Auditor's Report.


I have examined the books, accounts and vouchers of the various officers of the town, and find them correct according to the foregoing detailed statement.

Report of Public Library.


To the inhabitants of the town :


The library was removed to its new apartment in May and this removal made it necessary to call in the books on that month instead of August as usual. Several hundred volumes of worn-out books of the lighter class of literature were thrown out and another class of more valuable books have been replaced by new volumes.


Certain conditions make it necessary to rearrange the books and issue a new catalogue. 1. We have several sup- plements that should be incorporated into the catalogue. 2. The numbers of old books rejected are still on the cata- logue and should be stricken out. 3. Re-arrangement and re-marking the books will make the library more compact and increase shelf room. This improvement, including cost of new catalogue, can be accomplished for from one hundred and fifty to two hundred dollars.


The library has been regularly opened during the year. Number of different persons who have taken out books during the year, 549 ; number of books drawn, 9642.


The librarian has collected fines to the amount of $21.30 ; for catalogues and cards. $16.40 : total, $37.70.


Number of volumes covered, 668 : cost of covering, $13.36. Two volumes were not accounted for at the annual examination of the library in May.


The library has received by donations : Educational Re- ports, 2 vols. : Agricultural Statistics. 2 vols. : Consular Re- ports, 3 vols. ; Report of State Board of Health ; Report of Interstate Commerce Commissioners ; Report of State Li- brarian : Report of Watertown Public Library : Report of Opening Library of University of Pennsylvania ; Report of Boston Dental College ; The Chocolate Plant ; and Manual of General Court of Massachusetts. Expense of taking care of library, $799.96.

Selectmen's Report,


The Selectmen present the following report :


After the Annual March meeting, the Selectmen met and elected George W. Wiggin chairman and Nelson E. Newell clerk. We have pursued the same general policy in repairs of roads as has been followed in previous years ; and the fol- lowing is a brief summary of the work done by the Surveyor of Highways, acting under our general direction.

Warrant for the Annual Town Meeting, March 7, 1892.


NORFOLK, SS.


To either of the Constables of the Town of Franklin. GREETING :


You are hereby required, in the name of the Common- wealth of Massachusetts, to notify and warn the qualified voters of the town of Franklin, to assemble in their Town Hall, on Monday, the seventh day of March, A. D. 1892, at eight o'clock in the forenoon, then and there to act on the following articles, viz. :


ARTICLE 1.


To choose by ballot a Moderator to preside over said meeting.


ARTICLE 2.


To vote by ballot. "Yes" or "No," in answer to the ques- tion. "Shall license be granted for the sale of intoxicating liq- uors in this town ?"


ARTICLE 3.


To choose by ballot the following named town officers for the term of one year, viz. : Three Selectmen. a Town Treas. urer, a Town Clerk. an Auditor, three Assessors of Taxes. three Overseers of the Poor ; a Collector of Taxes : three Con- stables, three members of the Board of Health. and two School Committee for three years.


ARTICLE 4.


To choose all other necessary town officers for the year ensuing.

To see in what way and manner the town will collect its taxes the current year.

To hear a report of the town officers and act thereon.

ARTICLE 12.


To see if the town will vote to require the School Com- mittee to employ annually a Superintendent of Schools, or, with other town or towns form a district for the purpose of employing a Superintendent of Public Schools, and appropri- ate money therefor ; or act or do anything therein.


ARTICLE 13.


To see if the town will appropriate any and what sums of money to construct concrete sidewalks in town, or do any- thing relating thereto.


ARTICLE 14.


To see if the town will appropriate any money to repair the fence around the Town Hall lot, or do anything relating thereto.


ARTICLE 15.


To see if the town will vote to heat the Almshouse by steam or other method than that now used ; and act or do any- thing therewith and make an appropriation therefor.


ARTICLE 16.


To see if the town will vote to purchase the franchise. corporate property, and all rights and privileges, of the Franklin Water Company, in accordance with the provisions of Chapter 182 of the Acts of 1883 ; or act or do anything relating thereto.


ARTICLE 17.


To see what action the town will take toward putting in- candescent lights on Washington Street as far as Miller's Hill, so called ; or do anything relating thereto.


ARTICLE 18.


To see if the town will accept the proposition of Dr. W. H. Baker to deposit with the town fifty dollars, to be held by

the town and invested, and the income appropriated to keeping the Abijah Baker lot in the cemetery in order in perpetuity : or do anything relating thereto.


ARTICLE 19.


To see if the town will take any and what action in rela- tion to extending the water supply to Unionville : or do any- thing relating thereto.


ARTICLE 20.


To see if the town will take any and what action in rela- tion to adopting a system of sewerage for the whole or any part of its territory ; or do anything relating thereto.


ARTICLE 21.


To see if the town will take any and what action in rela- tion to improving its public parks.

Report of Town Clerk.


FRANKLIN, February, 1892.


I am pleased to report that the records of births, mar- riages and deaths of Franklin received favorable mention from the Department of Secretary of State on account of their com- pleteness, fullness and accuracy.


Much of the credit is due to the promptness and accuracy of returns made by the physicians and undertakers, which I would acknowledge.


I have. under the direction of the Selectmen, prepared a Street Book, which is a compilation from the records of every action of the town since its incorporation, in relation to its highways, whether location. re-location or discontinuance. This I believe will be of great value not only for present but for future use.


I would recommend that the births. marriages and deaths be re-indexed, as the present indexes are inaccurate and incom- plete.


The safe used by the town clerk is. in the opinion of those competent to judge. not fire-proof. As therecords of the town. in case of loss. cannot be replaced. I would earnestly recom- mend the provision of a suitable fire-proof safe for the better security of the records.
