On motion of Kenneth C. Latham it was voted that Article 1 be taken from the table.

ARTICLE 1. The following report was read by John H. Austin: Report of the Building Committee For Proposed Forest Street Elementary School (in sheet form) attached herewith)

On motion of George Larson it was unanimously voted that John H. Austin and Thomas F. Galvin be permitted to inform the Town Meeting about the New School under Article 9.
ARTICLE 9. On motion of George R. Larson it was voted that the sum of Eight Hundred Fifty Thousand ($850,000.) Dollars be raised and appropriated for the purpose of constructing a new Elementary School Building on land owned by the Town situated on the Southerly side of Forest Street and for originally equipping and furnishing the said Building; and to meet said appropriation Fifty Thousand ($50,000.)

Dollars be appropriated by transferring said sum from Surplus Revenue and the Town Accountant be and he hereby is authorized and em- powered to transfer said sum to carry out the purpose of this vote and that the Treasurer with the approval of the Selectmen be and he hereby is authorized to borrow the sum of Eight Hundred Thousand ($800,000.) Dollars, Four Hundred Thousand ($400,000.) Dollars to be borrowed in excess of the statutory limit as authorized under Chapter 645 of the Acts of 1948 as amended by Chapter 528 of the Acts of 1950 and Four Hundred Thousand ($400,000.) Dollars to be borrowed within the statutory limit under authority of Chapter 44 of the General Laws and to issue Bonds or Notes of the Town for the said $800,000.00 pay- able in accordance with the provisions of said Chapter 44 of the Gen- eral Laws so that the whole loan shall be paid in not more than twenty years from the date of issue of the first Bond or Note or at such earlier time as the Treasurer and Selectmen may determine and said Bonds or Notes shall be signed by the Treasurer and countersigned by the Se- lectmen, and the Building Committee established under vote of the Town at the Annual Town Meeting held on April 4, 1955, are hereby authorized to proceed with the construction of said Building and to en- ter into all Contracts and Agreements in respect thereto and to do all other acts and things necessary and proper for carrying out the pro- visions of this vote.

ARTICLE 10. On motion of Donald C. Mitchell it was voted that the provisions of Chapter 670 of the acts of 1955 being an Act Relative to Increasing the Amounts of Pensions, Retirement Allowances and An- nuities payable to Certain Former Public Employees, be and the same hereby are accepted.
ARTICLE 11. On motion of Kenneth R. Johnson it was voted that the Town accept the report of the Board of Public Works on the laying out of a Private Way known as Arthur B. Lord Drive and adopt the recommendation contained therein, and that the sum of Thirty-four Thousand Six Hundred ($34,600.) Dollars be appropriated for the original construction of Arthur B. Lord Drive from Forest Street to Birch Meadow (proposed) Drive being an access road to the proposed new Forest Street Elementary School including the cost of oiled gravel sur- faced roadway, storm drainage, and bituminous concrete sidewalks to be laid at the time of said construction, and to meet said appropriation the sum of Five Thousand ($5000.) Dollars be appropriated by trans- ferring said sum from the unexpended balance of the High School Ac- cess Roads Account and the sum of Twenty-nine Thousand Six Hun- dred ($29,600) Dollars be raised and appropriated from the Tax Levy, said appropriation shall be apportioned as follows: Twenty Thousand ($20,000) Dollars for Salaries and Fourteen Thousand Six Hundred ($14,600.) Dollars for Expenses, and the Town Accountant be and he hereby is authorized and instructed to transfer said sum to carry out the purpose of this vote.

Report of the Board of Public Works on The Laying Out of Arthur B. Lord Drive
The Board of Public Works of the Town of Reading having deter- mined and adjudged that common convenience and necessity require the laying out of a Town Way under the provisions of law authorizing the assessment of betterments, substantially in the location herein- after described, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town Way for the use of the Town running Southerly and Southeasterly from Forest Street to Birch Meadow (Proposed) Drive substantially as and in the location of the private way known as Arthur B. Lord Drive.
We determine that no damage will be sustained by any person or persons in their property by reason of the taking to be made for this improvement.
This laying out so made by us we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a Public Town Way and named Arthur B. Lord Drive.

