I submit herewith my report of an audit of the books and accounts of the Town of Hamilton for the fiscal year ending December 31, 1925, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this Division.

Sir :-
As directed by you, I have made an audit of the books and accounts of the Town of Hamilton for the fiscal year ending December 31. 1925, and submit the following report thereon :-
The financial transactions of the town as recorded on the books of the several departments collecting or disbursing money for the town, or committing bills for collection, were examined and reconciled with the books in the accountant's office.
The books and accounts in the Town Accountant's office were examined and checked in detail. The recorded receipts were checked with the reports of the several dpartments making pay- ments to the treasurer and with the treasurer's books; and the payments were checked with the warrants authorizing them and with the approved bills and pay rolls on file.
The ledger accounts were analyzed, the appropriation accounts were checked with the Town Clerk's records of appropriations voted by the town, the ledger postings were verified, a trial bal- ance was taken off, and a balance sheet, which is appended to this report. was prepared showing the financial condition of the town December 31, 1925.
The books and accounts of the Town Treasurer were ex- amined and checked in detail. The recorded receipts were com- pared with the records in the several departments collecting money for the town and with the other sources from which money was paid into the town treasury. The disbursements were checked with the warrants authorizing the Treasurer to disburse town funds and with the Accountant's records.
The cash book was footed throughout for the period covered

by the audit, and the cash balance was verified by a reconciliation of the bank accounts with a statement furnished by the bank.
The savings bank books representing the investments of the several trust funds were personally examined and verified.
Appended to this report are tables showing a reconciliation of the Treasurer's cash and the summaries of the trust fund transactions.
The books and accounts of the Tax Collector were examined. The recorded receipts were checked to the commitment books, and the payments to the Treasurer were verifid by a comparison with the Treasurer's books. The abatements were compared with the Assessor's records of abatements granted, and the outstanding accounts were listed and reconciled with the Accountant's books.
The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received I am satisfied that the accounts as listed are correct.
Tables showing summaries of the tax and assessment accounts are appended to this report.
The Town Clerk's records of receipts from hunting and fishing and from dog licenses issued for the State and the county, re- spectively, were checked, and payments to the State and the county were verified by the receipts on file.
The surety bonds of the Treasurer, the Tax Collector and the Town Clerk were examined and found to be in proper form.
In addition to the departments and accounts mentioned, the records of all other departments collecting money for the town were examined and verified.
For the co-operation received and the assistance rendered dur- ing the process of the audit I wish to express my appreciation.

REPORT OF FIRE ENGINEERS
January 1, 1926.
To the Honorable Board of Selectmen:
Gentlemen: The following is the eleventh annual report of the Fire Department for the year ending December 31, 1925.
Apparatus and equipment can now be classed as being in good condition. We have on hand over 2000 feet of 21/2-inch hose, with other equipment sufficient for the present needs of the department. During the past year all coupling threads have been cut to National Standard, under supervision of a representa- tive of the Massachusetts Department of Public Safety, Division of Fire Prevention.
There has been constructed one cistern, located at the corner of Union and Hamilton Streets, which gives protection to property within a radius of 2000 feet. We recommend the construction of at least two cisterns each year.
The department has responded to 15 still and 18 bell alarms during the year, appended report of which follows.

REPORT OF COMMITTEE TO CONSIDER THE QUESTION OF WATER FOR FIRE PROTECTION
February 1, 1926.
Your committee to consider the question of water for fire protection met and organized July 15, 1925; the committee held five meetings during the year. After discussion and preliminary investigation, the services of Weston and Sampson, Consulting Engineers, of Boston, Mass., were obtained to submit a plan of water protection for South Hamilton. This report was received by your committee, and after thorough discussion, the following conclusions were arrived at : that it would not be wise for the town to adopt the plan, on account of the excessive cost of install- ation, maintenance and operation.
The committee discussed a proposal for the installation of a series of cisterns, of 15,000-gallon capacity, for the storage of water for fire protection, to be distributed at different points in the town; location of said cisterns to be set by the Board of Selectmen and Board of Engineers of the Fire Department, jointly. On regular motion being made, it was voted: that the committee recommend the construction of such cisterns, at the rate of not more than two per year.
