The principal work performed has been upon the follow- lowing streets, and in the following manner: -


Boylston street, at the east end toward Brookline ; and Centre street, Wards 1 and 7, from Bennington to Richard- son street, were macadamized and rolled.


Cottage street, Ward 5; Chestnut street, Ward 3; River street, Ward 3; Walnut street, Ward 2; Waltham street, Ward 3, and Washington street, Ward 2, were thoroughly gravelled and rolled.


Station street, Ward 6, from Beacon street to the rail- road, was raised to the proper grade and thoroughly rebuilt and rolled.

WATER DEPARTMENT.


In connection with the Water Department, lines and grades for the laying of water mains have been established on twenty-six streets, and all special castings have been loca- ted. There have been located one hundred and seventy-nine services and extensions laid during the year. The regular meetings of the Water Board have been attended.


For other work connected with this Department you are respectfully referred to the Report of the Water Board of this date.


SEWERAGE.


In accordance with the recommendation of His Honor Mayor Kimball in his Inaugural Address, a Joint Special Committee on Sewerage was appointed consisting of Alder- man John W. Carter, Chairman, Alderman Dwight Chester, Councilman Eben Thompson, Councilman Willard G. Brack- ett, and Councilman Albert F. Upton. Early in the year several meetings were held and in order to determine more intelligently the need of a system of sewers a sanitary inspec- tion of the city was ordered by the Committee. Blanks similar to those used by Ernest W. Bowditch C.E. in making a similar inspection of Newport, R. I. and of Nahant, Mass. were prepared, with such changes as were necessary to adapt them to our conditions. Each estate was then inspected. The portion of the city inspected was that part lying north of Boylston, Winchester and Needham streets. The portion not included is but thinly populated, being mainly a farming district, the inspection of which could be of but little value in determining the necessity of a system of sewers for the city.

The accompanying tables will show the details of the inspection, given by subjects and divided into districts. Each village of the city composes a district, and the divisions are as nearly as possible the natural boundary lines as shown by the water shed. The inspection was made upon thirty- three hundred and twelve buildings containing a population of eighteen thousand four hundred and nineteen.


Tables 5 and 7 will show the number of cellars which are continually wet, occasionally wet, or damp; the cases of sickness and death from diphtheria, typhoid fever, scarlet fever and pneumonia, these diseases being generally consid- ered to be largely caused by poor drainage, foul water or dampness from the soil. The table of sickness will show the special freedom of the city from typhoid fever, which is ' especially attributable to the drinking of foul water; and the prevalence of diphtheria, scarlet fever and pneumonia, sup- posed to be the result of poor drainage or dampness.


A casual examination of the tables will show that the greatest need for a system of sewerage or drainage exists in the "Newton" district where the population is the most dense, the estates smaller in area and the ground becoming so saturated with the house sewerage as to have greatly dim- inished its absorbing capacity, thus largely increasing the ex- pense of the removal of the sewage or house filth and in many cases becoming a great burden upon the property owner. The present cost of removal in this district would, probably, pay a fair interest on the probable cost of con- struction of a system of sewerage designed to take the house sewage only, with the additional benefit of its constant re- moval from the premises, and greatly improve the sanitary condition of the district.


Next in the respective order of their needs are Newton- ville, West Newton, Newton Centre, Auburndale, Newton

Highlands, Newton Upper Falls, Nonantum, Newton Lower Falls, Chestnut Hill, Cold Spring City and Thompsonville. The completion of the proposed Circuit Railroad will un- doubtedly build up a district near the Almshouse and will more closely unite Newton Lower Falls, Auburndale and West Newton by another village near Washington street. It will also largely increase the population of Newton High- lands and extend the district westerly towards Newton Upper Falls and Chestnut street.


The cost of the present method of removing the house sewage during the past year was, according to the returns, $11,153, although this must be considerably below the real cost, for there were many instances wherein the cost could not be ascertained either from forgetfulness on the part of the owner, or lack of inclination to look up the facts. From six hundred and eleven estates there was no removal of sew- age during the year, which would be necessary in most cases the coming year and thus largely add to the cost. In many cases, estates were draining directly into the brooks or city drains, thus relieving the owners of any expense for removal but gradually making the brooks foul with the sewage.


A study of the location of the wet or damp cellars shows that in many instances there must have been great neglect in the design and construction of the foundations of many of the buildings, for there are numerous cases which could have been easily avoided by proper construction; al- though there are niany places wherein a system of drainage is absolutely necessary for the healthy condition of the house.
