REPORT OF THE FRANKLIN LIBRARY ASSOCIATION.
The Directors of the Franklin Library Association offer the following report :
There has been no change in the management or officers of the Association the past year. The Library and reading room have been open for the use of the citizens and young people of the town during the year daily from 2 to 5 : 30, and from 6 :30 to 9 P. M., excepting in August, when it was open Saturday evenings. The Librarian reports that the number of persons drawing books for home reading was 594 and the number of books taken out was 10,476 ; also that the reading room, which is furnished with several daily and weekly papers and the current magazines. has been very well pat- ronized, especially by the young people.
From the income of the Dean fund there have been added to the circulation 59 books, and also several books of reference purchased. Including the highly appreciated gift by the Rev. Wm. M. Thayer of 114 volumes from his private collection, friends of the Library have donated 143 volumes.
The amount appropriated by the town has been used in the expenses for the support of the Library and reading room. That the citizens may continue to receive these bene- fits we would respectfully ask that the town at its annual meeting appropriate the sum of $700 to defray the expenses the of current year.
One of the eminent Librarians of the State, in a public address in Boston, a few months since, referred to the Frank- lin Library as the first Public Library in the United States. In view of this fact, the fame of Benjamin Franklin, the original patron of our Library, the generous interest of past citizens, the example furnished in the provision made for Public Libraries in other towns of our State, can we not

reasonably hope that in the near future some son of our town, by birth or adoption, may gladly furnish for our Public Library a permanent building that will be an architectural adornment to our streets and a monument to the thoughtful generosity of the donor?

WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 7, 1898.
COMMONWEALTH OF MASSACHUSETTS.
NORFOLK SS.
To either of the Constables of the Town of Franklin, GREETING.
You are hereby required, in the name of the Common- wealth of Massachusetts, to notify and warn the qualified voters of the Town of Franklin to assemble in their Town Hall, on Monday, the "7th day of March, A. D.º 1898, at seven o'clock in the forenoon, then and there to act on the following articles, viz. :-
ARTICLE 1. To choose by ballot a moderator to preside over said meeting.
ARTICLE 2. To choose by ballot the following town officers for the year ensuing, viz. :- Three Selectmen, a Town Treasurer, a Town Clerk, an Auditor, three Assessors of Taxes, three Overseers of the Poor, a Collector of Taxes, a member of the Board of Health for three years, one School Committee for three years, and three Constables, all to be voted for upon one ballot ; also upon the same ballot to vote upon the question : " Shall license be granted for the sale of intoxicating liquors in this town?"
ARTICLE 3. To choose all other necessary town officers for the year ensuing.
ARTICLE 4. To see in what way and manner the town will collect its taxes the current year.

ARTICLE 5. To hear a report of the town officers and act thereon.
ARTICLE 6. To see what action the town will take in relation to a pound.
ARTICLE 7. To vote a suitable number of names of persons into the jury box for the year ensuing.
ARTICLE 8. To see if the town will authorize the Treasurer, under the direction of the Selectmen, to borrow such sums of money in anticipation of taxes for the current year as may be necessary to meet the current expenses.
ARTICLE 9. To see if the town will instruct the Select- men to suppress the illegal sale of intoxicating liquors in town for the current year.
ARTICLE 10. To see what sums of money the town will raise and appropriate for the repairs of roads, bridges and sidewalks ; for the support of schools, including the salary of a Superintendent and the transportation of scholars ; for re- pairing school houses, for school books, supplies and miscel- laneous school expenses ; for the support of the poor ; for the support of the Fire Department; for water supply ; for street lights ; for the payment of the town debt and interest ; for the payment of town officers ; for the abatement and col- lection of taxes; for printing and stationery ; the sup- pression of illegal liquor traffic ; for payment of police ; for State and military aid; for support of the Library of the Franklin Library Association; for the decoration of the soldiers' graves ; for soldiers' aid; and for miscellaneous town expenses.
ARTICLE 11. To see if the town will appropriate any and what sums of money to construct concrete sidewalks in town, or do anything relating thereto:
ARTICLE 12. To see if the town will erect and main- tain an incandescent light on Union street, near the entrance to the cemetery.
ARTICLE 13. To see if the town will erect and main- tain an incandescent electric light on Central street, near the

residence of Nelson Corbin.
ARTICLE 14. To hear a report on guide boards from the Selectmen, and act thereon.
ARTICLE 15. To see if the town, under the authority of Section 9, of Chapter 182, of the acts of 1883, will vote to purchase the franchise and property of the Franklin Water Company, or appoint a committee to take into con- sideration the same, or take any action in relation thereto.
ARTICLE 16 .- To see if the town will accept Fales street, so called, as a public highway, as laid out by the Selectmen, or do anything relating thereto.
ARTICLE 17. To hear a report of the Selectmen on Nason street railroad crossing, and act thereon.
ARTICLE 18. To see if the town will reimburse Owen Shields for a fine paid to Samuel Warner, or do anything relating thereto.
ARTICLE 19. To see if the town will vote to buy the piece of land at the foot of the Common of Mrs. Newell Willett, or do anything relating thereto.
ARTICLE 20. To see if the town will authorize the School Committee to employ a Secretary at a salary not to exceed $50.
ARTICLE 21. To see if the town will authorize the placing of an arc street light on Emmons street.
ARTICLE 22. To see if the town will vote to raise and appropriate five hundred dollars (500), to be expended on the town cemetery, under the direction of the Selectmen, or do anything relating thereto.
ARTICLE 23. To see if the town will put a fire alarm box near Almon Sanborn's on Maple street, and appropriate money therefor, or do anything relating thereto.
ARTICLE 24. To see if the town will take any and what action in relation to lighting Pleasant street from the northerly end of Alpine street to the Norfolk town line.
ARTICLE 25. To see what rate of interest the town will fix to be charged on taxes after December 1st next.

ARTICLE 26. To see if the town will erect and main- tain an arc electric light on Union street, between the resi- dences of Dennis Sheahan and John Kennedy, at the corner of a cross street, which runs from Union to Washington street.
ARTICLE 27. To see if the town will vote to adopt a seal, or do anything relating thereto.
ARTICLE 28. To see if the town will vote to require the School Committee to employ a Superintendent of Schools, or . do anything relating thereto.
The polis may be opened at seven o'clock A. M., and may be closed at eleven o'clock A. M.
Hereof, fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, on or before the hour of said meeting.
