proposed change would be but a slight increase to each one, but in the aggregate, an increase in income, thereby reducing the amount to be raised by tax- ation to pay interést on the debt. And believing that the water revenue should be used only for running expenses and interest on the debt, we would recommend an appropriation for the purpose of extending the main pipe, where, in the judgment of the commissioners, it shall be for the interest of the town to do so.


In order that the land on the side of the reservoir, on the

line of Lowell Street, might be improved and graded, we have leased it to Mr. Winship, with the agreement that, at the expiration of three years, it shall be graded and sown to grass.

TO THE BOARD OF WATER COMMISSIONERS :


Gentlemen, - I herewith submit my report as Superin- tendent for the financial year ending this day.


CONSTRUCTION


There has been an extension of 189 feet of four-inch cement-lined pipe laid in Dudley Street at a cost of $127.35, which now yields to the town an income of $20 per annum. Also in the street recently accepted by the town (called Jason Street) we have laid 306 feet of four-inch pipe at a cost of $237.51, including the cost of one four-inch gate which also gives to the town an income of $50 per annum. That portion of the pipe (54 feet) crossing Arlington Avenue is of cast iron, the balance being cement lined, which was made to order.


SERVICES.


Thirty-two services have been added to the construction during the year, at a cost of $389.67, or at an average of about $12.20 each. Five leaks have occurred in services, which have been repaired. A few of the takers for irriga- tion purposes have been cut off, they having supplied them-

selves with water otherwise. A large number of services have been shut off and let on, caused by change of tenants and to make repairs. While there has been something of a loss sustained by some of the farmers supplying themselves, there are so many new takers which have been and are being added, we have every reason to believe that the gen- eral receipts will soon be as large, if not larger, than hereto- fore. Thirty-six services have been dug up and the corpo- rations cleared from rust. Twenty-seven wooden service boxes have been taken up and iron ones substituted.


HYDRANTS.


The hydrants have received their usual attention. Ten have required repairs. A few others are in poor condition, and I would suggest that two new ones be purchased, in order that some of the old ones can be taken up and properly repaired.


GATES.


Fourteen have been dug up and newly packed, and eight iron gate boxes have been put in. I would suggest that a new gate be purchased and put in near the Arlington House, in order that in making repairs in that locality we should not be obliged to close the gate near the Town Hall, and thus shut off a good portion of the centre of the town. By thus doing, water would be allowed to pass down Med- ford Street and supply the lower part of the town.
