We herewith present the following list of appropriations which we deem necessary for the proper care and maintenance of streets, walks, and bridges, for the ensuing year :

The total amount of money expended by this department during the past year was seven thousand forty-one dollars and seventy-five cents ($7,041.75), of which a large part was for special localities. The gen- eral highway appropriation of thirty seven hundred dollars ($3700.00), spread over our forty-two and one-half miles of streets and sidewalks, leaves a much less amount per mile than most of our neighboring towns expend for the same purpose, but we fully believe that as a whole ou" streets will compare favorably with our neighbors. The past winter, like the preceding one, has been unusually hard on highways, as gen- erally they get a rest of three months or more ; whereas during the past winter they have received more wear than during several months of dry weather, when they are compact ; but owing to frost and moist- ure they have become rutted and flattened so as to retain water and fill gutters, all of which will require a large amount of labor to remedy that would not have been necessary had the ground been covered with snow.


Our sidewalks have been cared for in the past from the highway money, but we would recommend that we have an appropriation for that purpose, as with the growth of the town they become more exten- sive. A marked improvement has been made at the corner of Woburn and Linden streets, by placing edgestones and concreting the sidewalk surrounding the Baptist Church. Another, the concrete walk across the Common. Pratt street has been put in shape for travel. The side- walk has been constructed on Prescott street. Charles street has been widened, and a sidewalk built, and much other similar work. Guide- posts have been erected where necessary, and we believe that the close of the year finds the work laid out for us as near complete as the means at our disposal would allow it to be. are approved, but as they exceed this year's appropriation by about. that amount, they have not been paid.


Last year the County Commissioners ordered Summer avenue and Brooks street rebuilt, and the work is as near completion as practical ; but owing to the large amount of rainfall during the year it was not. possible to build the bridge on Brooks street on account of high water, and therefore we ask an appropriation for that purpose.

We have examined the accounts of the Selectmen and find satis- factory vouchers for all expenditures.


We have examined the accounts of the Collector and Treasurer and find them correct.


Of the outstanding notes, $28,000.00 bears interest at 4 per cent., and $2,000.00 bears interest at 32 per cent.

One note of $1,000.00 comes due March 1, 1891, and one note of $7,500.00 comes due November 11, 1891.


It is the opinion of the Auditors, that the accounts of the Treasurer and Selectmen should be kept by one person ; and we recommend that the Selectmen be instructed to appoint a clerk, part of whose duties it shall be to keep the Town accounts.
