REPORT OF SELECTMEN


To the Citizens of Reading :


In accordance with Chapter 624, of the Acts of 1910, accepted by the Town at the last annual meeting, the Board appointed John H. Sheldon Town Accountant for the term of three years, and we believe that the report this year not only conforms with the State's requirements, but will com- pare very favorably with the reports of other towns that have adopted a similar system.


Early in the year we were obliged to defend the Town against suits for damages brought by Louis Ticknor, for $5,000, and by his wife, Grace L. Ticknor, for $10,000, on account of injuries to Mrs. Ticknor caused by a fall on the ice on the Common, March 9, 1908. The case of Louis Tick- nor was dismissed by the Court without trial. The case of Mrs. Ticknor went to trial and the Court ordered the jury to return a verdict for the Town. Counsel for the plaintiff entered an appeal, and up to the present time nothing has been heard from the same.


HIGHWAYS


Lemuel W. Allen was reappointed ·Superintendent of Streets, and we were sorry to receive his resignation in the middle of the year. Mr. Allen had served the Town in that position for about eight years, and we feel that for the amount expended the general condition of our streets show that he rendered the Town good service.


After considering several candidates for the position the Board decided to appoint Edward H. Crowe to fill the va- cancy. Mr. Orowe had been connected with the department

under Mr. Allen for several years and is thoroughly acquainted with all the drains, catch basins, etc., in the department. We believe that his work in connection with the State on Salem street is evidence enough that he is competent to fill the position. Owing to conditions this piece of road was one of the hardest tests the department had ever been put to, and it has been completed to the satisfaction of the engi- neers of the State Highway Commission.


The department has this year used considerable oil on the streets. This year it was decided to try a heavier oil, the first cost of which is more than the lighter oil used last year. The results have shown that it gives better satisfac- tion, especially on a gravel road, and we would recommend that the use of oil be continued.


The expense account of snow and ice was comparatively small this year.


Under a special appropriation we rebuilt and surfaced with heavy oil and binder that part of Main street between the B. & M. R. R. and Minot street.


On account of the great number of automobiles and heavy auto trucks now passing over our roads we believe that more money should be available for macadam construc- tion, with heavy oil and binder.


In case the proposed boulevard is constructed around Lake Quannapowitt we believe it would be necessary for the Town to take some steps to improve the condition of the ditches through the land this side of the lake.


MOTH DEPARTMENT


Henry M. Donegan was reappointed Local Superin- tendent. The results accomplished by the department this year have been very satisfactory, both to the Town and State officials. Not only the Town trees have been taken care of, but a larger amount of private work has been accomplished than any year heretofore, notwithstanding about ten miles

on either side of the highway have been taken care of this year that heretofore had been cared for by government em- ployees.


TOWN COUNSEL


Owing to the needs of the different departments for legal advice during each year, we would recommend that the Board of Selectmen be authorized to appoint a Town Counsel, and that an appropriation be made for the same.
