REPORT OF THE TOWN ENGINEER.
ARLINGTON, Jan. 14, 1902.
To the Honorable Board of Selectmen : -
GENTLEMEN, - The following report concerning the work of the Engineering Department for the year ending December 28, 1901, is herewith respectfully submitted.
The costs of all draughting materials, instruments, stationery and supplies have been paid by the Departments for whose use they were purchased. Also the salaries of assistants are charged each week to the Departments for which work is done, and are divided for the year as follows : -
Highways : For defining street lines and grades for purposes of construction and repairs ; making surveys and estimates of cost of pro- posed street improvements ; making mea- surements and plans for office use and for record ; giving street lines and grades for abutters on accepted streets, and for all other work in connection with the Highways, $273 00 Sidewalks : For defining lines and grades for edgestone and sidewalks, measurements of completed work and all work relating to sidewalks and cross walks, 125 50

STORM DRAINS.
There have been 1.99 miles of Storm Drains laid during the year ; 1.17 miles by the Highway Department and 0.82 miles by contract. Reference to the table in the Superintendent of Streets report, will show details and the streets where the drains have been laid.
The outlet for the drains constructed in the Crescent Hill Dis- trict leads into the brook passing through the Reservoir pro- perty off Lowell street. In the construction of this work the expense of laying pipe the entire distance from Lowell street to the brook was saved by connecting with the 15-inch pipe laid some years ago to drain a portion of the Reservoir property.
The outlet for the drains in Massachusetts avenue and Appleton street was from Forest street into Mill Brook, op- posite Peirce street. The old drain on Forest street, between Peirce street and Massachusetts avenue was relaid during 1900 and 1901, and is now of adequate size to receive all the water that will be required to be disposed of at this point.
All the catch-basins constructed have been provided with hoods to prevent dirt from passing into the outlet pipes, and there is no reason why the drains should not serve for years with little or no expense for maintenance.
The effect of the drains is already very noticeable on the streets where the pipes have been laid. Repairs to these streets can now be made that will be permanent.

The brook crossing Bartlett avenue has been connected with the storm drain, discharging at Mill street, while the entire flow of the brook has not been cut off as yet, it is possible to do this at any time if required.
MOUNT PLEASANT CEMETERY.
Plans showing the entire laying out of Mount Pleasant. Cemetery as far as the grading has been completed are now on. record.
The grading of the new portion of the Cemetery begun last year has been finished with the exception of the building of the streets.
WATER DEPARTMENT.
Locations and measurements of the new mains, gates, hydrants, specials, etc., have been made and recorded and shown on the plans and sketches of the Water Department. Last year a list of the locations of all the service boxes was started and will soon be completed and ready for reference.
SEWERS.
The following new sewers have been built this year and put in operation :
Appleton street, Hillside avenue to Claremont avenue.
Hillside avenue, Prospect avenue southerly, 241 feet.
Irving street from Pleasant street westerly 342 feet.
Paul Revere road and right of way from Massachusetts avenue to Sutherland road.
Park avenue, extended on the north side to near Prospect avenue.
Pond lane from Massachusetts avenue southerly, 282 feet.

Right of way in rear of Warren street and Franklin street to near Medford street.
Wachusett avenue from Wollaston avenue to Appleton street. Making a total of 0.63 miles.
Park avenue, Paul Revere road and right of way were constructed under contract with Charles G. Craib & Company of Winthrop; the remainder of the work being done by day labor. The sewer through right of way between Massachusetts avenue and Paul Revere road was laid on timber platform with concrete foundation because of the soft condition of the ground at this place.
The length of the sewers controlled by the town is now 17 91 miles. Reference to the reports of the Town Treasurer and Sewer Commissioners will show the statistics of the sewers to date.
MAINTENANCE.
The sewerage system is maintained by the same methods as in former years. The sewers have been flushed and cleaned and entire system is in good condition. As heretofore, it has been necessary to change the grades of some of the manholes to meet the grade of new street improvements and to adjust them to the changes in the surface of old streets. Water services for flushing purposes have been added where practicable.
PARTICULAR SEWERS.
Ninety-four Particular Sewers have been constructed during the year at an average cost of 53 cents per foot. 1
There are 650 connections now in operation comprising a total length of 7.95 miles. The methods employed in carrying on the work are the same as last year.

