Diphtheria, five cases, no deaths; Scarlet Fever, twenty- two cases, no deaths; Measles, four cases, no deaths; Mumps, six cases, no deaths; Whooping Cough, four cases, no deaths; Tuberculosis, one case, no deaths.


Under Chap. 744, Acts of 1914 (which makes it un- lawful for any producer of milk or dealer in milk to sell or deliver for sale in any city or town in the Common- wealth, milk produced or dealt in by him without first obtaining from the Board of Health a permit authorizing such sale or delivery after an inspection satisfactory to them of the place in which and the circumstances under which such milk is produced has been made by them or their authorized agent), we have through our agent made an inspecton of all dairies in the Town and issued permits accordingly; some suggestions were made in various cases and if recommendations made at that time are not carried out in a reasonable time, such permits will according to law, have to be revoked.


The Board has had several complaints of unsanitary conditions in various localities and have investigated and remedied the same at once.

REPORT OF INSPECTOR OF ANIMALS


To the Honorable Board of Selectmen, Wilmington, Mass .:


I wish at this time to submit my report as Inspector of Animals.


Early in February, 1914, orders were received from the Massachusetts Bureau of Animal Industry to make an inspection of all neat cattle, sheep, swine and goats, kept within the Town limits, also the premises where same were kept. This inspection was carried out in as thorough and careful a manner as possible and where suggestions for che betterment of either stock or stable were found ad- visable the owner's attention was called to the facts and the matter talked over carefully. Any suggestion made by your Inspector is not of an elaborate or expensive nature and oftentimes can be carried out by the farmer himself with practically no expense. Such things as light, ventila- tion and cleanliness, methods of keeping linters dry, are all things which can be rectified with but little expense and repay in the products received many times over.


Again I wish to call your attention as I have in seasons past to the ease with which cotton cloth replaces windows in cow stables, thereby making the air pure and dry, doing away with that damp feeling and frost-covered windows. Try it on one window and be convinced for if you try it on one, I know you will have more.


Watch the poultry man and see if he closes all the win- dows and doors at night leaving no chance for ventilation.


The Town has been practically free from glanders this year. Rabies was found to exist in one dog which started and was owned in Town, but so far no damage has appeared

in Town, though much trouble was caused by this same dog after leaving Town before he was captured.


Owing to an outbreak of Foot and Mouth Disease which occurred late in the season, the cattle industry of our Town like that of all others suffered quite a set-back, no cattle being shipped into Town for milch or market purposes. At present the situation looks somewhat brighter for per- mits are now being granted to ship into certain sections of the State cattle, sheep and swine from States where no cases of Foot and Mouth Disease have existed. This at the present comes as welcome news, for Brighton being closed and milk short, it appears that if something of this nature had not been done, cattle and their products would soon be lost from sight. At the present, I believe the disease is ,well under control and we sincerely hope soon will be extinct.


All cases of contagious disease have been dealt with ac- cording to law and returns made to the proper authorities at the time. Trusting that the next inspection which is about due will show improvement over the last, I remain,

REPORT OF INSPECTOR OF MEATS AND PROVISIONS


To the Honorable Board of Selectmen :


I submit the following report.


During the past year there has been but two licensed slaughter houses within the Town, and at those places I have inspected fifty-five cattle, 450 hogs and 318 calves, and of that number I have condemned thirty animals.


One beef that showed signs of tuberculosis, twenty-one hogs and pigs, and eight small calves underweight and emaciated.

During the past year the additional equipment recom- mended by the State has been purchased, and at the present time the equipment of this department is complete and up-to-date in every particular.

REPORT OF TREE WARDEN


To the Honorable Board of Selectmen and Citizens of Wilmington :


During the year 1914, the Town trees were more fortunate than in previous years in regard to storms. In the past year there has been considerable trimming done owing to the electric light wires and high automobile trucks, and for public safety in general. The trees have been cared for in regard to the elm leaf beetle; all the street trees and those requested by property owners were sprayed and found satisfactory, that being the only effective means. There were, also, a number of young trees set out.


The gypsy and brown-tail moths were handled by law, and seem to be suppressed effectively.

TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS MIDDLESEX, SS.


To Walter A. Hill, Constable of the Town of Wilmington Greeting:


In the name of the Commonwealth of Massachusetts and in the manner prescribed in Section 2, Article 1, of the By- Laws of the Town of Wilmington, you are hereby directed to notify and warn the inhabitants of said Town, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Monday, the first day of March next, at 6 o'clock in the forenoon, the polls to be opened at 6.15 a.m., and may be closed at 4 p.m., for the election of officers and to act on the following articles, namely :


Article 1. To elect by ballot a Moderator to preside at said meeting


Art. 2. To bring in your votes on one ballot for three Selectmen, who shall also be Overseers of the Poor and Board of Survey, one Assessor for three years, Town Clerk, Treasurer, Collector of Taxes, Constable, three Fence Viewers, one School Committee for three years, two Trustees of Public Library for three years, one member of S. D. J. Carter Lecture Com- mittee for five years, one Tree Warden, one Trustee of Trust

Funds for three years; also to vote on the following questions. to wit: Shall license be granted for the sale of intoxicating liquors in this Town? " Yes or No."


Art. 3. To choose all other Town Officers for the ensuing year.


Art. 4. To hear the report of committees and act thereon.


Art. 5. To see how much money the Town will vote to raise and appropriate for General Government, Protection of Life and Property, Health and Sanitation, Tree Warden, Forest Warden, Highways, Roads and Bridges, Poor, Dependent Widows and Soldiers' Relief, Schools and Maintenance, Library, Cemetery, Interest, Notes Payable, Abatement of Taxes, Street Lights, State and County Tax, Printing Town Reports, Care of Town Clock, Contingent Fund, etc.


Art. 6. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day and to determine how the same shall be expended.


Art. 7. To see what method the Town will adopt for the collection of taxes and to provide for the compensation of the Collector.


Art. 8. To see if the Town will accept Beacon Street as laid out by the Selectmen as far as its junction with Belmont Avenue (so-called), on plan of Surburban Land Company, as a Town way, or do anything in relation thereto.


Art. 9. To see if the Town will vote to extend the street lights from Lake Street on Shawsheen Avenue to the residence of Martin Nee, or do anything in relation to the same.


Art. 10. To see if the Town will vote to extend the street lights on Woburn Street and Eames Street to the residence of I. E. Morse, or do anything in relation thereto.

Art. 11. To see if the Town will install street lights on Hopkins Street from Shawsheen Avenue to the Billerica line or do anything in relation to the same.


Art. 12. To see how much money the Town will raise and appropriate for the purchase of a stone crushing plant or do anything in relation to the same.


Art. 13. To see how much money the Town will raise and appropriate for the purchase of a steam roller or do anything in relation to the same.


Art. 14. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred dollars to grade the grounds and walks around the New High School, or what they will do in relation thereto.


Art. 15. To see if the Town will vote to accept a strip of land from Mr. Charles Osbon, sixteen feet in width, and take a like amount from the High School lot to be laid out as a Town way the same to extend from Middlesex Avenue, to the back line of said lot or do anything in relation thereto.


Art. 16. To see if the Town will accept Chapter 187 Acts of 1902, an act relative to the licensing of junk collectors, the same to be made a part of the Town By-Laws.


Art. 17. To see what action the Town will take in regard to equipping the fire department with automobile fire apparatus.


Art. 18. To see if the Town will vote to raise and appro- priate the sum of $2000 under Chapter 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission, or do anything in relation thereto.
