Jan. 31, 1880. A barrel of waste in F. A. B. King's shop was on fire-extinguished by Engineer Parsons and Conductor Smith of the railroad. Cause. sponta- neous combustion. No loss.


There have been two companies formed the past year : to man engine No. 1. 38 men, and to man the hook and ladder truck, 15 men. The hose carriage should be manned at once with 12 men.


There have been many supplies and repairs to be paid for the past year (see Selectmen's report on fire department). The fire apparatus is now in good working order. I would recommend that the Board of Engineers take an inventory of all the fire apparatus belonging to the Town on the first day of Mav next. Also an appropriation of $1,800 for the ensuing year.

REPORT OF THE DIRECTORS OF THE FRANKLIN LIBRARY ASSOCIATION.


From the annual report of the Librarian, submitted to the Board of Directors on the 2d inst., we select the following items, as of interest to the citizens of the town :


Whole number of different persons that have drawn books. 910 - being an increase of 78 over the number the year pre- vious. Number of books loaned, 17,457-an increase of nearly 900 volumes over the preceding year.


The report of the Treasurer shows the financial operations for the year. The Directors have purchased 214 volumes of new books at an expense of $242 30, which amount has been paid from the income of the Dean Fund - and several volumes have been donated to the Library.


The appropriation by the town, and from other sources, applicable to current expenses for the year, was as follows : Balance on hand, Feb. 4, 1879, $ 93 85 Town appropriation, including dog money ($257 80), 357 80 Receipts from sale of catalogues, fines, etc .. 67 80

The expenses show a slight increase over the previous year, owing to the unusually large number of books that required rebinding-182 volumes-and the purchase of an additional book-case. We do not anticipate for the year to come any unusual expense, and would recommend an appropriation of same amount-$100 - and the dog money for the current year.


When we compare the statistics of the past year with those of five years ago (1874), showing an increase of 300 in the number drawing books, and the number of volumes loaned last year, over 9,000 greater than in 1874-more than doubled -with the fact that over 700 volumes of newand valuable works have been purchased, it will be readily seen that the Library has steadily increased its means of usefulness and in appreciation by the public, at a merely nominal cost to the taxpayers.


We confidently expect this interest, on the part of the read- ing and thinking public, will continue to grow, and that at no distant day more room, and more frequent opportunities of access to the Library will be considered indispensable among the public institutions of our thriving town.

REPORT OF THE COMMITTEE ON THE COMMON.


At the last annual meeting the Town appropriated $250 to be expended in improving the Common, providing the Com- mittee having the improvement in charge should raise an equal amount from the citizens. This work was at once acomplished-citizens, without distinction, cheerfully con- tributing of money and labor.


The improvements for the year consist of grading, making walks and preparing the Common for fertilizing and sowing. A large amount of work was performed on the south-west corner of the Common, where much grading was required. All refuse matter and all large stones have been removed. Ninety-seven and one half (97 1-2) rods of walks ten feet wide have been built. Some of these walks have been dug several feet, and well filled in with stones. The work has been done as well and as thoroughly as the means at the dis- posal of the Committee would allow, and it is felt that a very great and needed improvement has been made.

WARRANT


FOR ANNUAL MARCH MEETING. MARCH 1. 1880.


To either of the Constables of the Town of Franklin. GREETING :


You are hereby required in the name of the Commonwealth of Massachu- setts, to notify and warn the qualified voters of the Town of Franklin to as- semble in their Town Hall on Monday, the first day of March next, at nine o'clock in the forenoon, then and there to aet on the following articles. viz :


ART. 1. To choose a Moderator to preside over said meeting.


ART. 2. To hear a report of the settlement with Treasurer, and act thereon.


ART. 3. To hear a report of the settlement with Collector of Taxes, and act thereon.


ART. 4. To see if the Town will abate any taxes in the hands of either Collector that cannot be collected, or do anything relating thereto.


ART. 5. To choose by ballot for the term of one year, a Town Clerk. a Town Treasurer, Collector of Taxes, Auditor, Selection, Overseers of the Poor, Assessors, Constables, Fence Viewers, and one School Committee to serve for three years, and all other necessary town officers.


ART. 6. To see what sin or sunis of money the Town will raise the en- suing year, viz : For the payment of any portion of the town debt. For the payment of interest on the same. For soldiers' aid (art 1879). For the sup- port of schools and miscellaneous expenses connected therewith; and the repair of school houses. For the support of the poor. For repair of roads. bridges and sidewalks. For removal of suow. For payment of town officers. For abatement and collection of taxes. For compensation of engineers and members of five companies, and payment of miscellaneous expenses of fire de- partment. For miscellaneous town expenses. For expense of lighting streets. For printing and stationery. For aid to the Franklin Library Asso- ciation. For building cisterns, and any other necessary town charge arising during the ensuing year.


ART. 7. To see ifthe Town will authorize their Treasurer to borrow money in anticipation of the collection of taxes and give notes of the Town therefor, under the direction of the Selectmnou.


ART. 8. To see in what way and manner the Town will collect their taxes the ensuing year, or do anything relating thereto.


ART. 9. To see in what way and manner the Town will repair their roads, bridges and sidewalks the ensuing year, or do anything relating thereto.


ART. 10. To hear report of Engineers of Fire Department, and to see what compensation the Town will pay the engineer, and members of fire com- panies the ensuing year.


ART. 11. To see what action the Town will take in relation to a pound.


ART. 12. To hear a report from the Selectmen in regard to guide-boards.


ART. 13. To see if the Town will grant the use of the Town Hall to the Division of the Sons of Temperance for the ensuing year.


ART. 14. To vote the names of a suitable number of persons into the jury box.


ART. 15. To see if the Town will restrain neat cattle. horses, mules and wine from running at large the ensuing year.


ART. 16. To see what the Town will do in relation to lighting the street> the ensuing year.


ART. 17. To see what disposition the Town will make of the legacy received from the estate of the late Lucretia Pond of Petersham, Mass .. or de anything relating thereto.


ART. 18. To see what the Town will do in relation to sidewalks for the ensuing year.


ART. 19. To hear a report from the Committee on the Improvement of the Common, and do anything relating thereto.


ART. 20. To see if the Town will widen the roadway between the resi- dence of S. T. Capron and the residence of Wm. E. Nason.


ART. 21. To see if the Town will accept of Nason street (so called) for a townway as laid out by the heirs of the estate of George W. Napon. run- ning from Union street to West street by the school house.


ART. 22. To see if the Town will accept of Wachusett street (so called)

for a townway as laid out by Aaron H. Morse and others, running from Cot- tage street to King street.


ART. 23. To see if the Town will accept of Queen street (so called) for a townway as laid ont by Henry M. Greene, running out of Crescent street to land of the heirs of the estate of Jeremiah Claflin.


ART. 24. To see if the Town will accept of an extension of Cottage street for a townway as laid ont by Henry M. Greene and Aaron H. Morse. running from Union street westerly to large house.


ART. 25. To see if the Town will appropriate the sun of fifty dollars for the purposes of Decoration Day (so called). or do anything relating thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk, on or before the time of said Meeting.
