able circumstances, however, of Town or City government, this debt could not be expected to decrease, and with the occupation of new territory, and the increased wants sure to follow, it will be no easy matter to retain even the present ratio of debt to valuation.
The history of the Town, when written, will form an in- teresting chapter in the records of local governments which were organized during the struggles of the early settlers of New England. The Selectmen, with this brief state- ment, close their report, and with their last official acts, desire to gratefully acknowledge the Divine Hand, which, for two centuries, has upheld, and led onward to its present prosperity the Town of Newton.

THE following statistics of births, intentions of marriage, marriages, and deaths, in Newton, prepared by the Clerk, are for the year 1873 ; beginning with Jan. 1, and ending Dec. 31 : -

While it belongs to the Clerk to obtain answers to the questions upon the certificate, it belongs to those who per- form the marriages to know that two certificates are obtained by the parties to be married, if they reside in two different cities or towns in this Commonwealth.

According to the census of 1870, the population of New- ton was then 12,825. The number, Dec. 31, 1873, could not be far from 16,000. If that be the number, the propor- tion of deaths to the population, the past year, was one death in every eighty-one persons.
The number of deaths in Newton the past year, by con- sumption, was about one in ten of all the deaths; which is a very favorable result in view of this very destructive dis- ease. As a proof of the last statement, and as a matter of reference, I here insert my statements of last year, on this subject, viz., " that, in the years 1858 and 1859, about one in four of all the deaths in Newton were by consumption ; in 1860 and 1861, one in six and one-half; in 1862 and 1863, about one in seven ; in 1864 and 1865, one in six ; in 1866 and 1867, one in five and three-fourths ; in 1868 and 1869, one in eight and three-fourths; in 1870 and 1871, about one in nine and one-fourth; in 1872, one in eight and one- sixth ; and in 1873, one in ten of all the deaths."
It is believed that this favorable result in respect to con- sumption has been caused by the blessing of Heaven upon our efforts to better protect our feet from cold and wet than formerly.

By the foregoing table it appears that the average mor- tality in Newton for the last fourteen years has been about one in seventy-nine of the population. The average mor- tality of our State has usually been about one in fifty-four. In Boston the mortality has been larger. No wonder the good people of Boston continue to provide for their fami- lies, homes in our valleys and on our hill-sides, which they can reach in thirty or forty minutes. With high lands on the eastern side of our City to beat back the damp easterly breezes from us; with eleven Steam Rail Road Stations ; and as many as nine Post Offices among us, for our accom- modation ; with a prospect of one or more other Rail Roads to be established across Newton, and with a good City Government, well organized, among a contented, good, and happy people, what may we look for in the future ?
Citizens of Newton,-Upon the 4th day of May, 1846, you and your predecessors, by your votes, offered me the office of Town Clerk of Newton. With hesitation and diffidence, I accepted the office. You have annually repeated the offer, and I have accepted it to the present time, notwith- standing the many things you may have been called upon to excuse and forget.
Since my first appointment as Clerk, Newton has in- creased its grant of money in that year, from $10,000.00, to a grant in 1873, of $333,300.00 ; and gone up from an appropriation that year for Schools, of $3,125.00, to an appropriation in 1873, for the same, of $93,600.00; and from an appropriation that year for Streets, of $1,500.00, to an appropriation in 1873, for the same, of $80,000.00.
And in other things, the Town has advanced in equal ratio.
Having obtained a City Charter, we start to-day as the City of Newton, under very favorable prospects of future prosperity.
With this report of our doings, under the registration laws of our State ; with a profound sense of gratitude to my fellow-citizens, for their continued forbearance and

courtesy, always manifested, and with a strong desire for the prosperity and success of our new City of Newton, and its government, I take my leave of you as Town Clerk.
