Warrant for the Annual Town Meeting, March 2, 1891.


NORFOLK, SS.


To cither of the Constables of the Town of Franklin, GREETING :


You are hereby required, in the name of the Commonwealth of Massachusetts, to notify and warn the qualified voters of the town of Franklin, to assemble in their Town Hall. on Mon- day, the second day of March, A. D. 1891, at eight o'clock in the forenoon, then and there to act on the following articles, viz :


ARTICLE 1.


To choose by ballot a Moderator to preside over said meet- ing.


ARTICLE 2.


To vote by ballot, "Yes" or "No," in answer to the ques- tion, "Shall license be granted for the sale of intoxicating liquors in this town?"


ARTICLE 3.


To choose by ballot the following named town officers for the term of one year, viz : Three Selectmen, a Town Treas- urer, a Town Clerk, an Auditor, three Assessors of Taxes, three Overseers of the Poor, a Collector of Taxes, three Con- stables, three members of the Board of Health, and two School Committee for three years.


ARTICLE 4.


To choose all other necessary town officers for the year ensuing.

ARTICLE 5.


To see in what way and manner the town will collect its taxes the current year.


ARTICLE 6.


To hear a report of the town officers and act thereon.


ARTICLE 7.


To see what action the town will take relative to a pound.


ARTICLE 8.


To vote a suitable number of names of persons into the jury box for the year ensuing.


ARTICLE 9.


To see if the town will authorize the Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes for the current year.


ARTICLE 10.


To see if the town will instruct the Selectmen to suppress the illegal sale of intoxicating liquors in the town for the cur- rent year.


ARTICLE 11.


To see if the town will grant the use of the Town Hall to the Sons of Temperance the current year.


ARTICLE 12.


To see what sums of money the town will raise and appro- priate for the the repairs of roads, bridges, and sidewalks ; for the support of schools, repairs of school buildings, school books and supplies, and miscellaneous school expenses ; for the support of the poor ; for the support of the fire depart- ment ; for water supply ; payment of town officers ; payment of interest ;. abatement and collection of taxes ; street lights ; printing and stationery ; suppression of illegal liquor traffic ; payment of police ; State and military aid ; support of the library of the Franklin Library Association ; decoration of soldiers' graves ; and miscellaneous town expenses.

ARTICLE 13.


To see if the town will accept the provisions of Chapter 431 of the Acts of 1888, relating to the employment of a Superin- tendent of Schools, and appropriate money therefor.


ARTICLE 14.


To hear the report of the Committee appointed at the last annual town meeting under Article 21 of the warrant calling said meeting, and act or do anything relating thereto.


ARTICLE 15.


To see if the town will accept the laying out of a town way from Union street to West street, over what is known as Nason street, as laid out by the Selectmen.


ARTICLE 16.


To see if the town will accept the laying out of a town way from Dean street to Pleasant street near the Williams gravel pit, as reported by the Selectmen.


ARTICLE 17.


To see if the town will accept the laying out of a town way from Cottage street westerly over what is known as Cottage street extension, as reported by the Selectmen.


ARTICLE 18.


To see if tlie town will accept the laying out of a town way from Union street to Wachusett street, as reported by the Selectmen.


ARTICLE 19.


To see if the town will accept the laying out of a town way northerly from Arlington street to the way mentioned in Arti- cle 18, as reported by the Selectmen.


ARTICLE 20.


To see if the town will accept the laying out of a town way from the westerly end of Cottage street extension to Washing- ton street, as reported by the Selectmen.

ARTICLE 21.


To see if the town will raise and appropriate any money for the building of the aforesaid ways, or do anything relating thereto.


ARTICLE 22.


To see if the town will appropriate any and what sums of money to construct concrete sidewalks in town, or do any- thing relating thereto.


ARTICLE 23.


To see if the town will appropriate any money to repair the fence around the Town Hall lot, or do anything relating there to.


ARTICLE 24.


To see if the town will accept the widening of Depot street, as reported by the Selectmen, and appropriate money therefor.


The polls will be opened at eight o'clock a. m., and may be closed at twelve o'clock, noon.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, on or before the hour of said meeting.

Report of Town Clerk,


TOWN CLERK'S OFFICE, Franklin, February, 1891.


The attention of parents and others is called to the sub- joined report of Vital Statistics. Owing to lack of conform- ity to the law requiring returns to be made by parents, next of kin or householders, said vital statistics are obtained by the Town Clerk from the best information obtainable, and that often inaccurate.


The importance of accurate registration cannot be over-es- timated. The decision of questions of legitimacy, of legal settlement in towns, and other contested points, may often depend upon the facts registered.


Especially is this true in authenticating the claims of sol- diers or their families upon the government, and in securing the identification of their wives or relatives.


A few cases of hardship in this respect have come to my knowledge within the past year, and in each case the absence of facts desired was due to fault of parties themselves and not to lack of duty of former town clerks.


The Town Clerk would therefore call special attention to the Vital Statistics, and if errors are discovered would be pleased to correct the same.


All blanks necessary for making returns can be obtained of Town Clerk free.
