I licensed two more dogs than was reported to me by the Assessors, but those two were licensed after Dec. 1st, 1906, when I made my last payment to the County Treasurer.


More dogs were licensed this year than any previous year, being an increase of thirty over last year, which was the highest before.

TOWN MEETINGS IN THE YEAR 1906


PROCEEDINGS OF TOWN MEETING HELD JANUARY 15, 1906.


Art. 1. To choose a Moderator to preside at said meeting. George L. Flint was chosen Moderator.


Art. 2. To see if the Town will raise and appropriate the sum of eighteen hundred and forty-six dollars for the purpose of exterminating the Gypsy and Brown Tail Moths, or what they will do in relation thereto.


Voted that the Town raise and appropriate the sum of one thousand seven hundred and sixty-six dollars and appropriate seventy-nine 59-100 dollars, the amount received by the Selectmen from the Treasurer of the Citizens' Committee, to be used in suppressing the Gypsy and Brown Tail Moths, the same to be ex- pended under the general direction of the Selectmen.


Art. 3. To see if the Town will elect the members of the Board of Selectmen and Board of Overseers of the Poor for the terms of one, two and three years, or what they will do in relation thereto.


Voted not to elect the Selectmen and Board of Overseers of the Poor for terms of one, two and three years.


Art. 4. To see if the Town will accept the provisions of Chapter 405, Acts of 1903, an Act to authorize the Town of Read- ing to elect a Board of Public Works to have control of its Water Works, Public Lighting and Highways, or what they will do in relation thereto.


Voted that a committee of five be appointed to investigate the question of having a Board of Public Works and to report at the

Annual Town Meeting, this committee to be appointed by the Moderator.


The Moderator appointed the following citizens on the com- mittee : Eugene L. Lovejoy, William I. Ruggles, Millard F. Charles, C. Winthrop Smith, Alfred D. Chandler.

Pursuant to the appended warrant a Town Meeting was held at the place and time therein specified and was called to order by the Town Clerk, Millard F. Charles. Prayer was offered by Rev. Frank S. Hunnewell. The warrant was read in part when it was voted to dispense with further reading of the warrant.


Art. 1. To choose a Moderator to preside at said meeting.


Proceeded to the election of a Moderator by ballot. George L. Flint received six votes, all that were cast, and was declared unanimously elected Moderator.


Art 2. To hear and act on the reports of the Selectmen, Overseers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Municipal Light Board, Engineers of Fire Department, Trustees of the Cemetery, Trustees of the Public Library, Auditors, Board of Health, Finance Com- mittee, Tree Warden, and Special Committees.


Art. 2. Voted to lay on the table.


Art. 3. To choose all other necessary Town Officers, and to determine what instructions they will give the Town Officers.

Voted that the Town of Reading extend a vote of thanks to the Reading Rubber Mills, as an expression of its appreciation of the service rendered the Town in having given the free use of steam for the Fire Whistle during the past seventeen years.


Art. 5. To see if the Town will raise the sum of twelve thousand dollars and appropriate the same, together with the receipts of the Municipal Light and Power Plant, for the year 1906, for the maintenance, operation and repair of said Plant, and for the payment of the bonds, notes, interest and depreciation due by said Plant during the year, or what they will do in relation thereto.

Art. 6. To see if the Town will raise and appropriate the sum of thirty-five hundred dollars for construction, extension, enlarge- ment and addition to the Municipal Light and Power Plant, or what they will do in relation thereto.

Art. 7. To see if the Town will raise and appropriate the sum of sixty dollars for the purpose of placing an electric light near Hose 5 House on Forest street, or what they will do in relation thereto.

Art. 8. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light at the junction of Salem and Winter streets, or what they will do in relation thereto.


Art. 8. Voted that the arc light situated at the foot of Bel- mont street on Salem street be moved one hundred and ten feet from

its present location. The Municipal Light Board to consider its advisability.


Art. 12. To see if the Town will authorize their Treasurer, under the direction of the Selectmen, to hire money in anticipation of the taxes of the municipal year.


Art. 12. Voted that for the purpose of procuring a temporary loan, to and for the use of the Town of Reading, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of a majority of the Board of Selectmen, a sum or sums not exceeding in the aggregate ninety thousand dollars and to execute and deliver the note or notes of the Town therefor payable within one year from the time the loan is made. Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the taxes of the present municipal year.


Art. 9. To see if the Town will raise and appropriate the sum of fifty dollars to furnish electricity for the Home for Aged Women.

Art. 10. To see if the Town will raise and appropriate the sum of twenty-five dollars to furnish water for the Home for Aged Women.

Art 11. To determine how much money the Town will raise and appropriate for service pipes, hydrant rental, water for drinking fountains, water for street sprinkling, interest on water loan and maintenance of water works.


Art. 11. Voted that there be raised and appropriated for Hydrant Rentals, $4,950.


Voted to raise and appropriate for water for Drinking Foun- tains, $300.


Voted to raise and appropriate for water for Street Sprink- ling, $500.


And that the above named sums together with the receipts for water be appropriated for interest on Water Loans, maintenance of Water Works and for Service Pipes.

Art. 21. To see what action the Town will take to meet the payment of School House Note for five thousand dollars, due March ninth, 1906.

Art. 21. Voted to raise and appropriate for the payment of Town Note due March 9th, 1906, $3,300 ; and appropriate $1,700 from available assets to pay balance of said note.

Voted that the Town raise the sum of $9,082, and that said sum and the unexpended balance for the year 1905, to wit: fourteen hundred thirty 20-100 dollars, together with the receipts of the Plant for the year 1906, be appropriated for the operation, maintenance and repair of the plant, interest on bonds and notes issued to pay for the Plant, depreciation and the requirements of the debt incurred for the Plant, and that of the amount so appropriated, the sum of twenty-six hundred fifty dollars, being not less than three per cent. on the cost of the Plant, which percentage has been approved by the Board of Gas and Electric Light Commissioners, be the amount raised for depreciation as provided in Section 4 of Chapter 410 of the Acts of 1905 and to be used as provided in and by said Act.
