REPORT OF THE TOWN CLERK


To the Citizens of the Town of Hamilton:


GREETINGS :


The following is a record of the business of the Town Clerk's office for the year 1935.


REPORT OF SPECIAL TOWN MEETING


OF THE TOWN OF HAMILTON


HELD JANUARY 8, 1935


After declaring a quorum present the meeting was called to order at eight o'clock (8) p. m. by the Moderator, Oliver Wolcott.


The Moderator led the meeting in the Lord's Prayer.


ARTICLE 1.


"To see if the town will vote to raise and appropriate the sum of $6000.00 to be expended for work to be done on the highways, the cemetery, the parks or for fire protection and for materials and implements, to provide work for the needy unemployed of the town, or take any action thereon."


After declaring there must have been an error on the article as read by Mr. Wolcott, it was moved by Mr. W. W. Bancroft and seconded: That the Town appropriate and raise the sum of $7500.00 to be expended on the highways, cemetery, parks, for fire protection and for material and implements, for the purpose of providing work for the needy unemployed, work to be done under the direction of the Selectmen, who shall have authority to apportion, supervise and expend said $7500.00, and further

that the present unemployment committee be requested to co- operate with the Selectmen in determining to whom work shall be given.


Moved by Mr. James Chisholm and seconded: That the fore- going motion be amended to read that the unemployment com- mittee be directed by the Town to increase the number of days for those in need from two days to three days per week.


Voice vote on amendment. Amendment lost. Voice vote on motion. Motion unanimously carried.


ARTICLE 2.


"To see if the town will vote to raise and appropriate the sum of $583.87, being the balance due in payment of the installation of the water system at South Hamilton or take any action thereon."


Moved by Mr. W. W. Bancroft and seconded: That the Town appropriate and raise the sum of $583.87 to be expended in pay- ing the balance due the Boston and Maine Railroad in payment of the installation of the water system at South Hamilton.


Voice vote. Motion unanimously carried.


ARTICLE 3.


"To see if the town will raise and appropriate the sum of $150.00 to pay for the census to be taken of the inhabitants of the town in compliance with the requirements of Section 7, Chapter 9 of the General Laws, Tercentenary edition, and amendments thereto or take any action thereon."


Moved by Mr. W. W. Bancroft and seconded : That the Town appropriate and raise the sum of $150.00 to pay for the census to be taken of the inhabitants of the Town in compliance with

$8,400.00 be appropriated for street lighting for the current year, and that the selectmen be directed to appoint a committee of five to investigate the desirability of the Town of Hamilton taking over the distribution system and buying current at wholesale or building a municipal plant, said committee to report to the Board of Selectmen, and their report be published in the next annual town report unless previous action has been taken.


Voice vote. Motion unanimously carried.


Proceeded to vote on appropriation of $41,950.00 for Schools as "Passed."


Moved by Mr. James Conway and seconded : That the sum of $41,950.00 be appropriated for Schools including the dog tax.


Voice vote. Motion carried.


Proceeded to vote on appropriation of $7,000.00 for Reserve Fund as "Passed."


Moved by Mr. W. W. Bancroft and seconded: That the town raise and appropriate the sum of $7,000.00 for the Reserve Fund, said sum to be taken and transferred from the Overlay Reserve Fund.

ARTICLE 5.


"To see if the Town will vote to raise and appropriate the sum of Fifteen Thousand Dollars ($15,000.00) to be expended for work to be done on the highways, the cemetery, the parks or for fire protection and for materials and implements, to provide work for the needy unemployed of the Town, or take any action thereon."

appropriate and raise the sum of $15,000.00 to be expended on the highways, cemetery, parks, for fire protection and for material and implements, for the purpose of providing work for the needy unemployed, work to be done under the direction of the Select- men, who shall have authority to apportion, supervise and expend said $15,000.00, and further that the present unemployment com- mittee be requested to co-operate with the Selectmen in determin- ing to whom work shall be given.

ARTICLE 6.


"To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) to purchase a piece of fire apparatus to take the place of the Model T Ford Chemical now in use by the Fire Department or take any action thereon."


Moved by Mr. W. W. Bancroft and seconded: That the town raise and appropriate the sum of $2,000.00 to purchase a piece of fire apparatus to take the place of the Model T. Ford Chemical now in use by the Fire Department, and further to sell chemical, said purchase and sale to be done by the Board of Fire Engineers with the approval of the Selectmen.

ARTICLE 7.


"To see if the Town will vote to continue the building of perma- nent highway on Highland Street, said highway to be built jointly by State, County and Town and to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) for the Town's share of the cost of above work."

Moved by Mr. W. W. Bancroft and seconded: That the Town continue the building of permanent highway on Highland Street, said highway to be built jointly by the state, county and town, and raise and appropriate the sum of $5,000.00 for the Town's share of said work.

ARTICLE 8.


"To see if the Town will vote to appropriate the sum of $5,239.80 from the Overlay Reserve Fund to cover the following overdraft :


Revenue Deficit 1934 $5,239.80"


Moved by Mr. W. W. Bancroft and seconded: That the town raise and appropriate from the tax levy of the present year the sum of $5,239.80 to cover the overdraft on Revenue Deficit 1934. Voice vote. Motion unanimously carried.


ARTICLE 9.


"To see if the Town will vote to recommend that the Board of Health make provision for the collection of garbage and rubbish in that part of the Town beginning at Miles River Station on Bridge Street and continuing to Essex Street, and along Essex Street to that section known as Hamilton Four Corners (this is to also include School Street, Knowlton Street, Prospect Street, and Appleton Avenue) or take any action thereon, as petitioned for by Nellie C. Knowlton and others."

TOWN CLERK'S REPORT


beginning at Miles River Station on Bridge Street and continuing to Essex Street, and along Essex Street to that section known as Hamilton Four Corners (this is to also include School Street, Knowlton Street, Prospect Street, and Appleton Avenue) and that any person engaged or employed in the performance of this work, must be residents of the Town of Hamilton, and such employee to be paid at the rate of not less than fifty cents (50c) per hour by the person obtaining the contract.

ARTICLE 10.


"To see if the Town will vote to raise and appropriate a sum of money to oil the surface of Linden Street Extension so-called beginning at Union Street and continuing along the road as far as Lois Street, or take any action thereon as petitioned for by LeRoy G. Thayer and others."


Moved by Mr. W. W. Bancroft and seconded: That the Town recommend to the Surveyor of Highways that he oil the surface of Linden Street Extension so-called beginning at Union Street and continuing along as far as Lois Street payment for the same to be made from the regular highway appropriation.

ARTICLE 11.


"To see if the Town will vote to regrade, drain and oil Lincoln Avenue and to raise and appropriate a sum of money for same, work to be done under supervision of the Surveyor of Highways as petitioned for by Malcolm P. Brown and others."
