compound and did not include the concrete work and the slab necessary for reinforcement.
Not feeling satisfied with these bids we called in Mr. Peter Neilson, a man with considerable experience in concrete work, and his recommendation was somewhat different. Mr. Neilson will be present at the Town Meeting and speak for himself. We feel that the sum of one thousand dollars will be necessary to be raised if the basement is to be placed in a waterproof condition.

The following motion was then made: That the moderator appoint a committee of three to ascertain the proper method to care for the drainage of the ground water which flows into the basement of the High School Building, or to waterproof the basement to prevent the water from flowing in, who shall report at a future meeting ; on being put to a vote it was voted in the affirmative. Moderator appointed Arthur W. Eames, Harry E. Lake, and Peter Neilson.
Art. 22. On motion it was voted: That the School Board be authorized to install heating apparatus in the North, East and West Schools, and that the town raise and appropriate the sum of $300.00 to defray the expense thereof.
Art. 23. After the reading of a report by the School Com- mittee on the question, on motion it was voted to pass the article. Report follows:
To the Citizens of Wilmington :
In accordance with the vote passed at the Annual Meeting on March, 1916 we submit the following report :

We have prepared a map of the Town showing the various data as requested.
We have taken a careful census of the pupils living in the various zones and find the figures as follows:
Total number of pupils living outside the 11/2 mile limit, 42.
Of this number 11 live in the East District, 10 live in the North District, 14 live in the West District and 7 in the South District.
As regards the distance we find 1 pupil living more than 212 miles; 16 living more than 2 miles and 25 living more than 11/2 miles. In regard to method of transportation it is possible for the pupils in the East and West Districts to be carried by trolley.
It would be necessary in the North and South Districts to employ either teams or automobiles.
In the South District the route would be from the Burlington Line through Burlington Avenue and Church Street to the Walker and Center Schools. In the North District the route would be either through Andover or Ballardvale Streets and thence to the Whitefield and Center Schools. In the North District it would be necessary for a part of the pupils to walk to some central place and meet the conveyance.
The cost of transportation of the East and West pupils as suggested would approximate $300.00 per school year of 40 weeks. If for a period of 4 months it would be $120.00.
We have been unable to obtain definite figures in the North and South Districts. A suggestion was made by one gentle- man in the North that $20.00 per week would be a fair price.
We feel that in all probability the cost in each District would be about $15.00 per week or $600.00 for the school year of 40 weeks. In the matter of 4 months we feel that $400.00 in each district would be the minimum. Upon this basis the entire cost for the 40 weeks would be $1,500.00. For the period of 4 months $920.00.
We desire to add that these figures are based upon the zone system, that is to say that the distances are taken in an air line from the various school houses. In several cases children are

walking from 112 to 2 miles to school whose names are not included in this list. It would be necessary to include these pupils if transportation is to be furnished.

Art. 24. Motion: That the Selectmen be instructed to construct a sidewalk on Clark Street, as requested in the article; the cost to be taken from the appropriation for Highways, Amendment, to add at the end of the motion, "but that the lines of the old street be first determined." Amendment adopted. Motion as amended was voted in the affirmative.
Art. 25. On motion voted to pass the article. At this time it was voted to close the polls under Article 2 at 4.00 o'clock p. m.
Art. 26. Moved: That the matter of erection of suitable buildings for storage of Highway Department Property be referred to the Selectmen to investigate and report at next Town Meeting. Amendment: and that they be instructed to bring in plan of Building and lot and an estimate of the cost as a part of their report; amendment adopted. As amended the motion was voted in the affirmative.
Art. 27. Voted: to pass the article.
Art. 28. Moved: That the town vote to raise and ap- propriate the sum of $3,000.00 under Chapter 525, Acts of 1910, the same to be expended under the direction of the Massa- chusetts Highway Commission for the completion of the mac- adam on Lowell Street to the Reading town line Amendment offered: That the words "raise and" be stricken out and the words "taken from the excess and deficiency account and" be inserted between the words "to" and "expended." amendment was adopted and the original motion as amended was voted in the affirmative, reading as follows: Moved: That the Town vote to appropriate the sum of $3,000.00 under Chap- ter 525, Acts of 1910, the same to be taken from the Excess and Deficiency Account and expended under the direction of the Massachusetts Highway Commission, for the completion of the macadam on Lowell Street to the Reading Town Line.
Art. 29. Motion: That the town raise and appropriate the sum of $244.04 and appropriate from the balance account the sum of $755.96, the same to be expended under Chapter 525, Acts of 1910, and under State and County supervision, on Salem Street, from the North Reading Town Line westerly in accordance with the decree of the County Commissioners. Voted in the affirmative.
Art. 30. The motion made by Mr. H. C. Barrows was taken from the table and on a vote being taken on the same it was voted in the affirmative. "See motion under Art. 4."
After a declaration of the vote under Article 2, and the ad- ministration of the oath of office by the Moderator in open meeting to the following named persons: James E. Kelley, Town Clerk, Surveyor of Wood, Bark and Lumber; Herbert C. Barrows, Edward N. Eames, Arthur W. Eames as Select- men, Overseers of the Poor, Board of Survey, Fence Viewers and Surveyors of Wood, Bark and Lumber; Frank L. Eames as Treasurer, Surveyor of Wood, Bark, Lumber and Public Weigh- er; and Edward N. Eames as member of the S. D. J. Carter Lecture Committee; the ballots were sealed, countersigned and with check lists used turned over to the Town Clerk; the meet- ing then adjourned sine die.

REPORT OF SCHOOL COMMITTEE
To the Citizens of Wilmington:
Pursuant to Section 6, Chapter 43 of the Revised Laws re- lating to public instruction, your School Committee submit to you this report in which is incorporated the report of the special teachers, the High School Principal, and the Superin- tendent of Schools.
In our opinion the schools as a whole are in good condition. Several changes in the teaching force have been made. Miss Grace Wells of the High School resigned in June to accept a position in Taunton. Her place has been efficiently taken by Miss Alice Richards. The Committee feel that they have been fortunate in obtaining the services of Miss Esther M. Patch in Science and Mathematics.
The join committee of the Superintendency Union composed of Middleton, Boxford and Wilmington after much considera- tion and investigation employed Mr. Roscoe G. Frame of North Providence, R. I., as Superintendent of Schools. The com- mittee feel that Mr. Frame is rendering efficient service. Mr. Philip Buzzell, because of his appointment to a lieutenancy in the Army resigned as a member of the School Committee. As provided by law the Board of Selectmen and the School Com- mittee by ballot in joint session appointed Mr. C. C. Alden as his successor until the next town meeting. The educational policy of the School Department has been one of aggressive

progress. In the working out of this policy Teachers, Principal, Superintendent and Committee have worked hard and har- moniously; illustration of this policy is found in the High School Principal's Report. The helpful attitude of the Board of Selectmen has aided the School Department materially.
The financial policy of the Committee has been to keep with- in the appropriation and to expend the money where it would count most. The financial statement following shows how the policy has been carried out. The Committee feel, however, that because of the increase in the cost of living, that an increase of 10% ought to be made in the pay of the grade teachers. An extra item of expense which must be met this year is the in- surance on the High School building which was due Jan. 1, 1918. Some extra repairs must be made in the Central Gram- mar building. The Committee desire at this time to thank one of the citizens of the town for the Thrift Cards which he gave to the pupils of the North and Whitefield Schools. A spirit of patriotism has hereby been raised and other schools have followed in buying Thrift Stamps.
We wish to thank the Citizens of Wilmington for their co- operation with the Committee.