ARTICLE 12. On motion of Harold D. Kilgore, Jr. it was voted that the sum of Twenty-one Thousand ($21,000.) Dollars be raised and ap- propiated for the construction of sewers, sewerage works and other sew- erage facilities in Willow Street, from the Willow Street Sewage Pumping Station to West Street, said appropriation shall be apportioned as follows: Nine Thousand Four Hundred Fifty ($9,450.) Dollars for Salaries and Eleven Thousand Five Hundred Fifty ($11,550.) Dollars for Expenses, said sum to be expended by and under the direction of the Board of Public Works, and that the Town Accountant be and here- by is authorized and instructed to transfer said sum to carry out the purpose of this vote.
On motion of Kenneth C. Latham it was voted to take Article 1 from the table.

March 5, 1956
Security Hall
Pursuant to the warrant and the Constable's Return thereon, a Town Election was held at the time and place specified in the Warrant.
The meeting was called to order at 7:00 A. M. by the Moderator, Charles P. Howard.
The warrant was partially read by the Town Clerk, when on motion of Arthur L. Harris, it was voted to dispense with the further reading of the warrant except the Constable's Return which was then read by the Town Clerk.
The ballot boxes were examined by the Constable in charge and each found to be empty, and all registered 000.
The polls were declared open by Charles P. Howard, with the fol- lowing results.

In the absence of the Moderator, the Town Clerk, Boyd H. Stewart, called the meeting to order at 7:45 P. M. and asked for nominations for a temporary Moderator to act at this meeting.
Kenneth C. Latham moved that Gilbert M. Lothrop be elected to act as temporary moderator at this meeitng
On motion of James T. Putnam it was voted that the nominations be closed.
On motion of Kenneth C. Latham it was voted that the Town Clerk be instructed to cast one ballot for Gilbert M. Lothrop for Moderator to act at this meeting.
The Town Clerk then cast one ballot for Mr. Lothrop to act as temporary Moderator and declared him elected. Mr. Lothrop was then sworn in by the Town Clerk as Temporary Moderator.
The warrant was partially read by the Town Clerk when on motion of James T. Putnam it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.
There not being a quorum present, on motion of Kenneth C. Latham it was voted that the meeting stand adjourned until next Monday, evening, March 26, 1956 at 7:45 P. M. to meet at the New High School, 62 Oakland Road in Reading.
Meeting adjourned at 8:10 P. M.

Supplemental Report of Finance Committee on Annual Warrant of 1956 regarding Board of Public Works Snow and Ice Removal account:
Because of the storms of March 16, March 19, and March 24, 1956, the Board of Public Works has requested an additional appropriation for snow and ice removal of $30,000. The revised total amounts re- quested are as follows:

The Finance Committee recommends the increased appropriation. It will add approximately $1.00 to the estimated tax rate indicated in the Finance Committee Report for 1956.

Progress Report of the Building Committee For Forest Street Elementary School
The Forest Street School Building Committee upon the authorization to proceed with the construction of an elementary school and upon the appropriation of $850,000.00 granted under Article 9 of the Warrant for the Special Town Meeting of January 30, 1956 submits herewith its progress report to date.

A contract has been signed between the Building Committee, rep- resenting the Town of Reading, and the architect, Clinton Foster Good- win of Haverhill, for the working drawings, specifications and required supervision of construction. Structural plans are well under way and complete plans and specifications should be ready to request bids on the General Contract by the early part of May 1956.
Approval for this project has been received from the Massachusetts School Building Assistance Commission with the amount of State Aid for this school being computed at approximately 35%.
In addition a meeting was held with the Emergency Finance Com- mission on March 15, 1956 at the Office of the State Treasurer. State House, Boston, Massachusetts.
The Building Committee is making every effort toward having the school under construction in June, 1956 in order that the completion date of September, 1957 may be met.

