REPORT OF BUILDING COMMITTEE OF HIGH SCHOOL.
TO THE TOWN OF FRANKLIN :
Your committee commenced their labors after the special town meeting of May 2, 1891, which was called to fill two vacancies on the committee for the construction of a High School building from plans furnished by Mr. West and approved by vote of the town at the previous March meeting, and had made some progress when a special town meeting was called on July 6th, when it was voted to substitute and adopt the plan furnished by Mr. S. S. Woodcock, which called for a larger and more elaborate building.
After some necessary delay and considerable additional expense your committee proceeded with the erection of the

present building, which we think will bear favorable compari- son-as to cost, convenience and ornament to the town-with any other building of its class in this section.
Following the recommendation of the former committee, we adopted the Smead system for heating, ventilating and sanitary. Although this system, like all others of its class, is expensive, we are happy to state that it fills all the require- ments promised for it and stands the tests required by the laws of this State.
It was not originally intended to finish the third floor or hall at this time, but your committee thought it advisable to do all they could to make the building complete without exceed- ing the appropriations, so the masonry and wood-work were completed. With the exception of the doors on one side, all that remains to be done is the painting to complete this floor, which will give a large, sunny room, adapted to any purpose connected with the school.
We cannot close this report without extending our thanks to Mr. G. H. Grant, who superintended the construction, for the courteous manner in which he has aided your committee in their work.

BOARD OF HEALTH REPORT.
TO THE TOWN OF FRANKLIN :
Your Board of Health herewith present their report for the year ending January 31, 1893.
Messrs. R. L. McPherson, H. Bemis and J. B. Fitzpat- rick were duly licensed as undertakers. H. E. Ruggles, Esq., your Town Clerk, was authorized to sign permits for burial and removal of human bodies.
We have had several complaints of neglected cesspools. etc., but have found the owners or tenants ready and willing to abate all nuisances of this kind when the remedy was made plain to them.
We would urge all householders and occupants of stables to see to it that all refuse matter be removed and safely dis- posed of early in the Spring, and as often as need be, that we may keep our town in the healthy condition as at the present time.
