ANNUAL TOWN MEETING.


ESSEX, ss.


To SAMUEL HARDING, Constable of the Town of Lynnfield, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify the inhabitants of the Town of Lynnfield, qualified to vote in town affairs, to meet at the TOWN HALL, in said town, on MONDAY, the seventh day of April next, at 12 o'clock M., to act on the following articles, namely :


ART. 1. To choose a Moderator.


ART. 2. To choose all necessary Town Officers.


ART. 3. To hear the report of Town Officers, and act thereon.


ART. 4. To raise money for Town expenses the cur- rent year.


ART. 5. To raise money for support of schools the current year.


ART. 6. To raise money for the repair of highways, and determine how the same shall be expended.


ART. 7. To determine the manner of collecting Taxes the current year.


ART. 8. To set a time when the Collector of Taxes shall settle his list.


ART. 9. To see if the Town will authorize the Treas- urer to hire money, if necessary, to meet the demands of the Town.


ART. 10. To see if the Town will authorize the Col- lector to charge interest on all Taxes not paid at the time he is required to settle his account.

And you are directed to serve this warrant by posting attested copies thereof in the usual manner.

COMPARATIVE POSITION OF THE TOWN.


In the last Annual Report of The Mass. Board of Edu- cation for the school years 1877,-78, for the 344 towns of the State, and the 35 towns in the County, Lynnfield stands as follows :-


In the amount of money raised for the education of each scholar, between the ages of 5 and 15, for the years 1877-78.


In the State, 214-128. In the County, 27-18.


In average attendance for the same years,-


In the State, 69-267. In the County, 5-26.


In 1877 this town raised $10.75 for each scholar be- tween the ages of 5 and 15; N. Reading $11.39 ; Saugus $12.65 ; Danvers $10.54 Average for the County $12.55.


Whole number of scholars in Lynnfield, in 1877, was 118. Average attendance 84 or 71 per cent. ; average in N. Reading was 80; Danvers 82 ; Saugus 79 per cent.


In per centage of taxable property appropriated to the support of schools in 1877, this town is among the most favored, standing 297 in the State with a tax of $2.19 per $1,000. In the County this town stands 28, only 7 towns having a lower per centage.


The average wages of female teachers in the County, in 1877, was $36.41. Average in Lynnfield was $34.66; in Danvers $30.00 ; in Saugus $36.67. The highest in the County was $62.50 ; lowest $23.54.

The average length of schools in the County was 35; Lynnfield had 36. .


Thus by comparison Lynnfield has no reason for com- plaint, but rather of gratulation.


TEACHERS.


With one exception no change has been made in Teach- ers. At the close of the Fall Term, Miss M. A. Lawlor, after eleven years successful service in the Centre Schools, retired from the profession. Miss Mary W. Flanagan was appointed assistant in the Spring and Fall Terms.


At the commencement of the Winter Term Miss Han- nah B. Danforth took charge of the school. This was her first attempt at teaching except as an assistant one term. She had good success both in discipline and instruction.


The North School has been in charge of Mrs. E. P. Coney who has had an experience in teaching of more than twenty years, a large part of the time in some of the best schools in the vicinity of Boston. The school that has the benefit of her experience and energy is much favored.


The South School has been in charge of Miss Mary J. Copeland who has been quite successful during the four years she has taught in this town.


Miss Grace Goodrich was employed as assistant in this school in the Spring and Fall Terms.


STATE LAWS.


The State Laws are becoming more compulsory in re- gard to the education of children; especially of truants and absentees. The Law also allows and sometimes re- quires towns to be more liberal in regard to text books and stationery.


Compliance with the truant laws seems to be made a necessity.

MORALS AND MANNERS.


"Man is a social being ; he will and must live in soci- ety. The largest society of earth is the State, and in or- der that its members may perform their duty to each other, the State assumes the education of the young to the extent of preparing them to be worthy citizens. The young as well as the older are ethical beings, that is, they can and ought to know and do duty, and the more thoroughly they know and the more scrupulously they perform duty, the more valuable they will be in making the State a model society. In order that the child may know and do his duty, his reason and conscience must be so developed that they shall control him."


The ordinary school lessons develop the reason. But the higher principle of what is right and what ought to be and what ought not to be done bring in the subject of morality, which is required by the State to be taught in school.


How this can best be done should be an important part of the teachers' work. Children should be instructed to give to others the rights and the things that belong to them. On this depends the well-being and peaceful condition of society. Let truthfulness be thoroughly inculcated, for the child who persists in lying will soon learn to steal, and then the road is easy to all the crimes in the calendar.


Let humanity and kindness be shown to all creatures. The older children should be taught to protect the younger in all their games and on their way to and from school. The rule, " Do to others as you would have them do to you," should be deeply impressed on the minds of all chil- dren. Let politeness be taught and insisted upon in the school-room, and in school-yard, as much as can be.


Thus line upon line, aud precept upon precept, let the teachers strive to perform the responsible duties devolving upon them, so that with the help of parents and friends of

children, and friends of education and the blessing of God to whom we must all give an account of our stewardship, we may do what we can to pay the "debt of education due to future generations."
