The Trustees of the Robbins Fund submit the following Report for the year ending Dec. 31, 1889.
The fund of $5000 is deposited in the Arlington Five Cents Savings Bank. The interest on the same for the past year, amounting to $202.00, has been paid to the Town Treasurer, to be expended under the direction of the Cemetery Committee.

The Trustees of the Soldiers' Monument Fund submit the following Report.
The amount of the Soldiers' Monument Fund as reported Dec. 31, 1888, was $2,070.71. To this has been added the accrued interest to Dec. 31, 1889, $83.64, making the total amount of the fund at this date, $2,154.35, which is, de- posited in the Arlington Five Cents Savings Bank.

REPORT OF WATER COMMISSIONERS
The Water Commissioners respectfully ask leave to sub- mit their Report for the year 1889.
The receipts for water rates continue to show favorably. Amount received during the year as can be seen by Treas- urer's account is $12,870.89, an amount in excess of that of last year of $452.93 ; also, will be seen a balance of $958.94 remains unexpended. Had building kept pace during the year with the last few, a much better showing would have resulted in the increased amount of receipts.
There has been something saved this year over that of last in the amount expended for running expenses $78.30. Re- pairs continue to demand attention ; the first laid main cement-lined pipe continues more particularly to occasion trouble and expense. This year the greater amount of breaks have occurred upon Lake street, some of them very bad. Also Avon place has received upon same account considerable attention. It is matters such as these that add largely to the running expenses, making them more, while under more favorable conditions of things they would be less.

The wooden service boxes have now been replaced with iron, making them substantial and in a condition not to need any farther outlay for a long time. Matters pertain- ing to the reservoir have remained nearly the same. The usual care and attention has been bestowed upon it. An improvement was added during the year by constructing a wire fence five hundred feet long, running from Lowell street, dividing land of Mrs. Bowles and reservoir. This completes the fencing in of the reservoir, upon all its sides, rendering its borders much more protected from outside invasion, especially from that of cattle.
We found'this year upon looking about that in the matter of the purchase of new iron pipe quite a difference in cost of same, and by placing our order for a supply in a foreign State, instead of with manufacturers near by, as had been the practice heretofore, a very large per cent. was shown to be saved to the town, and at the same time we got vertically cast pipe, which is conceded better than that horizontally cast.
As it seems the demand for new pipe continues from year to year, this year calls from Bartlett avenue, Walnut street, Teel street and a lane adjoining Barnes estate were recog- nized and pipe laid in accordance with vote of the town as follows :
In Bartlett avenue 624 feet 4-inch iron pipe was laid with hydrant set, the cost of which was $386.59. This is a new avenue out of Main street, a portion of which has been accepted by the town. Several houses are already built upon it.
Teel Street.
In above street 528 feet 4-inch iron pipe was laid and one fire hydrant set, all at a cost of $278. This furnishes the entire length of this street with a water supply and to

within a short distance of easterly end of Henderson street where by putting in a few hundred feet pipe the two streets would become connected by water supply which is suggested be done another year.
Walnut Street
Received 360 feet 4-inch iron pipe with fire hydrant, costing $222.50, and in lane adjoining Barnes estate was laid 604 feet 2-inch iron pipe at a cost of $70. These several amounts aggregate $957.09. Amount of appropriation voted by the town for the purpose of laying new pipe $1000, balance unexpended $42.91, now on hand.
New Services.
Thirty-seven new services have been added during the year which has cost $373.70, averaging $10.10 each, show -. ing a good per cent. saved in cost over those of last year, when they cost $10.50.
Flowage Damages.
During the year there was brought to the attention of the Water Commissioners a claim against the town for damages by J. D. Austin for flowage of his land in Lexington.
Although the claim could be looked upon somewhat as subject to a question, it was thought in this case, as in like ones in previous years, a judicious course to pursue for the interest of the town was to effect a settlement with the claimant. Conferences were entered into, resulting in an ad- justment of the claim by the town paying the sum of $100 in full, whereas the amount claimed was $400. Now that this claim is disposed of, the Commissioners can see no valid ground upon which any further claim against the town by flowage, to present date, can possibly arise.
The Commissioners feel warranted in again estimating a

lesser sum as required to make up the deficiency of income for the payment of interest on the water scrip for the year 1890, and that the sum of $4000 will be an amount sufficient to meet the aforesaid demand. Last year it will be seen to have been $5000, year before, $7000. The outlook again warrants recommending the granting by the town of an appropriation for the purpose of extending main pipes, also for hydrants when in the judgment of the board it shall be for the interest of the town to do so.
The Commissioners feel to again call the attention of the takers of water to the rules established for its use ; also to the importance of conforming to them.
