SPECIAL TOWN MEETING, OCT. 31, 1905.


Pursuant to a Warrant duly issued a meeting was held at the time and place therein specified. The meeting was called to order by the Town Clerk, Millard F. Charles, who read the Warrant and the Constables' return thereon and acting under


Art. 1. George L. Flint was chosen Moderator by ballot.


Art. 2. To consider whether the Town will issue its bonds or notes in the sum of $85,000 for providing funds for the erection of a new High School building, and to determine the time or times of payment of such bonds or notes and to take any other action relat- ing thereto ; such bonds or notes to be in line of the bonds or notes authorized for the said purpose by vote of the Town passed June 28, 1905.


Art. 2. On motion of James W. Killam, seconded by Henry R. Johnson, it was voted: That for the purpose of providing funds for the erection of a new High School building the Treas- urer is hereby authorized from time to time under the direction of the Selectmen to borrow money and to issue the bonds or notes of the Town either or both therefor in the aggregate principal sum of $85,000, bearing interest at a rate or rates not exceeding four per cent. per annum, payable semi-annually, such bonds or notes to be payable in twenty installments, annually from their date of issue, at the rate of $5000 each year for the five first years and $4000 each year for the next 15 years, the said bonds or notes to be in lieu of the bonds or notes authorized for the said purpose by vote of the Town passed June 28, 1905.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and Town affairs, to meet in Lower Lyceum Hall, in said Reading, on Tuesday, the seventh day of November next, it being the Tuesday next after the first Monday of said November, at six o'clock .in the forenoon, to bring in their votes to the Selectmen for Governor, Lieutenant-Governor, Secre- tary, Treasurer and Receiver General, Auditor, Attorney-General of the Commonwealth, Councillor for the Sixth District, Senator for the Sixth Middlesex District, two Representatives in the General Court of Massachusetts for Middlesex District Number twenty-eight, one County Commissioner, and one Register of Probate and Insol- vency to fill vacancy.


The polls will be opened at six o'clock a. m. and may be closed at 4 o'clock p. m.

Pursuant to the foregoing warrant, a meeting was held at the time and place specified therein and was called to order by James W. Killam, the presiding Election Officer. Prayer was offered by Rev. Wm. H. Parker, and was followed by the reading of the warrant by the Town Clerk.

No objection being made the votes were taken out at 9 o'clock a. m. and at various times during the day.

The polls were duly declared closed at 4h. 25m. o'clock p. m. The total number of ballots taken from the ballot box was 993 and the check lists showed that 993 persons had voted. The vote was declared with the following result, the ballots being counted, declared and sealed up and delivered to the Town Clerk in open Town Meeting.

REPORT OF SELECTMEN


To the Inhabitants of the Town of Reading :


Your Board of Selectmen herewith submit the following report for the year ending Dec. 31, 1905.


DEPARTMENT OF STREETS


In accordance with our recommendation in the last annual report the Town voted to purchase a steam road roller. The roller was bought for $3000, of which amount $800 was paid out of the appropriation for this year and the balance, $2200, is to be paid in five yearly instalments from the highway appropriation. The roller has done its work well in every respect and has been of much service in building roads.


We have built this year the following pieces of macadam road: Ash street, near railroad crossing, for a distance of 800 feet, 15 feet wide and from 4 to 6 inches thick ; Woburn street, from Washing- ton street to Temple street, a distance of 644 feet, 15 feet wide and from 4 to 6 inches thick ; Haven street, on the south side of street railway track, from Gould street to High street, a distance of 300 feet, the width being from 15 to 42 feet and the thickness from 8 to 12 inches. The material taken out of Haven street was used in rebuilding Harnden street. The broken stone used on Haven street and Woburn street was taken from that which was bought last year. The broken stone used on Ash street was obtained from the Killorin Contracting Co., which company also did the teaming, as very advantageous terms were made with them.


We recommend that the macadam work be continued as far as available funds will permit.

GROVE STREET


In accordance with a vote passed at the annual Town Meeting the street lines of Grove street were established, a portion of the street resurfaced, the street widened at the culvert and a sidewalk built on the east side from Lowell street to a point near Forest street.


PEARL STREET DRAINAGE


At a point near the Town Home we have, acting under vote passed, raised the grade of Pearl street so as to throw the water on either side into the gutters on Charles street, and it has relieved the situation at that place.


ORANGE STREET DRAIN


For several years water has collected on Orange street, between Spring street and Pierce street, and as the drainage was poor it has flooded the land south of Orange street in this section. We recommend the appropriation of $200 in order that a catch basin may be built and a proper drain laid to take care of the water at this point.


ELEVATED TOWER AT THE MAIN AND ASH STREET CROSSING


As stated in our last report, we petitioned the Railroad Com- missioners requesting them to have the conditions at the crossing made more safe. The Commissioners viewed the premises and their recommendation was to merge the streets at that point. The people in the immediate locality did not take kindly to this recom- mendation and at a Town Meeting held June 28, 1905, it was voted to relieve the Selectmen of further responsibility in this matter.


LAW SUIT AGAINST THE TOWN


The suit of the Middleton Paper Mills vs. Town of Reading has been settled out of Court.


PLAYGROUND


Acting under instructions received at the last annual meeting, we secured for another year the same playground. The conditions - of the lease are the same as those of the previous years.

SURFACE DRAINAGE


This matter has demanded some attention for several years and it has been deemed expedient by your Board from time to time to open up and clean out portions of ditches which are natural water courses.


We feel that these water ways should be controlled by the Town, and recommend that the proper steps be taken in order that the Town may assume such control in the near future.


GYPSY AND BROWN TAIL MOTHS


The brown tail moths had become so prevalent in our Town that considerable work was imperative, and at a Town Meeting held Jan. 30, 1905, one thousand dollars was raised and appropriated for the purpose of suppressing the moths. This was expended under the general direction of the Selectmen. Supt. of Streets L. W. Allen was placed in immediate charge of the work. The public trees were cleaned with this appropriation.


Acting under law passed in 1905, it became necessary to make another appropriation for this work, and at a Town Meeting held June 28, 1905, nine hundred and twenty-five dollars was raised and appropriated. This amount, together with the amount allowed by the State, has been expended. It was expended under the imme- diate direction of Local Supt. Geo. F. Sawyer. The public trees in a portion of the Town have been cleaned of brown tail nests, the gypsy moth nests have been painted and the bushes on the roadside cut for a considerable distance.
