We have raised, repaired inside and outside, the engine house on Emmons street ; also repaired engine house at Unionville.


We recommend twenty-five hundred dollars for the sup- port of the fire department.


We also recommend three hundred dollars for forest fires as a separate appropriation from the fire department, as we have nothing to do with that department, it being a depart- ment by itself.

We would recommend the sum of $5,000 for the coming year.


The calls during the past year have been very num- erons, especially from women and children. The law relating to the custody of children forbids that they shall be cared for at the almshouse, hence it was necessary to aid them outside.


In regard to the management of the Town Farm, we would say that under the supervision of Mr. and Mrs. Stone, the work. both inside and out, has been very satisfactorily carried out. Much interest has been shown by the supervis- ers, and the result of their endeavors can be seen by the re- port of the State Board of Health, a part of which we append herewith.


" Many repairs are needed. such as painting, papering, etc. The bath room in the basement is condemned, and ordered placed in the main part of the house." The barn and other out-buildings need shingling, and the sanitary arrange- ments should be improved. We would say the windmill has been painted, and new floors have been laid in part of the house and more are needed. The barn is well-filled with hay and the silo contains about thirty tons of ensilage.


We would recommend for the repairs above the sum of $1.000.

REPORT OF BOARD HEALTH


FRANKLIN, MASS., February 12, 1899.


TO THE CITIZENS OF THE TOWN OF FRANKLIN :


The Board of Health, in presenting its report for the year, takes pleasure in saying that while the severe weather of the present winter has caused a considerable number of deaths, the health of the people of Franklin for the entire year has been above that of some preceding years. Malarial dis-

eases have been frequent. but there has been some diminution in the number and severity of cases. It is a satisfaction to be able to report that no case of scarlet fever or diphtheria has been reported to the Board the past year. An epidemic of measles has been, and is now, prevailing. Twelve cases have been reported to this Board, and there are other cases which have not been reported. No case of whooping cough or of small pox has been reported. There have been. however, four cases of typhoid fever. Attention is called to this fact, this disease being one due to defilement of water by drainage from sources of animal filth. human excrement. etc. The number of cess-pools now existing and the lack of sewerage are a constant menace to the health and life of the people of this town. If sewerage is not provided. the time is not far distant when this disease will become far more common in Franklin than it is at present.


Not many complaints have been made to this Board the past year. In all cases in which proper complaints have been made, the Board has made suitable investigation. and the evil complained of has been removed or remedied.


The remaining members of the Board of Health regret very much the resignation. on account of a contemplated removal from town, of their fellow member for the past two years, Mr. William H. Colby. Mr. Colby has been a useful and respected member of the Board.


This Board has issued two licenses to undertakers and two butchers' licenses during the year.

I have sworn out 11 search warrants and made seizure in two cases. In one the liquor was forfeited to the state. The other places I did not get anything but hop beer. A number of places have been reported and an investigation made, but nothing found. The express companies have done quite a business, and I do not have a very good show to convict them of illegalities.

REPORT OF THE FRANKLIN LIBRARY ASSOCIATION.


The Directors of the Franklin Library Association present the following report for the year ending Feb. 1, 1899 :


The hours for public use of the Library and reading-room are from 2 to 5 : 30 and from 6: 30 to 9 P. M. on week days, except legal holidays ; during August, the Library is opened only on Saturday evenings.


The number of persons drawing books for home use was 579 ; the number of books taken out was 9,453. There have been 124 new books purchased ; 54 bound volumes have been donated by friends, and 24 volumes of Public Documents and Reports have been received.


A new supplement has been issued containing the books added to the Library since 1895.


Some shelves open to the public have been put up, so that anyone can consult the principal works of reference with- out application to the Librarian.


It is a significant fact that the reading-room has an increasing patronage, especially among the young ; and in order to defray the necessary expenses of the Library, we respectfully ask the town to appropriate the sum of $700 for the ensuing year.

Since the last annual meeting of the Franklin Library Association, three prominent members have been removed by death, Rev. Wm. M. Thayer. Mr. James M. Freeman and Hon. Wm. F. Ray. Mr. Freeman was one of the eight charter members, and served on the first board of Directors in 1872. Mr. Ray become one of the Directors in 1879. Mr. Thayer served continuously on the Board of Directors from 1873 to the time of his death. Himself a maker of books, he had that love for good literature which made him give his time. his labor and hundreds of books for the public use. His inter. est in the Library was unfailing, and we feel that the canse has lost an unselfish, faithful and beneficent friend.
