Fire alarm cards were issued by the Wire Department this year, these cards being strictly up to date, specifying all box locations and special signals as used on the Fire Alarm system; citizens can procure Fire Alarm Cards by applying to the Wire Superintendent or at any of the Fire Stations. Fourteen hundred and fifty (1450) feet of two-conductor lead cable was purchased during the year for extension of the underground wire system. This cable is now in stock and will be used at a later date with other under- ground wire materials on hand.


POLICE SIGNAL SYSTEM.


The Police Signal System has given excellent service during the past year; very few repairs have had to be made on same. All wires of this system were thoroughly inspected and boxes were painted. All batteries were replaced or recharged as needed. Box No. 21 on Medford Street was placed on a new pole owing to replacement of poles on this street. All wires of the Police

Signal System are installed on poles or in underground conduits with wires of the Fire Alarm System, and when repairs or altera- tions are required this work is done on both systems at the same time.


RECOMMENDATIONS.


I would respectfully recommend that appropriations be made in 1913 for the installing of a Fire Alarm Box at corner of Bartlett and Windemere Avenues (this box has been petitioned for by citizens in this locality); also that a fire alarm box be installed at junction of Mystic and Old Mystic Streets, and the police box now located on Mystic Street, near Draper Avenue, be moved to this new location. A fire alarm box should be installed in new Town Hall building, also gongs should be placed in the Selectmen's and Fire Engineers' rooms in this building. Provision has been made by installing conduits in this building for fire alarm wires in accord- ance with directions given by this department. I would recom- mend that an appropriation be made for connecting the Fire Alarm Systems of this town and the City of Medford similar to the "mutual aid system" now in force between Arlington and Somerville. The authorities of the City of Medford desire that this system be established, and with the completion of the new fire station now being built at West Medford, which is to be equipped with automobile apparatus, added fire protection will be given certain districts in Arlington by the installation of this system. New construction should be installed during the coming year on underground and aerial wires to further strengthen and extend these systems.

The Board of Registrars of Voters herewith submit their report for the year ending December 31, 1912.


During the year the Board has held fourteen meetings, twelve in Town Hall and two at the Locke School at Arlington Heights.


These meetings were held for the purpose of registering voters, revising the voting list and certifying nomination papers.


The total number of registered voters reported December 31, 1912, was 2078.


During the year 187 names were dropped from the list due to removal from Town and deaths occurring during that time.


Three hundred fifty-eight (358) names were added at the various meetings of the Board, making a total number of registered voters December 31, 1912, twenty-two hundred forty-nine (2249).


No change has been made in the list of women voters.

REPORT OF PARK COMMISSIONERS.


ARLINGTON, MASS., January 10, 1913.


The Board of Park Commissioners respectfully submit the following report:


As in former years there has been a general supervision of the parks and grass plots under our direction.


The matter of laying out and constructing a drive for carriages through Menotomy Rocks Park has been considered this year and a plan and profile of a drive twenty feet wide, following the route of the present path, has been made. Our estimate of the cost of shaping and surfacing this drive is $950.


Considerable filling in Meadow Brook Park with the gravel from the extension of the cemetery has been done this year, in line with proposed improvements of the park. The matter of the proposed boulevard between West Medford Bridge and Summer Street will be brought to the attention of the Town at the March meeting. This location should be acquired and put into shape, so that it can be turned over to the Metropolitan Park Commission at the proper time, or built by the Town itself.

REPORT OF TREE WARDEN.


To the Citizens of Arlington:


I herewith submit my annual report as Tree Warden for the year ending December 31, 1912.


LEOPARD MOTH.


During the past year twenty-two dead trees were removed from the highways. Many others, owing to their condition, had to be topped back. In some instances lack of moisture was, perhaps, the primary cause, but their end was accomplished by the ravages of the Leopard moth. The infestation of this insect is general throughout the town, and the extermination or even successful checking is the serious and unsolved problem in regard to our shade trees today. Without aid from some unforeseen source the crude methods now in use will avail but little in suppressing this pest, which causes more injury to trees than all other insects combined.


GYPSY MOTH.


Owing to liberal appropriations in the past which enabled the work of suppression to be carried on continuously the infestation of this pest on the street trees is very slight. A continuation of the same policy is the best assurance of keeping them so.


BROWN-TAIL MOTH.


During the winter months the residential sections are cleared of these pests by cutting off and burning the webs. This, with the spraying, etc., insures relief to those sections the following summer. In the outlying districts, where nothing is done, the infestation is serious, and during the season that the moth is in the wing form flight from these sections causes those towns which happen to lie in the direction in which the wind is blowing additional expense the following year, so that the cost of keeping the town clear of this pest is problematical each year.

ARLINGTON TOWN REPORT


TREE PLANTING.


Last spring two hundred rock maple trees were planted on the highways and equipped with wire guards. Much annoyance is caused by boys of the grammar-school age in pulling on these young trees before the roots are set; also the bending and break- ing of the wire guards. I would respectfully request the teachers in the grammar grades to impress from time to time upon the minds of boys the damage done from such acts of thoughtlessness.


APPROPRIATION.


I would recommend that the sum of $1000 be appropriated for this department for the ensuing year, to be expended in setting out and caring for young trees, also the care, necessary trimming and removal of dead trees on the highways.

The Commissioners of Cemeteries, Soldiers' Monument Fund, Robbins Fund and Samuel C. Bucknam Fund herewith submit their report for the year ending December 31, 1912.


As stated in last year's report, by the appropriation of $5000 made by the Town in November, 1911, for the purpose of laying out and plotting two new sections, the Commissioners have been enabled to provide a sufficient number of small lots to meet the demand for some few years. The demand is and, no doubt, will continue to be for these small lots, viz., three and four graves.


The balance available for this special work January 1, 1912, was $3264.77; amount received from appropriation for Park filling $1703.40, making a total available for this work $4968.77. The amount expended during the year was $4021.73, leaving a balance to finish the work of $946.44.