ARTICLE 48. C. Nelson Bishop moved that the subject matter of Article 48 be referred to the Board of Selectmen with instructions to take proper steps to have it brought before the voters of the Town on the ballot at the annual town election in 1957.
This motion was not voted.
ARTICLE 48. On motion of W. Kenneth Holbrook it was voted the sum of Three Thousand Four Hundred and Fifty ($3,450) Dollars be raised and appropriated for the purpose of installing and operating a system for the fluoridation of the Town water supply and to purchase necessary equipment and material in connection therewith, and the Board of Public Works is hereby instructed to purchase and install the equipment for said purpose and to increase the amount of fluoride in the water supply of the Town, said work to be done under the super- vision of the Board of Health of the Town and the Department of Health for the Commonwealth of Massachusetts.
ARTICLE 3. On motion of Lawrence Drew it was voted that the following persons be chosen to serve as Measurers of Lumber for the ensuing year:

and the following persons be chosen to serve as Measurers of Wood and Bark for the ensuing year:

ARTICLE 3. On motion of Harold L. Jones it was voted that the several Town Boards be and hereby are instructed to liberalize their existing vacation policies up to a maximum of three (3) weeks subject to the approval of the Personnel Board.
ARTICLE 3. Robert B. Carlson moved that there be and hereby is established a special committee composed of seven members, for the purpose of making a comprehensive study of the salary schedule of the Reading School department and other related matters, such com- mittee to consist of one member from the School Committee, one mem- ber from the Finance Committee, such members to be appointed by their respective committees, and five members to be appointed by the Board of Selectmen from the Town at large, and such committee to report at a subsequent Town Meeting to be held not later than the Annual Town Meeting of March, 1957.
This motion was not voted.
ARTICLE 3. DeMelle G. Garey moved that there be and hereby is established a Special Committee to be known as "Town Manager Study Committee" consisting of five members appointed by the Board of Selectmen.
The Committee shall consider the advisability of the Town Manager form of government for the Town of Reading and all matters relating thereto, and shall submit a written report to the Town not later than November 1, 1956.
This motion was not voted.
On motion of Kenneth C. Latham it was voted to place Article 3 on the table.
On motion of Kenneth C. Latham it was voted to take up Article 25.
ARTICLE 25. On motion of Harold L. Jones it was voted that Schedule A Job Classifications under Article VIII-A of the By-Laws re- lating to the Wage and Hour Classification Plan be and the same here- by is amended in the following manner:
Delete from Board of Public Works the description for Assistant Superintendent and substitute therefore the following description:
ASSISTANT SUPERINTENDENT: Assists Superintendent in the per- formance of his duties. Perform the duties of the Superintendent dur- ing the absence of the Superintendent subject to the authority of the Board of Public Works. The Assistant Superintendent shall be familiar with the administrative procedures of the Public Works Departments.
Under the authority of Superintendent, the Assistant Superinten- dent shall take full charge of all construction and maintenance opera- tions which are performed by department personnel. He shall plan routine work, instruct foremen, inspect work in the field, and submit progress reports to the Superintendent.
Add to the Board of Public Works the following new classification:
ADMINISTRATIVE ASSISTANT: Performs routine administrative duties of Public Works departments. Prepares legal documents such

as land takings, easements, betterments. Computes charges for better- ment construction of streets, sidewalks, sewers, water mains, and pre- pares commitment sheets for same. Performs title examinations as re- quired.
Deals with the public in handling complaints and disseminating information. Assists in the preparation of budgets, yearly construction and maintenance reports, financial comparisons, efficiency studies, and other reports.
Amend Section 4, Board of Public Works, by establishing the hourly and weekly minimum and maximum rates for the new Job Classifica- tion of Administrative Assistant as follows:

ASSISTANT TO COMPTROLLER: Assists Comptroller in managing office under direction of Comptroller, supervises Cost and Statistical work, or other office activities. Functions as Chief Clerk.

Collaborates with Telephone Company on joint line construction, main- tenance and billing records and costs.
BOOKKEEPING: Shall be capable of handling General Ledger ac- counts and subsidiary records; payrolls, Distribution records, costs and billing. Works in conjunction with Asst. Comptroller and Distribution Record and Cost Accountant.

Add to the Police Department the following new Classification:
LIEUTENANT: To assist the Chief of Police as directed by him in both patrol and station house service and in day and night duty. In the absence of the Chief of Police, to perform all duties and functions of the Chief of Police and to be familiar with the obligations, responsibilities and duties of all superior ranks and to give assistance to all subor- dinates in instructing or advising them in matters of police work.