FIRE ALARM.
Plans showing locations of Fire Alarm boxes and conduits have been made, also photographs of various localities showing wires and cables. The new conduits laid by the New England Telephone and Telegraph Company in Park avenue between Massachusetts avenue and Lowell street and in Massachusetts avenue from Park avenue to the Lexington line, makes the total length of underground conduits laid in the town 4.52 miles.
MISCELLANEOUS.
No new streets were accepted by the town during the year 1901. The name of Vine street was changed to Paul Revere road, at the town meeting in November.
The work of separation of grades by the Boston & Maine Railroad at Grove street, Brattle street, Forest street, and Park avenue is completed. Payment to the town by the company has been made for all expense incurred by the departments in connection therewith. The Boston & Maine Railroad Company has built a new wooden bridge of approved design on Lowell street to replace the old bridge which was in unsatisfactory condition.
The addition of the new railroad track on Medford street, between Massachusetts avenue and the Medford line makes the total mileage of street railways in operation in the town 11.18 miles of single and double track.
By direction of the Board of Selectmen stone bounds were set on the town line between Arlington and Belmont at the corner of Spring Lane, and on Massachusetts avenue at the Lexington line. The old line-stones on Spring Valley and Lake street were properly marked with the initial letter of each

town, the cost of the work being apportioned between the towns interested.
Within the past two years the Engineering Department has spent considerable time in indexing and arranging in suit- able form for reference the miscellaneous official records and plans belonging to the town, which are constantly accumulat- ing. I am happy to report that a system is now established which can easily be kept up from year to year at small expense. The value of this work cannot be over estimated.
The Engineering Department has now in charge 166 assess- ment plans, 939 record plans, 276 miscellaneous and prelimi- nary plans, not including sketches and records.

REPORT OF THE TREE WARDEN FOR 1901.
To the Citizens of the Town of Arlington :-
I herewith submit my first annual report. At the earnest solicitation of numerous friends who were interested in the welfare of the trees on the highways, I consented to allow my name to be used as a candidate for Tree Warden at the annual election in March, and having been elected by the people, I have endeavored to do all I could to create a feeling to beautify and increase our trees, as well as to protect them.
I employed Mr. A. Foster Brooks as Assistant Tree Warden, and have kept him constantly employed since April 1, and if we wish our trees to have proper care we can use one man all the time and with some extra assistance occassionally. In a few years we will see good results and more interest manifested by continuing a small appropriation each year.
The most serious trouble and the most expensive at present seems to be the Brown Tail Moth, as nearly $300 was used by my predecessor and myself in destroying the neats of this pest in the section of town, easterly of the centre. The trees in the highways were almost entirely free from their ravages this summer, but as measures were not taken to compel the owners of trees to destroy the pest on private lands, they continue to spread, and I think the law should be enforced and compel everyone owning trees to see that they are cleared of the nests during the winter months, which can very easily be done.
A systematic trimming of the trees has been started and should be continued, and also the trees must be covered with protectors in exposed places, and all new trees set out ought to

have some sort of a protector placed about them, or it is use- less to set them out. The Arlington Improvement Association supplied me with 150 galvanized wire tree protectors to be used at my discretion, and should receive the grateful thanks of the town. Owing to the change of grade in many streets, old trees have died and been removed, and in all cases where possi- ble, new trees have been set out. I think the town should set out 100 trees each year until our streets are all properly ornamented.
There is quite a large colony of Gypsey Moths located on Spring street, situated near the Menotomy Rocks Park, and may cause us some trouble unless we make an effort to extin- guish them. I have had the nests destroyed wherever found, and the land owners have, I think, used their best endeavors to stop their increase.

REPORT OF INSPECTOR OF PROVISIONS AND SLAUGHTERING.
To the Honorable Board of Selectmen, Gentlemen :-
I herewith submit my report for the year ending December 31, 1901. I have been to all places of business in town from time to time and found all provisions offered for sale were in good condition and had been properly inspected. Have not during the year received any complaints, and would say that the town of Arlington is having as good provisions on sale as there are in the market.
I have inspected the following number of animals slaughtered this year: 1905 veal, eight beef, two pigs, one lamb. In conclusion would say that the slaughter house is very neat and clean, connected with the sewer and in good condition.

REPORT OF THE INSPECTOR OF MILK.
To the Honorable Board of Selectmen :-
I have the honor to submit to you the following report for the year 1901.
Forty-three (43) licenses have been issued to milkmen and storekeepers and the proceeds to the amount of $21.50 paid into the treasury. I have also examined a number of samples from different milkmen and the test in all cases was very satisfactory.

REPORT OF PARK COMMISSIONERS FOR THE YEAR 1901.
No work other than the care and maintenance of the property in our charge has been done during the past year except the deposit by the town teams of ashes and other waste material on Meadow Park in rear of Mt. Pleasant Cemetery.
