The work of collecting statistical matter and facts of interest was prosecuted with diligence, and the Committee, to each of whom had been assigned a special department, rendered gra- tuitously such aid as they could, in search of records, and by way of correspondence, until the completion of the manuscript by the historian, the last of December, 1878, when the com- plete work was submitted to the Committee, accepted, and ordered to be published.
In this connection it is proper to state that the illustrations to be furnished in the history-some fifty in number, compris- ing several steel engravings-were provided by individuals and the societies in town, with the exception of three subjects, which the Committee decided to supply. The cost of these illustrations was not less than $800-an addition to the interest and value of the work, which we think will be appreciated
45
more fully when the history is placed in the hands of the citizens. The work is in press, and will be ready for delivery early in March:
At the town meeting held on the 4th of March, 1878, your Committee reported progress, and announced their selection of Wednesday, June 12th, as a favorable date for the public cele- bration of the 100th anniversary of the town's incorporation. An addition of five gentlemen, Messrs. A. St. John Chambre; H. M. Greene, Jas. P. Ray, Paul B. Clark and Edward A: Rand was made to the Committee to aid in completing and carrying out the plans for the occasion.
We do not feel it necessary to speak at length of the exercis- es of the Centennial Day, though we may be allowed to claim that they were in general of a satisfactory char- acter, successfully carried out, and creditable to the town. We were very ably assisted in our work, by many of the citizens of the town, who showed their interest in the occasion by liberal outlay and decoration not only of private dwellings, but of the public buildings, and various places of business, especially those on Main and Central Streets ; but also in the taste and care with which the trades of the town were represented in the procession-a feature which received universal commendation from all.
The town having, as before stated, made an appropriation of $500 for the expenses of collecting and preparing the town history, we make the following statement of the expenditure of this appropriation :

From the above statement it will be seen that the town has paid no portion of the expenses incurred by the Committee for the Centennial Celebration ; and as a committee, having en- deavored to arrange and carry out our plans in a prudent and economical manner ; and having been materially aided by the co-operation of many of the leading citizens, who have gen-
48
erously contributed from $25 to $50 each, to aid in the work, we respectfully ask the town to make the small appropriation needed to balance the expenses.
We would also recommend the town to provide for the preservation, among the archives of the town, of the various documents, letters and correspondence from many distin- guished invited guests, with such other articles as may be in the hands of the Committee, and have the same placed in custody of the town authorities, as of interest and value in future years, and more especially to those who shall celebrate the next Centennial of the town of Franklin.

REPORT OF THE DIRECTORS OF THE FRANKLIN LIBRARY ASSOCIATION.
From the report of the Librarian for the past year, it ap- pears that the whole number of persons drawing books from the Library during the year was 832, an increase of 96 over that of the year before ; and that the whole number of books drawn during the year, was 16,620, an increase of 3,164 over that of the year before. This increase is considerably larger than that in any previous year since the Library was founded.
During the year, the Library has been kept open an addi- tional evening in the week, and to this no doubt a part of the increase is due.
Besides replacing a large number of old and worn out books, the Directors have added to the Library during the year, 116 volumes of new books, of which number 15 vol- umes were donated to the Library, and 101 volumes were purchased with money from the Dean Fund.
From the annual report of the Treasurer to the Association are taken the following items relating to the appropriation made by the town for defraying the expenses of the Library during the year :
Balance on hand, Feb. 5, 1878, $91 91 Town appropriation, including dog money ($236 87). 336 87 Receipts from sale of catalogues, etc., 46 30
Total, $475 08
Expenses of the Library during the year, 381 23
Balance in the treasury, Feb. 4, 1879, $93 85
There has been a slight increase in the expenses over former years, owing to the opening of the Library the additional evening in the week, but the large increase in the number of books drawn out shows an ample return for the money thus expended.
Notwithstanding the expenses of the Library during the year have somewhat exceeded the appropriation therefor by
50
the town, yet the Directors would recommend only the same appropriation that was made last year, believing that they can keep their expenses within that amount.
By order of the Directors. GEORGE W. WIGGIN, Clerk, Franklin, Feb. 4, 1879.
REPORT OF CHIEF ENGINEER OF THE FIRE DEPARTMENT.
The town has purchased for the use of the Fire Department during the past year, 200 feet of 2 1-2 inch hose. The appar- atus of the Department is all in good working order. The cisterns are all in good repair, and full of water.
During the past year but two fires have occurred. The first was in the house of Samuel Gay on West street, in May last. Engine Company No. 3 was on hand and worked well, extin- guishing the fire. Damage slight, and estimated at $30. On the 29th of January, 1879, an alarm was given, occasioned by fire in tenement dwelling on Alpine street, owned by A. E. Daniels. Engine Company No. 3 reached the spot, but no water was near enough, and the house was entirely destroyed. Loss $1,600. I recommend to the town to provide a suitable place for Engine No. 1, and to raise a company to operate the same.
Respectfully submitted, WM. H. SPEAR. Chief Engineer.
